The regular meeting of the Huntington Beach Planning
Commission was called to order at 8:00 P. M. by Chairman
Bristol.
Members present: Furr, Davis, Tovatt, Parks, Overacker,
Bristol, Henricksen and Consulting Engineer
Parks. Robert Ross of the City of Huntington
Beach Engineering Department, represented
City Engineer Harry Overmyer.
Members absent: LeBard, Kaufman, Overmyer.
Hearing - Chairman Bristol informed the members that this was the
Alyce C. Starktime set by call of the Chair and pursuant to notice regu-

a hearing on the application of Alyce C. Stark for conditional
exceptions namely: permission to convert a residence located
on Lot 41 and 42, Block 813 of Wesley Park Tract now in the
R-1 zone to an apartment residence permitted only in the
Multiple Family Resident zone.
The Chairman asked the Secretary if there had been any
written or verbal protests on afore mentioned application.
The Secretary reported that no written protests had been
received but a verbal protest was made by Mrs. J. T. Hudson,
of 818 14th Street.
The Chairman asked if there was anyone in the audience
that wished to express themselves.
Mrs. J. T. Hudson addressed the chair and stated her
address as 818 14th Street and reouested that the ordinance
be adhered to, and furthermore that the recuest of the applicant
was not one of necessity. Mr. Hudson stated that he ohms two
properties and one vacant lot near the home of the applicant
and voiced his objection to the ree_uest for conditional
exception.
George G. Chalmers addressed the chair and stated he
resides at 516 Crest and objected to the variance of the
applicant. Alyce C. Stark, the applicant, addressed the chair
and said that the appearance of the place would not be changed
and was merely planning on converting it into three small units,
and due to the present housing shortage, was only contributing•
to an existing emergency.
The Chairman asked if there was anyone else in the
audience that wished to express themselves. There being no
further response, the Chairman ordered the hearing closed.
Hearing Roy This being the date set for hearing in the matter of
A Guppy Roy A. Guppy, 201 Frankfort Street, petition for conditional
exception namely:
Permission for variance to carry on business located on
property described at Lots 22, 23 and 24 in Block 602, Vista
Del Mar tract, for the purpose of manufacturing of ceramics
of all kinds, including bath -room and/or wall the and any
and all products and articles allowed or permitted under
classification known as "PSI-1" light manufacturing of district-

Ordinance No. 495. Said variance to go with the property to
the heirs and assigns of the applicant forever.
The applicant justifies his application for a condit-
tional exception predicated on the following reasons:
1. The applicant appeared before the City Council of
the City of Huntington Beach on April 12, 1946 and April
26,.1946 and presented written ann_lication for permis-
sion to do light manufacturing on the above named
property. Verbal assurance was given the applicant
to the effect that the City Council would b o Resolu-
tion establish the applicants right to engage in light •
manufacturing regardless of other classifications in the
immediate vicinity.
2. That the applicant has expended large sums of money
-in improvement including 820,000.00 now being expended
in the Installation of kilns and other equipment for
the manufacture of wall tile. That previous to the
adoption of Ordinance No. 495 the applicant was encour-
aged to proceed with plans on the assumption that full
privileges of M-1 district would be granted.
On motion by Overacker seconded by Furr, that the variance •
be granted to carry on the business °W the property described
and only those classifications of business specifically out-
lined in the 11-1 Light manufacturing and that all such busi-
nesses as listed and conducted on said property must be
carried on wholly within buildings, was approved by the
following roll call:
Ayes: Furr, Davis, Tovatt, Overacker, Bristol, Henricksen.
Noes: None.
Absent: LeBard, Overmyer, Kaufman.
Application On motion by Furr seconded by Davis, that the application •
Alyce Stark of Alyce C. Stark for a conditional exception to convert a
Denied single family residence located on property described as
Lot 41 and 42, Block 813 of Lesley Park section, into a
multiple family residence , is in direct violation of the
zoning reouirements of Ordinance No. 495 and does not cause
any undue hardship on the property as now zoned, be denied.
Motion nut and carried by the following vote:
Ayes: Furr, Davis, Tovatt, O-veracker, Bristol, Henricksen.
Noes: None.
Absent: LeBard, Overmyer, Kaufman.
On motion by Furr seconded by Overacker, that the
Secretary be authorized to order a seal for the City Planning
Commission, City of Huntington Beach, was approved.
On motion by Furr seconded by Tovatt, the commission
adjourned until 7:30 o'clock P. M. September 16, 1947.
