M. by Mayor Bartlett. Councilmen present:_ Grable, Terry, Hawes, Langenbeck and Bartlett. Councilmen absent: None. On motion by Grable seconded by Langenbeck, the following applications for license were accepted and approved: Abbott Jenks Drilling Company to engage in the business of oil well drilling. e Maxwell Brenneman to conduct the business of Portrait Studio at 106 5th Street. R. H. Larsen to conduct the business of Trailer Park and Motel at Atlanta' and olive Streets. Home Ice Company to operate the business of ice depot at Frankfort and Lake Streets. Schwarz and Ekno to conduct the business of Cyclery Shop at 328 llth Street. Irma M. Nava to conduct the business of hotel at 2121 Main Street. John Q. Birky to engage in the business of wheel -tax. Ruth M. Robedee to conduct the business•of Ruth's Coffee Shop at 101.Main Street. Harbor Food Distributors to engage in the business of wheel -tax frozen foods. Ordinance 514 The Clerk presented and read Ordinance'No. 514, regulating the issuance of permits for food handling businesses, and providing a penalty for the M violation thereof. 'This being the second and final reading by reference, on motion by Langenbeck seconded by Grable, Ordinance No. 514 was passed and adopted by * the following vote: AYE'S: Councilmen: Grable, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. Oil Well Permit On motion by Terry, seconded by Grable, the application for oil well Charles E. Black permit of Charles E. Black to drill on Lot #16 and 18, Block 618 tract 17th Street Section was approved. Oil Well Permit On motion by Langenbeck seconded by Terry, the application for oil well Morton & Dolley permit by Morton,and Dollby,'a co -partnership, to drill on Lots #14 and 16, Block 619, tract, Huntington Beach 17th Street Section was approved. Oil Well Permit On motion by Grable seconded by Terry, the application for oil well permit Morton & Dolley by Morton and Dolley, a co -partnership, to drill on Lots #22, 24, 26 and 28, Block 514, tract, Huntington Beach 17th Street Section was approved. Oil Well_.Permit On motion by Langenbeck seconded by Grable, the application for oil well Pacific Western Oil Corp. permit by Pacific Western Oil Corporation to drill on Lots #2, 4, 6 and 8, Block 418, Tract, Humtington Beach Townlot was approved, subject to filing of map. Oil ?^fell.Permit On motion by Terry seconded by Grable, the application for oil well Standard Oil Co. of Calif. permit by Standard Oil Company of California to drill new well located from the intersection of the centerlines of Ocean Avenue and 23rd Street, 1168.3 feet N'WLY along the centerline of Ocean Avenue, thence 1387.5 feet N!ELY at right angles was approved. Councilman Langenbeck not voting. On motion by Terry seconded by Grable, the application of Standard Oil Company of California to drill new Well located from the intersection of the centerline of Ocean Avenue and 23rd Street, 5559 feet NIWLY along the center line of Ocean Avenue, produced thence 395 feet NIELY at right angles was approved. Councilman Langenbeck not voting. Surety Bond The Clerk presented Surety Bond df the American Surety Company for -Stafford. Electric Co. Nelson M. Stafford D B A Stafford Electric Company. Bond was approved by the City Attorney for form and on motion by Langenbeck seconded by Grable the bond was approved. Remove Curb On motion by Langenbeck seconded by Grable, the request of P. W. P. W. Penning- ton Pennington to remove 10 feet of curb for entrance to garage at 220 Walnut Avenue was approved, subject to supervision of the City Engineer. Oil Well Permit On motion by Langenbeck seconded by Grable, the application for oil W.E>Medearis well permit by W. E. Medearis to drill on Block 412, tract, 17th Street Section was approved. Derrick Permit & On motion by Langenbeck seconded by Hawes, the request of R. K. Bond Cancellation R.K.Summy Summy to cancel his permit to erect and maintain a portable derrick on Lots #9 through 12, Block 520, 17th Street Section and return of bond filed with City of Huntington Beach was approved. Fire Dept. request The Clerk read the following letter submitted by Fire Chief J. for change in 40 _ hour week K. Sargent: August 18, 1947 Honorable Mayor and City Council: If it meets with the approval of the City Council there are some improvements on the Fire Department that I wish you -to consider. I would like the Council to change Ordinance No. 512 so that this Department will be taken off the 40 hour per week schedule and put back on the old system of 24 on, and 24 hours off, but not to exceed 72 hours per week. I � I �h 699 Page #3 i Minutes, August 18, 1947 L _ This is the way the old ordinance read, but with the manpower on the Department at the time, it was impossible to give the men the amount of time due them, making them work at least 84 hours per week. I am in favor of the 24 on and 24 off shift, because two men on each shift is not near enough on the Fire Department. Every call that we had, stripped the station, not leaving anyone to answer the phone in case of another call. I would also ask that the City Council make certain changes in Ordinance No. 498, to clarify different positions on the Department. The present ordinance gives me permission to practically hire only engineers, making no reference to firemen or officers. As I need two men as Captains at the present time, and as !? a Captains ay is larger P than a Fireman or Engineer's, g I would respectfully P Y request that you adopt a salary Ordinance along the following lines. 1� This schedule is the same as used on all Fire Departments, and is recommended by the Civil Service Commission, but does not mean that all these jobs shall be filled, but only the ones as passed by the City Council from time I to time as the Department grows. Sargent Fire Chief On motion by Hawes to refer the request to the Police And Fire Committee and seconded by Terry, was approved. -- Salary change The Clerk read the request of D. M. Blossom, Chief of Police recom- G.L.Scofield mending the salary classification of Police Officer G. L. Scofield be changed from bracket "B" to bracket "C" as of August 16, 1947. - On motion by arable, seconded by Langenbeck, the request was approved., Quinton Engineers The Clerk read proposal submitted by the firm of Quinton Engineers Ltd. Pier Survey Ltd, to investigate, analyse and prepare a report on the structural condi- tion of the Municipal Pier. On motion by Langenbeck that the proposal be reviewed. and: studied by the City Council and be taken up at the next regular meeting and seconded by Grable was.approved. The Mayor instructed the Clerk to furnish members of the Council with a copy of the proposal as read. Twins convention. The Clerk read a letter from W. J. Bristol, Chairman of the loth budget Annual Southern California Twins Convention.req_uesting that the budget sum of 8500.00 be set aside for the.proposed expenditures to cover the conven- tion .to be held in Huntington Beach August .31, Fr.dposed expenditures listed totaled 650.00.. Mr. Bristol appeared before the council and asked that.the':reviewing stand be repaired and also.that kiddie car rides be permitted to operate at a convenient location.for.the.use of participants. On motion by Langenbeck, seconded by Grable,. the budget item of 9500.00 was ` granted. Chamber.of CommerceThe Clerk.read the annual 1947-1948 Contract Agreement between the 1947-1948 Contract Agreemtn> City of Huntington Beach and the Huntington Beach'Chamber of Commerce presented by J. S. Sayer, -Treasurer of the Chamber of Commerce. On motion ,4 by.Langenbeck that the Mayor and U the•City Clerk be authorized to execute the agreement for the amount of $4,576.00 as specified therein and seconded by Hawes, was approved. Sewage Outlet, William Gallienne, Public Relations Director spoke briefly upon the Committee proposed County Master Sewage Plan and the necessity of the City of Hunting- ton Beach to work with the City of Newport Beach.regarding the proposed �-- sewage outlet and the outfall. The Mayor apointed the Sanitation Committee and City Engineer and requested they meet with the City of Newport Beach Committee to discuss and review the proposed plan. 701. Page #5 Minutes, August 18, 1947 The City Clerk was instructed to address a communication to Harry Welch, Secretary -Manager of the.Tdewport Harbor Chamber of Commerce advising him of the action taken by the City of Huntington Beach. Georgia Street The Clerk read a letter, signed by Mr. and Mrs. D. Stanton, Mrs. Grace Complaint L. Gary, Mr. and Mrs. Renegarbe, Mr. and Mrs. James S. Spillers, Mrs. I. J. Renner and Mr. -and Mrs. C. R. Kinman, calling attention to the deplorable condition of Georgia Street and the resultant inconveniences for garbage and trash disposal,.and asked that the City take action to rectify the condition. The Mayor referred the complaint to the Streets and Parks Committee for a report at the next -regular meeting of the City Council. H. B. News The Clerk read a communication from the Huntington Beach News announc- Commemoration Request ing it's 20th Anniversary issue to be published on August 28, 1947, and resp- ectfully solicited the Municipality to participate in the event with a double page spread. On motion by Langenbeck that the letter be tabled and seconded N by Terry, was approved. C. M. Garrison C. M. Garrison appeared before the Council and discussed. the lot sale Agreement agreement made with the City November 1, 1943 and requested that the title Iko be cleared. He related that considerable expense has been incurred on his part to clean up the physical appearance of the lots. The matter was referred toy the City Attorney. Ordinance 515 The Clerk gave the firs treading of Ordinance #515, providing certain regulations governing; the drilling of oil wells within•the City of Huntington Beach. Planning CommissionThe Clerk read Resolution No. 5, of the City Planning Commission, which Resolution No. 5 recommends to the City Council of the City of Huntington Beach certain changes in the use district boundaries created by J*j the Districting Ordinance Noi 4952 as passed and.adopted by an affirmative vote of more than a majority of all members of the City Planning Commission. On motion by Langenbeck, seconded by Gra.ble, that the Clerk be instructed to advertise in the Huntington Beach News on August 21, 1947 for a public hearing to be held on September 2, 1947 at. 7:30 o'clock P. M. in the City Hall Council Chamber, was approved. Motion on Planning On motion by Langenbeck seconded by Grable, the motion instructing the -- Commission Resolution #5 rescindedClerk -to advertise for public hearing on certain changes in the use district-' and correc- ted boundaries as recommended by Resolution No. 5 of the City Planning Commission, be rescinded and motion amended to read that the Clerk be instructed to adver- tise in the Huntington Beach News on August 21, 1947 for a public hearing to be held on September 15; 1947 at 7:30 o'clock P. On motion by Langenbeck seconded by Grable, that the Clerk be instr- ucted_ to advertise in the Huntington Beach newspaper on August 28, 1947 for a public hearing to be held on September 15, 1947 at 7:30 o'clock P. M. in the City Hall Council Chamber, was approved. Tax Refunds erron- The Clerk read the applications for refund on City Taxes erroneously eously collected . Unsecured Roll and illegally collected by the City of Huntington Beach, California from the application for the fiscal year 1947-1948, unsecured roll. On motion by Langenbeck seconded by Grable, the.applications for refund, were approved. Southwest Explor- The Clerk read letter from Southwest Exploration Company announcing ation Co. Notice of payments with- payment of royalty in production after June 22, 1947 will be withheld held. until there has been'a determination of the stipulations of the Supreme Court Decision made on June 23, 1947. The letter was ordered filed. Bristol Rent The Mayor advised the members of the City Council that he had appointed Control Board W. J. Bristol to the Rent Control Board. Demands On motion by Grable seconded by Terry, the demands as approved by the Finance Committee.were ordered paid.. Chevrolet or Dodge The City Engineer requested the Council to authorize purchase for the pickup purchase quotations use of the Street Department a Chevrolet or Dodge pickup and to trade in or sell the present 1923 Ford pickup. On motion by Langenbeck seconded by Grable, the City CImk was instructed to ask for quotations and delivery date, was approved. H. B. News Commem= On motion by Terry seconded by Grable, that the City of Huntington Beach oration issue - motion tabled approve the use of the City Space on the 28th day of August, Huntington Beach newspaper commemoration issue by outlining improvements to be done by the City for the year 1947-1948, was approved.
