HomeMy WebLinkAbout1947-01-06592 MINUTES Council Chamber, City Hall Huntington Beach; California Monday, January 6, 1947 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Bartlett. Councilmen present: Grabl+d, Terry, Hawes, Langenbeck, Bartlett. Councilmen absent: None. Minutes On motion by Grable seconded by Terry, minutes for the month of December were approved as read. Monthly On motion by Grable seconded by Langenbeck, monthly reports of reports the City treasurer, City Collector, City Clerk, City Judge, City Engineer Chief of Polioe- and annual report of the Chief Lifeguard were accepted and ordered filed. Applications On motion by Langenbeok seconded by Terry, the following applica- for license tions for license were approved and ordered issued: Long Beach Meat and Provision Company, 1241 E. Anaheim, Long Beach, wheoUtax. Hickman Bros., 910 E. Anaheim St., Long Beach, plumbing contractor. Sam Robinson, 221 Hartford Street, concession bait and tackle, municipal pier. C.A. Bauer, Jr., attorney 210* Main Street. Calstate Cheese, 5050 So. Alameda, Vernon, California, wheel -tax. Application The license application of F.R. Hinshaw to conduct the business referred to Planning Com: of building contractor at 225 Crest Avenue was referred to the Planning Commission. Standard Oil On motion by Grable seconded by Terry, the application of the Well H.B.95 Standard Oil Company to drill Huntington B-95 was approved. Councilman Langenbeck not voting. Standard Oil On motion by Terry seconded by Grable, the application of the Well H.B.97 Standard Oil Company to drill Huntington B-97 was approved. Councilman Langenbeck not voting. Orange Co. The Clerk read a letter from the Orange County Water District Watpr DA . meeting asking the City Council to have the City represented at a meeting of the Board of Directors of the Orange County District, 7:00 P.M., January 10, 1947, in the Orange County Farm Bureau Office, South Main St., Orange, California. The Mayor appointed City Engineer Harry A. Overmyer to attend the meeting. Letter from The Clerk read a letter from Governor Earl Warren calling attention Gov. Warren to the many automobile accidents and asking for extra precaution by the Police Department. The matter was referred to the Chief of Police. Disaster On motion by Langenbeck seconded by Hawes, the City Attorney 0 rd. was authorized to prepare a disaster ordinance in accordance with a letter from the California State Disaster Council, P.O. Box 1407, 0 Page #2, Minutes January 6, 1947 593 Sacramento 7, California, dated December 3, 1946. ' Dr. Strong The Clerk read a letter from Melvin Strong asking for free use- of March l9th the Lake Park Clubhouse for meeting of the Girl Scouts March l9th, and on motion by Langenbeck seconded by Hawes, the request was granted. Rental The Clerk informed the.Council that Sam V. Robinson and P.L.,Wood had proposals accepted accepted the City Council's rental proposal for*use of buildings on the Robinson & Wood municipal pier, and on motion by Hawes seconded by Langenbeck, the attorney was authorized' to prepare contracts. Shore protect- ion meeting The Clerk read a letter from the War Departmeht, Joseph 0. Killian, - Acting District Engineer, 751 so. Figueroa -Street, Los Argeles, dated January 3, 1947, calling attention to -a meeting to discuss shore protection, to be held in the Civic Auditorium, City Hall, 8th'and Central, Seal Beach, at 1:30 P.M. Wednesday, February 5, 1947, and the Mayor appointed the following on a committee'to attend the meeting, Beach and Pier Committee and City Engineer Overmyer. Estimate - The Clerk read an estimate from City Engineer Overmyer for resurfacing Resurfacing trailer park.a portion of the municipal trailer park, 104000.square feet, cost approxi- mately $3,433.00, and on motion by Langenbeck seconded by Grable, the City Engineer was directed to secure informal bids for doing the work and present' to the City Council at an early date. Lease -agreement The Clerk read lease -agreement between the City and Hazel Allen Mrs. Allen - _ covering cafe on outer'end of the municipal pier, and on motion by Langenbeck seconded by Hawes, the Mayor and City Clerk were authorized to execute same on behalf of the City. Curbs & gutters The Clerk read a letter from City Engineer Overmyer requesting additional time in which to complete survey and study of the need for the construction of curbs and gutters In the easterly portion of the City. On motion'by Hawes seconded by Grable, the request was granted. Store bldg. The Clerk read a letter from Engineer Overmyer furnishing an estimate Mun.Trailer Camp. for the construction of a store building at the municipal trailer camp, cost approximately $2,500.00, and on'motion by'Grable seconded by Hawes, the engineer was authorized to proceed with the work. _ Demand for The Clerk informed the Council that he was preparing a demand for Denio et al payment to Denio et al and would present same at next meeting of the City Council. Mr. Martin The Clerk preseq ed'and read a letter from R.P. Martin complaining of dog nuisance and other matters in the vicinity of his residence. The letter was ordered filed. Bill for ink The Finance Committee called attention of the City Council to a bill at Pav-A--Lon not allowed. from the Keese Engineering Company for one gallon of identification ink furnished the Pav-AyLon and recommended that the bill be not paid by the City for the reason.that it is not a proper charge against the City of 0 594 Huntington Beach. The City Clerk was directed to write Mr. Henry, lessee of the Pav-A-Lon ballroom and refer the bill back to him. Bill - The Finance Committee called attention Vo bill of Angie Mollica golf course for material and labor on_the local golf course and recommended .that the material bill be paid but that the labor be not paid by the City Council and that Mr. Mollica be advised that in the future he submit ..first to the Street Department any improvements or material to be charged against the City before having the work done. Christmas The Finance Committee called attention of the City Council to a decorations $450.50 bill for furnishing Christmas trees, also to statement of $628.01 labor and material heretofore paid for by the City for Christmas decorations 1946. The bill was ordered held until the Chamber of Commerce furnishes a complete statement showing all expenditures and all receipts for the Christmas decorations. Demands On motion by Grable seconded by Terry, demands approved by the. Finance Committee were ordered paid. Ord.505 - The .Clerk gave Ordinance No. 505, prohibiting parking on Atlanta 1st reading ' Street, its first reading. Fence -on pier Councilman Langenbeck called attention to the request fora fence on the outer end of the municipal pier, and on motion by Terry seconded - by Langenbeck, the Beach and Pier committee was authorized to negotiate a new lease contingent on fence installation.. - The matter of constructing a fence from the building to the outer end of the municipal pier was.referred to the Beach and Pier Committee for investigation and report. Notices to be Attorney Overacker informed the Council that some 152 notices served - Tax sites covering 48 tax bill sites are nearly ready to be served and asked that the City Council employ someone to begin serving the notices. It developed that the City has no'car for Delbert Higgins to use in serving the.notices and the Mayor was authorized to contact car agencies with a view of purchasing a new car. Mayor Strang - Upon recommendation of Mayor Bartlett and on motion'by Hawes San Clemente seconded by Grable, the City Clerk was authorized to send flowers to the funeral of Mayor LeRoy Strang of San Clemente. On motion by Langenbeck seconded by Grable, the Council adjourned until 7:00 F.M. Friday, January 10, 19 of the City Council. Mayor I 1 1 1 4
