The regular meeting of the City Council was called to order at 8:25 P.-M. by Mayor Bartlett. Councilmen present: Grable, Terry, Hawes, Langenbeck,_Bartlett. Councilmen absent: None Mayor Bartlett asked if there was anyone in the audience who wished to speak before the Council. Emil Bento of Los Angeles appeared before the Council requesting a lease from the City allowing.him to operate a model train concession on the beach. He stated his enterprise would require a space 150 x 300 feet. The Mayor referred the matter to the Beach and Pier Committee. Mr. Bermudez Arthur Bermudez appeared before the Council and stated that he drainage lives between Lake and Main Streets, approximately 150 feet in from Lake Street and called to the attention of the Council that due to lack of streets and improper drainage th..the.-.area, that during the rainy season it is practically impossible for the residents to get in or out with cars. it He also stated that due to this condition the disposal of garbage and f trash was another severe problem, also that tree cuttings were being i dumped on the various, properties, and from the property owner's view t point, were considered a fire hazard. The Mayor referred the matter to the Streets and Parks Committee and informed Mr. Bermudez that they would receive action soon. Mr. mood Mr. P. L. 'Food, who has a bait concession on the pier, discussed � Mussels with the Council the mussel quarantine and the problem of processing the mussels and also requested that something be done about benches for the pier, and on motion by Grable seconded by Terry, his request was re- ferred to the Pier Committee, Mr. Thompson - Kenneth W. Thompson asked the Council what the present status was Tram to trailer park in regard to use of right of way to the trailer park. City Engineer Overmyer informed him that to date they have not been able to get any action out of the Pacific Electric Railway Company and assured him that the matter was being followed up. { Mussels Mr. Van Leuven asked for clarification of requirements for mussel �1 Y� permit and,the Council referred him to the chief lifeguard. He also asked what could be done to remove underwater obstacles located off the west side of the pier as much tackle was being lost. City Engineer Overmyer explained the nature of the obstacles and suggested to the Council that the lifeguards might make a preliminary surveybY diving. The Mayor or re- ferred the request to the Beach and Pier Committee. 1 Page #2 - Minutes 7-21-47 Mr. Frazier Mr. Alonzo Frazier -spoke briefly before the Council regarding the 1 flood lights possibility of flood lights being installed for the purpose of night r fishing and suggested that it might be done on a coin operated meter basis. r City Engineer Overmyer pointed out to the Council that the present power system on the pier was heavily loaded and a survey would have to be made before any additional load could be contemplated. Mr. Long I Jack Long appeared before the Council and discussed at great, length the injustices of the beach front parking meters and requested that Parking meters the meters be either removed or the time length set up for a nine or ten hour period instead of the four or five hour period. Councilman Langenbeck 1 Informed Mr. Long that there were other conditions to .consider besides only fishermen as many mothers bring their children to the.beach in the afternoon and they have to carry their children -and should enjoy the possibility of having a short walk the same as the fishermen. Mr. Langenbeck also pointed out that he,/had made a personal survey of people using the pier and found that the people objecting to the meters were considerably in the minority. Mr. Langenbeck took notes on the request of Mr. Long for the purpose of ' further study. Petitions - Mr. Gallienne, secretary of the Chamber of Commerce, appeared before - the Council and read petitions that his office had received objecting to the Trailer - park strict restrictions in Ordinance No. 511, Section 14-B, Paragraphs 29 and 29, I which cover the requirements and restrictions for tent space at the trailer camp. Five petitions were filed with the secretary with 103 signatures and the text of the petitions requested that the above mentioned section of the ordinance be repealed. The Council requested Mr. Gallienne to inform the petitioners that regulations as contained in the ordinance are to be adhered to. Applications On motion by Grable seconded by Terry, the following applications for for license license were approved: approved Walter H. Glazener, 1927 W. 15th Street, Los Angeles 5, for wheel -tax license. Golden 41ow.Beverage Company, 1257 W. Ocean Avenue, Long Beach for wheel -tax. �. i license. ' Cowling and Donahue to conduct lunch counter at concessions 22 and 23, Hunt- ington Beach Company's building. L. W. 'otter to conduct the business of real estate broker at 719 Alabama Avenue, Huntington Beach. Lee J. Cartwright to conduct lawn mower shop to sharpen and repair lawn i_ mowers at 515 California Avenue. Jack Colvin On motion by Langenbeck seconded by Terry- the application,'of Jack Colvin to conduct the business of trailer park at 118 Tenth Street, was IEi approved. Councilman Hawes Councilman Hawes asked to be excused at this time, 9:26 P.M. excused The Clerk presented electrician's bond for Howard I. Isley. On Bond - . motion by-Langenbeck seconded by Terry, the bond was accepted. Page 3 - Minutes 7-21-47 Pac.Western Oil Corp.- ­.On motion by Grable seconded by Langenbeck, the application 17-19:.21-23 - of Pacific Western Oil Corporation to drill new weil,on Lots 17, 19, 619 21 and 23, Block 619, Huntington Beach, was approved, Killingsworth & On motion by Terry seconded by Langenbeck, application of Smith Killingsworth and Smith, operators, to drill well on Lots 26 and 29, 26 & 28, 41g Block 418, lq th Street Section, was approved. Morton & Dolley - On motion by Terry seconded by Grable, the application of 18 & 20, 317 Morton & Dolley, a copartnership, to drill new well on Lots 18 and 20, Block 317, Huntington Beach 17th Street Section, was approved, Demands. On motion by Grable seconded by Terry, demands, as approved by the Finance Committee were ordered paid. Unsigned note The Clerk asked if the party was in the audience who -sent an unsigned note in to stand up and give their name. There was no response and the Clerk said that the unsigned communication could not be read. Request denied On motion by Langenbeck seconded -by Grable, the request of Billboard \ Advertising Board Company of Long Beach to erect a white billboard on the Cityas 52 acres was denied. Mr. Alexander - On motion by Grable seconded by Terry, the request of James S. cut curb Alexander to cut the curb for a distance not over fifteen feet on Lots 26 and 29, Block 309, on Orange Avenue for driveway purposes and to be • i installed under the supervision of the City Engineer was approved. Chas. E.Black The Clerk read a letter received from Charles E. Black, 660 Bushard Road, Huntington Beach, requesting permission to drill wells on the following city property: BLOCK LOTS SECTION 616 21, 23 17th Street bl8 10, 9, 11, 16, 19 17th Street r On the following basis of 12J% royallf:.y, The Mayor referred the application to the Oil Committee to report back at the next meeting of the Council. W.E.Medearis The.Clerk read a letter received from W. E. Medearis for permit to drill on the following city owned property: - Block 41 Lots 1, 4, 5, 7, 9, 11, 13, 15, 17 and 19 Block 414 Lots 21 , 21 and 23 Block 515 Lots 9, 11, 13 and 15 On the following basis of 1/6 royalty: The Mayor referred the request to the Oil Committee to report back to the Council at the next meeting. Notification of The Clerk read a Notification of Alcoholic Beverage License Alcoholic 'Bevo_ license application of Ivey H. Sparks for Fishing Barge Elsie I, operated off Huntington Beach Pier, from the State Board of Equalization. The notification was ordered filed. Mr. Welch - The Clerk read a communication received from Harry Welch, Co.sewer secretary -manager of the Newport Chamber of Commerce, regarding the project new County sewer project in which they suggest that the City of Hunt- ington Beach appoint a committee to make a study of the plan. Mayor Bartlett appointed Councilman Terry and Hawes to study the matter. 3 I- 61 Page #4 Minutes 7-21m 47 687 Letter a Mayor of The Clerk read a letter received from Mayor Stone of the City La Habra of La Habra in which he and the Council extend their congratulations for ,. the fine Fourth' of July parade and expressed their appreciation of the thanks extended to them by the city for their participation in the parade. The letter was ordered filed. PJ Orange Co. The Clerk read a letter received frog the Orange County League of League dinner Cities announcing the dinner meeting to be held Thursday, July 24, 1947, at the Santa Ana Community Center Club, 11o4 W. 8th Street, Santa Ana, and the Clerk was instructed to make the following reservations: Grable .2 Blossom 1 Bartlett. 2 Terry 2 Overacker 2 Langenbeck 2 f Patton, 1 - Henricksen 2 Gallienne 2 Overmyer 2 Traffic The Clerk read a letter received from Chief of Police Blossom ' Safety meeting advising the City Council that the Department of Motor Vehicles, Division of Traffic Safety, Sacramento, has requested that the City call a meeting of 1► all organizations, civic and fraternal, as well as various other groups for .,v the purpose of forming a Traffic Safety Cawnittee. The meeting has been Pier Ins> renewed 0 WAA planned for July 23, 1947, at 7:30 P.M. at Huntington Beach City mall. Mayor Bartlett requested Grable and-Langenbeck to represent the City at the meeting. On motion by Langenbeck seconded by Grable, the request of Chris King, insurance agent, to renew the pier insurance policy written by the Pacific Marine Insurance Company and which expires August 12, 1947, was approved. The Clerk reported to the Council that Mr. R. J. Richards, Public Interests Representative of the Priority Claimants Division of the War Assets Administration, called at the City Hall for the purpose of extend- ing to the City and public schools the information that at present the WAA has,now diverted shop equipment.such as lathes, machine tools, etc., to a donation stores. This information as to location and type of equipment available to municipalities and schools can be had by calling at the WAA office located at 115 W. Washington Blvd., Los Angeles, the party to be contacted'is Mrs. Vera Largent of the Priority Claimants Division. Ord, The Clerk read a letter received from Edward Lee Russell, M.D., Food handling Health Officer for Orange County, submitting for inspection, a draft of a proposed ordinance to regulate the issuance of permits for food handling i establishments. He recommended the adoption of the ordinance by the City 'i Council for the following reasons: r.' 1® It will establish a classification of food handling business preventing a change of usage without proper authorization. 2. It will give better control over transfers during the fiscal year. 3. Permits expire with business license and are suspendable. This feature will facilitate enforcement proceed.ure, since annual reTiewal is based on a satisfactory re -inspection. The Clerk read the sample ordinance submitted, and on motion by Langenbeck seconded by Grable, the City Attorney was requested to make draft of the ordinance and prepare it for presentation at next meeting of the Council. Page #5, Minutes July 21, 1947 0 Supervision- of - janitor -service transfered to St. Dept. Labor rates On motion by Langenbeck 'seconded by Grable, the transfer of supervision over janitor service and maintenance of grounds to the streets and parks department was approved. On motion by Langenbeck seconded by Terry, the City Engineer with the Streets and Parks Committee and the City Attorney were instructed to formulate and adjust the casual labor rates in the salary ordinance in order to make it more flexible.
