The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Bartlett. Councilmen present: Grable, Terry,., -Hawes, Langenbeck, Bartlett. Councilmen absent None Minutes On motion by Grable seconded by Langenbeck, minutes for the month of July -were approved as read. Monthly - The Clerk read monthly reports of the City Treasurer,.City Reports Clerk, City Collector, City Judge, City Engineer, Chief of Police, and Chief Life -Guard, and on motion by Langenbeck seconded by Grable, same were accepted and ordered filed. Application On motion by Grable seconded by Hawes, the following License, applications for license were approved: Stafford Electrical Company for license to conduct the. business of Electrical Contractor. Anchor painting Company for license to conduct the business of painting. Barbara Hilsinger to conduct the business of Cafe or Coffee Shop at the Municipal Golf Course. Application On motion by Langenbeck seconded by Terry, the application Denied for Theodore E.,Thornburg to conduct the business of !Make photographs with pony at house to house", was denied. Jo B. Nelson On motion by Grable seconded by Terry, the Application for, Drill Well an oil well permit by J. B. Nelson to drill on lots 21 and 23, block 517, 17th Street tract., was approved subject to submission of map to comply with the ordinance. Home Ice -Co. On motion by Langenbeck seconded by Terry, the..request in Trailer Park Deliveries letter submitted by the Home Ice Company of Huntington Beach for permission of entry and delivery by their trucks in the Municipal Trailer Park, was approved. B. T. Mollica On motion by Grable seconded by Langenbeck, the request of Concession B. T. Mollica to rent concession space adjoining the Pavalon for the purpose of selling peanuts and confectioneries, was denied. Pier The Clerk read a communication presented by the City Engineer Survey which requested that the City Council consider the services of a competent structural engineer to make a report on the condition-, of the pier and the'extent of repairs necessary. On..a motion by Langenbeck seconded by Hawes, that the City Engineer be requested to furnish the City Council, at the next regular meeting with the estimate of costs for a survey of the pier and for the City Engineer to contact consulting engineers for such an estimate, was approved. k� r 0 D M 0 I C, Page #2 Minutes, August 4, 1947 Rent Control The Clerk read a communication received from Earl Warren, Board Appointment Governor of California which requested the City Council to co- operate with the new Rent Control Board Division as being set up - for Los Angeles and Orange County and to recommend an impartial resident for appointment to the District Area Board. On motion by Langenbeck seconded by Grable the Mayor was instructed to act and make a recommendation for the appointment of a resident to represent the City of Huntington Beach. Sewage,. Chris King, local realtor, addressed the Council and stated Disposal Requests he was representing builders who were requesting that ample sewage and drainage disposal be provided in the area north of Lake Park to meet the present Home Construction Program now under way. Clark C. Peterson, local contractor addressed the Council on the same matter as brought up by Chris King and asked for a- ssurance that adequate sewage be provided in that area as homes will be completed within the next five months and on a motion by f Hawes seconded by Grable the City Engineer was instructed to proceed with plans to cover area discussed and to present the estimate for the proposed program at the next regular meeting of the Council, was approved. Rt. M..,Henry Russell M. Henry appeared before the Council and requested that Ventilatio n v' Pairalon some action be taken to glaeviate the poor circulation at the Pavalon and suggested that an exhaust fan be installed. The Mayor referred the request to the Beach and Pier Committee for study. Crosby Wire Everette Crosby appeared before Council and requested permission to Recorder demonstrate the wire recorder that'he had with him. Request was granted and Mr. Crosby gave a complete demonstration. The Mayor thanked Mr. Crosby for appearing and demonstrating the machine and advised him-: that the purchase of such a machine would be taken under consideration. Demands On motion by Grable seconded by Terry, demands approved by the Finance Committee were ordered paid. Budget On motion by Hawes seconded by Langenbeck the adoption of the L' 1947-1948 budget as corrected, was approved. Street City Engineer Overmeyer reported to the Council that the work on Work the streets has been completed up to 18th Street and asked the Council if they wanted the work continued as recommended by the Street Committee. On motion by Langenbeck seconded by Terry, the City Engineer was instructed to continue the 20th Street improvements as recommended by the Streets Committee, was approved. Ordinance The Clerk gave the first reading of Ordinance 514, regulating the 514 issuance of Permits of Food Handling Businesses. 694. Page •#3 Minutes, August 4, 1947 Pumping unit On a motion by Hawes and seconded by Langenbeck, the City Sewage Disposal. Engineer was instructed to enter into negotiations for the purchase of a pumping unit for sewage disposal, was approved. City On a motion by Langenbeck seconded by Terry, that all City Publicity Publicity be submitted for approval by the City Council before pub- lication, was approved.• On a motion by Grable seconded by Terry the `meeting was adjourned.
