MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Monday, December 16, 1946
The regular meeting of the City Council was called to order at 7:30 P J%
by Mayor Bartlett.
Councilmen present: Grable, Terry, Hawes, Langenbeck, Bartlett.
Councilmen absent: None.
APPLICATIONS The Clerk read the following applications for licenses:
for licenses
A.D. Fishburn, groceries, meats and gas pump at 1002 Delaware Avenue
W.M. Witt, sign shop at 711 Acacia.
Robert Bachelor, cafe - Boogy - Woogy, 508 Ocean Avenue.
G.E. Oxford, floor and linoleum polishing, 518'Main Street.
June Hoke, beauty shop at 125 - 6th Street, and on motion by Hawes
seconded by Grable, same were approved and license authorized.
On motion by Grable seconded by Langenbeek, the application of Earl
A Ford Catering;Company for license to operate hot-dog and package ieeeream
stand at the corner of Atlanta. and Highway 39 was approved and license
k.
;authorized.
Surety Bond d On motion by Grable seconded by.Hawes, the surety bond of Bucey
Bucey house -
moving Co. Housemoving Company, Long Beach, was accepted and ordered filed.
The'Clerk presented report of City A ttorney Overacker covering his
Report of
AttOy Overackerip to Washington, D.C. during the past fifteen days. Copies of same were
delivered to the City Councilmen, and on motion by Terry seconded by Grable,
the report was ordered filed.
Pence Broso The Clerk read a letter from Pence Bros. adking'permission to cut
curbing
cur,t?ing on Main Street, Block 404, Lot 13, for driveway, and on motion by
Hawes seconded by Langenbeck, same was referred to the Streets and Parks
Committee.

the Lake Park Club House Mond&ys: 3:30 to 5:00 P.M., Wednesdays 3:30 to 5:00P.M.
Scouts
and Saturdays 109.00 to 11:30 A.M., also Memorial Hall on the evening of
January 29th for a potluck dinner and program and all charges to be waived.
Also permission to use the Horseshoe Club House for meetings of the Scout
Executive Committee.
Also permission to use 17th Street Park for holding a Scout Camporee
Scouts
for all troops in the district January 17th to 19th, inclusive, and on
motion by Hawes seconded by Terry, permission was granted and charges waived
with the provision that the City reserves the right to cancel dates and time
for the Lake Park Club House in the event they may deem it advisable to do so.

Dances D.L. Forbess, 935 - 17th Street, Costa Mesa, addressed the
Council and asked for permission to conduct dances at the Pav-A-Lon
Wednesday evenings and Sunday evenings 1:00 to 6:00 P.M.. The matter
was taken under advisement by the City Council..
Christmas The Clerk read a letter from the Chamber of Commerce asking the
musicale
appropilation City Council to appropriate $150000 to defray expenses of the Christmas
musicale held Sunday afternoon December 15th in Memorial Hall, and on
motion by Langenbeck seconded by Terry, the amount was appropriated.
Remove tree The Clerk read application of Andrea L. Gorman and John E.
Whitfield for permit to remove tree standing in front df Lots $ and
10 in Block 510. The matter was referred to the Streets and Parks,
Committee.
Vacation - On motion by Langenbeck seconded by Grable, D.G. Higgins was

granted two weeks annual vacation starting December 22d.
Girl Scouts - The Clerk read a letter from Adah Kirkpatrick asking permission

Memo. Hall. to use Memorial Hall Saturday„ December 21st, 6:30 P.M. to 11:00 P.M -
for the Girl Scouts annual party, and that charges be waived, and on
motion by Langenbeck seconded by Grable, the request was granted.
Mayor Bartlett appointed Chief of Police Blossom to appear
Veterans of
Foreign Wars
at Memorial Hall and represent the City before the Veterans of Foreign
W#rs meeting being held this evening at 8:00 o'clock.
On motion by Grable seconded by Hawes, Vincent Asmutis, laborer,

in the Street Department, was advanced to classification "E" $205.00
per month,- on recommendation of Engineer Overmyer, effective December
16, 1946.

The Clerk gave Ordinance No. 504 its second and final reading,
passed
and on motion by Hawes seconded by Langenbeck, Ordinance No. 504 was
passed and adopted by the following vote:

Vacation
On motion by Langenbeck,seconded by Grable, C.R. Furr, City
C.R. Furr
Clerk, was granted two weeks vacation beginning Wednesday December

Manufacturing
Mayor Bartlett stated that it had been discovered the easement

for Ocean Avenue on the -easterly side of Ocean Avenue extended.some'forty
feet into the low lands and that the owners of the proposed manufacturing
industries now being negotiated had desired to reduce the parking and
beautification area along Ocean Avenue to fifCy feet instead of one
hundred feet. No action was taken by the City Council.
Demands On motion by Grable seconded by Terry, demands approved by the
Finance Committee were ordered paid.

New The matter of entering into new contracts for rental of various

concessions was taken up by the City Council at this time. The Clerk read
offer of P.L. and Genevieve Wood for renewal of their contract for a period
Woods of three years, February 4, 1947 to February 4, 1950 for the sum of $30.00
minimum rental, plus 5% on all gross sales in excess of $3,000.00 in any one
month, and on motion by Langenbeck seconded by Hawes, the Council authorized
a counter proposal at the rate of $30.00 per month , plus 5% on all gross
receipts over $600.00 in any one month.
St. John The Clerk read proposal of Frances,J. St.'John for renewal of her
lease, and on motion by Terry seconded by, Grable, the recommendation of the
Beach and Pier Committee that the building now being used by Mrs. St. John
be used exdlusively by the Lifeguard.,Department was approved.
Mrs. Hazel The Clerk read proposal of Mrs. Hazel Gillen for renewal of her
Allen
contract from March 3, 1947 to March 3, 1950 at the rate of $70.00 per
month rental, and on motion by Terry seconded by Grable, the offer was
accepted with -the provision that in the event additions were added to the
building, a new contract is to be negotiated.
Sam V. The Clerk read proposal of Sam V. Robinson for contract covering

the concession formerly owned by Chas. B. Tipton at the rate of $30.00 per
month, plus 5% of the gross business over $ 3,000.00 in any one month, and
on motion by Langenbeck seconded by Hawes, a counter proposal was author-
ized at $30.00 per month minimum rental, plus 5% of the gross business over
$600.00 in any one month.
D.Ko Clapp
The Clerk read proposal of D.K. Clapp covering beach concession
-
offering the City a rental of $800.00 per year, plus 12% of the gross
income receipts from the rental of all beach equipment. Action on this
proposal was deferred until.next meeting of the City Council.
Ord. On motion by Langenbeck seconded by Grable, the City Attorney
was authorized to prepare an ordinance prohibiting the parking of auto-
mobiles on Atlanta Street between Highway 39 and Huntington Avenue.
Deever & Councilman Langenbeck stated that Deever & Walker, holding live
Walker bait concession on municipal pier, had asked for a light meter, an
additional tank and permission to erect a six foot fence around their
tanks for protection from the general public, and on motion by Langenbeck
seconded by Grable, City Engineer Overmyer was authorized to prepare an
estimate of the cost and investigate the feasibility of wiring for a separate,
meter.
Complaints - Councilman Terry stated that he had received somecomplaints about the

boiler and general conditions at the laundry.

Councilmen Langenbeck asked if it was the intention of the City
Council to erect a store building at the municipal trailer park and on
motion by Terry seconded by Grable, the matter was referred to the
City Engineer to furnish an estimate of cost, also an estimate and
report covering needed resurfacing of the ground.
Engineer Overmyer stated that he and the Streets and Parks
Committee had made a survey of the east side area between Atlanta
and Memphis and between the railroad and Florida and that they had
come to the conclusion that streets could be more easily improved
and kept in good shape if the City would install curbs and gutters on
most of the streets in the area, and on motion by Langenbeck seconded
by Terry, the City Engineer and Streets and Parks -Committee were
authorized to prepare a report naming a specific area and to prepare
an estimate of"the cost of the curbs and gutters as recommended.
Engineer Overmyer stated that a pumping unit for disposal of
seTage from the area north of Lake Park into the Alabama line could
be had and installed including the line at a cost of approximately
$3,000.00 and that this pump would take care of approximately one
hundred homes or more. That before this work is done the property
owners should arrange for the installation of laterals either by
pAying cash or by forming an assessment district. The matter was
referred to the City Attorney with the request that he advise the
City Council the procedure to be taken.
Station On motion by Langenbeck seconded by Terry, and on request of
Wagon
the City Engineer, the City was authorized to retain the station wagon
if it is possible to do so.
On motion by Hawes.seconded by Langenbeck,
until 5:00 P.M. Wednesday, December 18, 1946.
