City Hall Huntington Beach, California Monday, July 28, , 1947 Pursuant to adjournment of July 21, 1947, the Council met at 7:30'P.M. and was called to order by Mayor Bartlett. Councilmen present: Terry, Langenbeck, Bartlett, Hawes & Grable. Councilmen absent: None. Applications On motion by Langenbeck secondedt by Hawes, the following applications for license. for license were approved: Faber Bray, 427 W. Fourth Street, Santa Ana, for Veteran's license to peddle fire extinguishers in business district. Virgil T..Knierin, Dalton Hotel, Santa Ana, for Veteran's license to peddle pot holders. P.J. Burrows to conduct service station at 520 Ocean Avenue, Huntington Beach. Ward R. Suddaby, Larson's Motel, Huntington Beach to conduct business of painting contractor. Sherlee Turner, to conduct the business of lunch c ounter,at 310 Walnut Avenue - Huntington Beach. Perry W. Cook to conduct the business of service station at 301 Fifth Street, Huntington Beach. Selma Dressed Beef:Company, 1370 Obispo Avenue, Long Beach 4, for wheel -tax license. Applications On motion by Hawes seconded by Langenbeck, the application to conduct ,referred back. the business of taking photographs with pony, house to house, was referred back for lack of signature of applicant. J.W. Swapp On motion by Langenbeck seconded by Hawes, the application of J.W* Swapp to conduct the business of speed boat rides from end of pier was deferred until next meeting of the City Council. Oil Well On motion by Langenbeck seconded by Hawes, the application of Harold C. Lots 9 & 11 Morton to drill new well, on Lots 9 and 11, Block 622, 17th Street Section, Blk 622 Morton was approved, subject to completion and submission of map. Lots 6-8-10& On'motion by Hawes seconded by -Terry, the application of Joseph C. 122B1k 516 , . Shell - Shell, Operator, to:drill new well on Lots 6, S, 10, and 12, Block 516, 17th Street Section, was approved subject to completion and submission of map. Memo. Hall The Clerk read -communication received from James P. Ranney, Superintendent Mr. Ranney of the Baptist Sunday School, requesting that the charge of $35.00 for the use of Memorial Hall on the night of August lst by the Union Daily Vacation Bible School of Huntington Beach be waived, and on motion by Hawes seconded by Langenbeck, the request was approved. Application On motion by Langenbeck seconded by Hawes, the application of Emil Bento denied. ° of Las Angeles requesting permission to install a minature railway at the beach was denied in accordance with recommendation by the Beach and Pier Committee. Bids to drill The Clerk read bids to drill on City of Huntington Beach tax deeded on tax deeded lots. lots from the following bidders: Page #2, Minutes, July 28, 1947. L Charles E. Black, O.L. Bolton, Morton & &ohlbush, Sam F. Rhoads, J.B.. Nelson, Harry Hunter and Associates, Harrell Sales Company, W.E. Medearis, Atlantic Oil Company, E.E. Fairbanks, and on motion by Langenbeck seconded. by Hawes, the Clerk was instructed to make a summary of the bids showing location, terms of the bid, bidder's name and to mail each of the councilmen a copy of the summary was approved. Agreement The Clerk read the agreement made and entered into the 28th Storm drain construction. day of July, 1947, between the City of Huntingtan Beach and J.E. Popovich, contractor, covering.the details of contract awarded by the Cat y Council for the storm drain construction-on.June 16,,1947. On motion by Langenbeck seconded by Hawes, the Mayor and City Clerk were instructed to execute the contract -agreement as read and deliver to J.E. Popovich, contractor, after said contractor has filed certificate of insurance covering compensation insurance wa s approved. Trailer Park, The Clerk read a communication received from Todds Dairy and delivary of mhlk denied. Arden Farms, both located in Santa Ana, requesting permission to deliver milk in the Huntington Beach Municipal Trailer Park. On motion by Langenbeck seconded by Terry, the requests were denied. Charges The -Clerk read communication received from Lem H. Berry, waived Memo.Hall. Commander of American Legion Post No. 133, requesting that the rental of $30.00 for the use of Memorial Hall for the dates of July 19th and 20th be defrayed from the City's convention -fund for the reason that the convention was of considerable advertising value to the City and also that the 350 delegates had voted unanimously to hold the 21st District Convention in Huntington Beach in 1949. On motion by Hawes seconded by Langenbeck, the request to waive the rental expense of $30.00 was approved. Mrs. McGuyer. The Clerk read a letter received from Mrs. O.K. McGuyer of Pomona, California, which praised the lifeguard service in Huntington Beach, especially their politeness and efficiency tendered in finding their boy who was lost for some hours. The letter was ordered filed. Budget The Clerk presented the Council with the proposed budget for 1947-1948. 1947-1948 as presented by the following departments: General Govern- ment, Miscellaneous, City Bonds I & R. Memorial Hall, Police Depart- ment, Fire Department, Lifeguard Department, Library, Music and Pro- motion, Engineer and -Street Department. A detailed review of the budget was made and action was postponed for further study.
