HomeMy WebLinkAbout1947-02-03607 eJ MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, February 3, 1947 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Bartlett. Councilmen present: Grable, Terry, Langenbeck, Bartlett. (Councilman Hawes arrives at 7:40 P.M.) Councilmen absent: None. Minutes On motion by Grable seconded by Langenbeck, minutes for the month of January were approved as read. Applications: On motion by Grable•seconded by Hawes, the following licenses were approved and ordered issued: Business Application for license to conduct the business of grocery store at licenses 200 Frankfort Street by J.W. Ferguson. Howard E. Wright to conduct the business of furniture store new and used, at 212 Main Street., Mrs. Hazel Allen.to conduct lunch counter at 201 Main Street. Chas. T. Riohaud jto conduct the Turf cafe at 2131 Main Street. Neel S. Beokner for sale and delivery of pet food and supplies, house to house, retail. A. C. Almond, cafe at 626* Main Street. Councilman Hawes At this time, 7:40 P.M., Councilman Haws arrived. arrives. On motion by Hawes seconded by Terry, the application of Standard Application Standard Oil Oil Company to drill Huntington B-96 was approved. Councilman Langenbeck Hunt. B-96 not voting. So.West Expl. On motion by Grable seconded by Terry, the application of the J- n Southwest Exploration Company to drill J- 6 was approved. State 15 On motion by Terry seconded by Hawes, the application of' the - Southwest Exploration Company to drill State 15 was approved. State Employees The Clerk presented and read contract between the City of Huntington Retirement Sys. Beach and the State of California, State Employees' Retirement System, -authorizing the regular four year audit and preparation of an actuaries' report for the sum of $117.00, and on•motion by Hawes seconded by Langenbeck the Mayor and City Clerk were authorized to execute same on behalf of the City. On motion by Grable seconded by Terry, demands approved by the Demands Finance Committee were ordered paid. Leases The lease agreements of Wood and Robinson were held over for minor changes and referred back to the Beach and Pier committee. Contract The lease -contract of R.M. Henry was referred back to ,the City Mr. Henry Attorney for minor changes including a provision allowing the City the privilege of using the dance hall a maximum of ten days during any one Year from the hours of 10:00 A.M. to 6:00 P.M. Amendment to City Charter ._The Clerk read monthly reports of the City Treasurer, City Collector., City Clerk, City Judge, City Engineer, Chief of Police and annual report of the Chief of Police, and on motion.by Grable seconded by Hawes, same were accepted and ordered filed. The application of Chas. Mashburn to out curb at 503 l3th Street for driveway was presented and referre1 to the City Engineer for investigation and report. On motion by Hawes seconded by Terry, the application of Home Ice Company to out curb.on Frankfort near the intersection of Frankfort and Lake Avenue was approved. The Clerk read a letter from Mr. & Mrs. Allen M. DeMar, 624 E. Dewey, San Gabriel, California, commending the City and the camp ground manager, Ralph St.Clair, for t#elr courteous treatment at the municipal trailer.park. The Clerk read a letter from V.D., MaGuffin asking for, use of Memorial Hall for a Cub Scout meeting February 6th, from 7:00 o'clock to 8:30_o'clock P.M., and that charges for same be.walved, and on motion by Langenbeok seconded by Grable, the request was granted. The Clerk informed the Council that,he was in receipt of a_ certified copy of an Amendment to the Charter by the California Legislature, pursuant to provisions, 6T City of Huntington Beach Resolution No. 998 of -February 19, 1946, and to vote of the people of the City of Huntington Beach, April, 1946. The documents were ordered filed and the City Clerk directed to thank Speaker of the Assembly Sam L. Collins for his interest in getting the Amendment before the Assembly. Ord ,#506 The Clerk gave Ordinance No. 506 final reading, setting fee passed and adopted. for connecting with sewer in Block 1007, Vista Del Mar Tract, -,and on motion by Langenbeok seconded by Hawes, Ordinance.No.506 was passed and adopted by the.following vote: AYES: Councilmen: Grable, Terry, Hawes, Langenbeok, Bartlett. NOES: Councilmen: None. - ... ABSENT: Councilmen: None. committee Councilmen Grable said -that he believed the City Council ane.eting - should make some provisions for salary increase covering the..in- Salaries creased cost of living. The Mayor appointed Councilmen Grable and Langenbeck and the City Clerk;on,a committee to prepare and submit -proposed increase at the next regular meeting of the City Council, Councilman Langenbeck stated that a committee meeting is to be held at 7:30 P.M. Monday, February loth,in the Council Chamber. 3esurfacing- Engineer Overmyer said he was prepared to go ahead with.the trailer park resurfacing of the trailer park and foundations for parking meters 1 1 1 7 I. I. 4 �► Page Minutes, February 3, 1947 on Ocean Avenue; that the Sully -Miller bid for foundations for parking meters is approximately $1,500.00 and(for the trailer park $4,249.00 for one and one-half inch surfacing including tack coat, and on motion by Hawes seconded by Grable, the City Engineer was authorized to go ahead at, once with the work. Resurface -_ On motion by Hawes seconded by Langenbeck,•the City Engineer was Parking Area authorized to proceed at -once with -the resurfacing of parking area between _ First and Sixth Streets in accordance with bid of Sully -Miller Company. Chicago St. Engineer Overmyer stated that he had completed plans and speci- crossing. fications for installation of Chicago Street crossing, plans to be sub- mitted -at next meeting of the City Council. Rats at Councilman Hawes stated that he and Councilman Terry had investi- P-av-A-L on, gated the rat menace in the vicinity of the Pav-A-Lon and property owned by the Huntington Beach Company and that Mr. Lawshe of the Huntington Beach Company had assured the committee that his -company would cooperate in the extermination of rats. The committee was continued for the purpose of fur- ther investigation and report. Bars. Westmoreland The City Clerk was directed to make a notation "not to collect further rent from Mrs. Westmoreland for use of the space at the municipal trailer parka, it being understood that rent has been paid to July 1, 194'f, and that the city contemplates change in location of the building. This on motion by Hawes seconded by Langen beck. Road along Councilman Langenbeok stated that the Beach and Pier Committee bluff to trailer camp. had looked over.the possibility of constru eting a road from the trailer park to the end of the municipal pier over which trams could be operated and that he believed the road could be so constructed so that the road would not be closer than ten feet to the Pacific Electric track. Engineer Overmyer was directed to make an appointment with the.Paeifio Electric engineer to meet with the city engineer and the Beach and Pier Committee in the near future, preferably Saturday A.M., February Sth. Denio et al Councilman Langenbeek stated that he believed the City should publish a statement showing amount paid and balance.due Denio, Hart, Taubman, and Simpson. , Golf course Councilman Terry stated that his committee wished to know just what work and materials the City is to furnish at the municipal golf course, and on motion by Langenbeek seconded by Hawes, the Street and Parks'Committee and the City Attorney were authorized to make a survey and prepare a lease -contract between the City of Huntington Beach and Angie Mollica.for the operation of the golf course. 44 acres Engineer Overmyer was directed to check on the distance between t1be boundary line of the City's 44 acre tract and the nearest oil well and report back to the City Council. -610 -- Page . #4, Minutes, February 3, 1947 Beach Front The matter of executing contract with the Huntington Beach Company for use of the beach front by the City between 6th and 9th Streets was discussed but no action taken.
