Pate MINUTES Council Chamber, City Hall, Huntington Beach, California Monday, February 17, 1947 The regular meeting of the City Council was called to order at 71=30 P. M. by Mayor Bartlett. Councilmen present: Grable, Terry, Langenbeck, Bartlett. (Councilman Hawes arrived at 7:45 P.M.) Councilmen absent: None. On motion by Grable seconded by Terry, the following applications for license were accepted and approved:. clothing Darrel D. Wilson to conduct the business of Jack & Jill'childrenls%shop, 226 Main Street. Mae C. Barnes to conduct the business of help -yourself laundry at 217 Hartford Street. Baftel Electric Company, Inc. to engage in the business of electrical contracting. T. A. Burda to operate hotel at 421 - 8th Street. R. J. Lindley to conduct the business of real estate and business oppor- tunities, broker and escrows at 219z Main Street. Ca.lifornia_Home Construction Company, 4208 Santa Monica Blvd., Los Angeles 27, to engage in -the business of roofing and siding contractor. A.J. Purdy to conduct the business of Purdy's Market at 601 llth Street. On motion by Grable seconded by Terry, the application of A. C. Almond to erect Neon Sign at 626j Main Street was approved. On motion by Grable seconded by Langenbeck, the application of the Union Oil Company to erect Neon Sign at 220 Ocean Avenue was approved® At this time, 7:45-P.M., Councilman Hawes arrived. The Clerk read renewal of lease #9301, Pacific Electric Railway Company to the City of Huntington Beach covering a rectangular parcel of land in front of the Pav-a-lon for a period of one year, January 16, 1946 to January 15, 1947, and on motion by Langenbeck seconded by Hawes, the Mayor and City Clerk were authorized to execute same on behalf of the City. Mr. Mellon, representing the M & A Oil Company, addressed the Council relative to quitclaiming Lot 22, Block 617, 17th Street Section, and asked the City to join in quitclaiming any interest they may have in the lot as - tax title lot. The Clerk read the quitclaim deed, and on motion by Langen- beck seconded by Hawes, the Mayor and City Clerk were authorized to execute same on behalf of the City. A letter from Vern G. Pate, 1138 Olney Street, Rosemead, California, asking for permit to operate sandwich wagon in HuntinCD gton Beach was re- ferred to the City Clerk with instructions to advise the applicant that the City cannot issue such a license. 1 1 1 1 0 E7 347 Chevrolet e The Clerk read bid of Culbertson Chevrolet Company for furnishing the # 615 [-1 Page #2 - Minutes Feb. 17,1947 City with a 1947 Chevrolet Fleetmaster Sport Sedan, list price $1,510.00, Police Depot heavy duty air cleaner $5.00, Heater $35.00 sales tax $3�, 75, total $.1,589.75, and a proposal to allow the City the sum of $500.00 for tkle used Hudson in the Police Department, and,on motion by Hawes seconded by Grable, the City Clerk was authorized to issue an order for the purchase of a new car and deliver the Hudson., Mr, Turner The Clerk read a letter from Jackson Turner, Long Beach, stating Curb & that he was the owner of lots and buildings facing 12th Street, between sidewalks Orange and Acacia Avenue, consisting of fourteen lots and asking that the City have curbing installed along 12th Street and Magnolia Avenue between llth and 12th Streets, and sidewalks installed, the City to pay the cost of installing curbs.and the applicant the cost of sidewalks. The matter was referred to the City Engineer and the Streets and Parks Committee for study and an estimate for thg cost to the City. This, on motion by Langenbeck seconded by Hawes. T:.B.Talbert The Clerk read a letter from T. B..Talbert stating that he had sold the subdivision in Block "C", Tract 1094,.consisting of fourteen 50 foot lots, bounded by 12th and 13th Streets and Magnolia Avenue on the south and Acacia Avenue on the north. That the purchasers are very anxious to get the streets graded and oiled, the sidewalks and curbing.laid and the public utilities in. The applicant proposed that the city advertise and let bids on this work with,the understanding that the applicant pay for all public utilities and the sidewalk facing 12th Street, the City to oil and grade the streets and pay the cost of the curbing with the under- standing that there will be no sidewalk along the lots siding Magnolia Avenue, and on motion by Langenbeck seconded by Hawes, the matter was referred to the Streets and Parks Committee and the City Engineer for estimate of cost to the City. Bldgo for airplanes George Porter addressed the City Council and asked permission to r construct an airplane cover with a 36 foot front on the Garrish airplane site lease,.and on motion by Langenbeck seconded by Hawes, the City Council approved the application in principal subject to approval when the specifi- .cations are received by the City Council. Gasoline bids The Clerk informed"the Council that this is the date set for opening and examining bids for furnishing the City with gasoline for the period Februury 15, 1947 to February 15, 1948. The following bids were read: Socal Oil and Refining Company, Huntington Beach, for first structure Paragon Ethel 120 per gallon. For second structure Paragon, long mileage; 110 per gallon. Wilshire Oil Company, Inc., 1206 Maple Street, Los Angeles, Wilshire Ethel gasoline, first structure premium 12.9¢. Economy second structure contract to 11.remium non- Socal Oilp 4 per gallon,and on motion by Hawes seconded by Langenbeck, RefoCoo the bid of Socal Oil and Refining Company was accepted and all other bids �' rejected. 616 Page #3 Minutes Feb.17,1947 Lighting The Clerk informed the Council that new lighting facilities were facilities badly needed in the Police Department, the City Judge's office, the City Clerkls'office and the general office, also that venetian blinds should be installed. Dr. Hawes, chairman of the Building dommittee, stated that he would make an inspection and report to the City Council at next meeting.. Salaries The salary committee, composed of Grable and Langenbeck, recommended. that all regular monthly employees be increased $20.00 per month and all hourly employees ll¢ per hour to offset the.increased cost of living, and on motion by Grable seconded by Langenbeck, the City Attorney was authorized to prepare an ordinance providing for same. Demands On motion by Grable seconded by Terry, demands approved by the Finance Committee were ordered paid. Resoo1015 The Clerk read Resolution No. 1015, cancelling taxes and assessments on Lots 2, 4 and 6, Block 521, and on motion by Grable seconded by Agreement - Pav-a-lon Mr, Henry D. K. Clapp Beach front Mr. Dant ; Ordinance drunkenness Hawes, Resolution No. 1015•was passed and adopted by the following vote': AYES: Councilmen:-Grable, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. The Clerk read le ase-a.greement•between the City of Huntington Beach and R. M. Henry covering use of the Pav-a-lon dance hall, and on motion by Hawes seconded by Langenbeck, the -Mayor and Clerk were authorized to execute same on behalf of the City. The Clerk read agreement between the City of Huntington Beach and D. Z. Clapp covering beach front lease, and on motion by Langenbeck seconded by Grable, same was referred back to the Beach and Pier Committee for further study and report to the Council. The agreement between the Huntington Beach Company and the City of Huntington Beach covering use of�the beach front between Main and 9th Streets was referred back to the City Attorney with authority to contact the Huntington Beach Company with a view of making certain changes. The Clerk informed the Council that Orville W. Dant;. had made no report since that covering the month of August 1946; that the months of September and October are still due. Beach and Pier Committee. The matter was referred to the Councilman Langenbeck recommended that an ordinance be prepared to cope with the nuisance•of habitual drunkenness and called attention to the fact that 173 arrests were -made during the year 1946 at great cost to -the City Police Department, and on motion by Langenbeck seconded by Hawes, the City Attorney was authorized to amend the present ordinance.
