Pursuant to adjournment of January loth, the City Council met and was called to order at 7:00 P.M. by Mayor Bartlett. Councilmen present: arable, Terry, Langenbeck, Bartlett. .Councilman Hawes arrived at 7:25 P.M. Councilmen absent: None. Applications - On motion by Langenbeok seconded by Grable, the following appli- for license cations for license were approved: F.R. Hinshaw, Building contractor, 115* Main St. John P. McCarthy, wheel -tax for laundry. Georgiana W. Garrish, airplane repair shop at the Huntington Beach airport. W.P. Nealy, Box 938, Balboa, California, building contractor. r Liability The Clerk presented aviation liability policy in favor of policy. Joseph Be Grimwood, Jr. and the City of Huntington Beach in the amount of $10,000.00 for personal property damage, $50,000.00 for each person and $100,000.00 for each accident, effective November 12, 1946 to November 12, 1947, and on motion by Langenbeok seconded by Terry, the policy was approved and declared sufficient to comply with the require- ments of Ordinance 327 as amended. i Flying On motion by Grable seconded by Langenbeok, the application of service - servicod Joseph Be Grimwood, Jr. to conduct the business of flying service, Grimwo known as,Balboa flying service, at the Huntington Beach Airport was approved. Driveway On motion by Langenbeok seconded by Terry, the application of Lots 7 & S`, Blk-702,VDM Faye Truxel and C.L. Truxel to out curb and install driveway on Lots 7 and S, Block 102, Vista Del Mar Tract, was approved. Application The Clerk read application of D.R. Phillips for permit to referred to Beach & pier Com. operate hamburger stand on the beach front south of the comfort station. The matter was referred to the Beach and Pier Committee. Driveway On motion by Grable seconded by Terry, the application of the Lblk ots17 & 19, 617 Fullerton Oil Company to break out 20 feet of curb for driveway in front of their warehouse building located on the west side of 17th Street on Lots 17 and 19, Block 617, was approved. f Driveway - On motion by Grable seconded by Terry, the application of Pence Pence Bros. Bros. to out curbing on Main Street at Main and Magnolia was approved. The Clerk read a letter from the secretary of the Orange County Orange Co. The Clerk presented and read a letter from the Qrange County Health Orange Co. Department calling attention to a recent rodent survey which disclosed Health Dept. Rats on beach that many rats were infesting from and including the Pav-A-Lon to the front. Huntington Beach Company's bathhouse and offering to assist the City, if called upon, to eradicate the nuisance. The matter was referred to the w Health and Sanitation Committee, Dr. Hawes and Councilman Terry for inve.stigation and report to the.Counoil. Betty Diekoff - . On motion by Langenbeok seconded by Hawes, the recommendation of Salary City Clerk C.R. F'urr that Betty Diekoff be placed on a monthly salary, Classification 000, $160.00 per month, beginning January 16th, was approved. Mrs. West- The Clerk read a letter from Mrs. Beulah Westmoreland stating that moreland. she will be ready to sign a new contract for the lease of the municipal Lease. trailer park store building, subject to the erection of a new building by the City. The matter was referred to the Beach and Pier Committee for its consideration. Mr. Henry - The Clerk read a letter from R.M.:Henry ss,proposing Lease - the offer of $300.00 per month for the entire top floor of the Pav-A-Lon from January 1, 1947 to January 1,,1950, with an option:of two additional years, letter reads as follows: Pav- A -Lon "Honorable Mayor and City Council City of Huntington Beach, Calif. Gentlemen: I am submitting for your consideration an offer of Three Hundred Dollars per month for the entire Top Floor of The Pav-A-Lon from January lat., 1947 to January lat., 1950 (with an option of Two Page # 3, Minutes, January 15, 1947 Lease - Mr. Clapp Reso.*1013 Roadway 52 acres. And, -on motion by Langenbeok seconded by Terry, the matter was re- ferred to the City Attorney and, if same meets legal requirements, + to prepare a three year, lease -contract and submit the the City Council. The Clerk read a letter from Dwight K. Clapp calling attention to the City!s alleged proposal fomenting space at his present location at a flat rental of $75.00 per month and 3% of the gross sales in the restaurant proper less sales tax and 12% of the gross revenue from the rental of beach equipment for a period of three years. That he will accept the proposition with one variation - "There shall be for a period of six months a rental of $25.00 per month instead of $75.00", and on motion by Langenbeek seconded by Terry, the following counter proposal was made to Mr. Clapp - 3% on all gross sales, minimum $50.00 per month plus 12% on all gross rentals, said rentals to be considered separate from restaurant sales. The Clerk presented and read Resolution No. 1013, a resolution # of the City Council of the City of Huntington Beach, accepting deed to certain property and authorizing recording of said deed, and on motion by Hawes seconded by Grable, Resolution No. 1013 was passed and adopted by the following vote:• AYES: Councilmen: Grable, Terry, Hawes, Langenbeok, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. Councilman Langenbeck stated that inasmuch as the City Council planned on a new store building at the trailer camp, he believed that whoever rented the building should be required to furnish new and modern equipment complete and that the lessee should be required to furnish courteous service to the public.
