Nelson = Drill 26`-&- 2B, Block 613 MINUTES Council dhamber, City Hall, Huntington -Beach, California Monday, October 20_, 1947 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Bartlett. Councilmen present: Greer, Langenbeck, Bartlett. Councilman Hawes arrived at 7:35 P.I. Councilman Terry arrived at 7: P.M. Councilmen absent: None. On motion by Langenbeck seconded by Greer, the following appli- cations to conduct business.were approved:, J. A. Billingsley, 725 So. Garnsey, Santa Ana, to conduct cafe at 412 Walnut Avenue. Union Sign Company, 1139 So. Shelton, Santa Ana, to conduct the business of sign painting. Thomas W. Smedley; 609 Delaware Huntington Beach, to conduct the business of Pressing and Tailor Shop at 624 Main Street. John S. Miller, 522 Main Street, to conduct the business of renovating and upholstering furniture at 522 Main Street. At this time, 7:35 P. M. Councilman Hawes arrived. Velva Doan Kiley, R#2, Box 415A-, Costa Mesa, California, to conduct the business of florist at 624Main Street. Dale L. Kersh, Sea Breeze Trailer Court, to conduct the business of sign painting. Santa Fe Drilling Company, P. 0. Box 415, Santa Fe Springs, to conduct the business of contracting oil well drilling. J -D om Kenneth F. Casey, 320 Third Street, to conduct the business of cabinet shop in the 2200 Block on Hampshire Avenue. Duke Codee of Compton, California, appeared before the Council and outlined a dancing program for the youth and elders of the City and re- quested the use of Memorial Hall. Mr. Codee was referred to Dante Siracusa,_ chairman of the Youth Council. At this time, 7:45 P.M. Councilman Terry arrived. On motion by Langenbeck seconded by Greer, the application of J. B. Nelson to drill new well on Lots 26 and 29, Block 613, 17th Street Section, was approved subject to filing of bond and map satisfactory to the city attorney and city engineer. Quartette Oil On motion by Langenbeck seconded by Terry, the application of Drill 16-19-20 Blk 615 Quartette Oil Company to drill new well on Lots 16, 19 and 20, Block 615, was approved subject to the filing of bond and map satisfactory to the city attorney and the city engineer. Official car On motion by Hawes seconded by Langenbeck, that the invitation of in Armistice Day parade the Orange County Armistice Celebration Committee to enter an open dec- orated car for city officials was approved and Wm.Galllenne, secretary - treasurer of the Chamber of Commerce was directed to arrange for the entry. APPLICATIONS: 16 & 18, On motion by Hawes seconded by Terry, the application of the Blk 422 ` Standard Oil Company to drill new well on Lots 16 and 18, Block 422, C 1C I _r R ra I c'` was approved subject to filing of satisfactory clean-up bond as re- quired by Ordinance No. 515- Councilman Langenbeck not voting, State J=46 On motion by Terry seconded by Hawes, the,application of South- west Exploration Company to drill new well to be known as "State"fJ-46 was approved subject to the filing of satisfactory clean-up bond as re- quired quired by Ordinance No. 515- Bond The Clerk read communication from the Southwest Exploration Company requesting permission to acquire either; "(1) A blanket bond designed to meet this new requirement land at the same time relieve both the'City of Hunting- ton Beach and this Company from excessive paper work; or, (2) A single blanket bond sufficient to meet previous bond requirements as well as new bond requirements (Ordinance No. 515) pertaining to,the drilling or redrilling of an oil well:" Motion made by Hawes seconded by Langenbeck, that the request be re - (erred to the city attorney for drafting of an ordinance, was approved. State J-42 On motion by Langenbeck seconded by Greer, the application -of Southwest Exploration Company to drill new well known as "State" J-42 was approved, subject to the filing of satisfactory clean-up bond as required by Ordinance No- 515. Lots 26 & On motion by Langenbeck seconded by Hawea, the application of 28,Blk 618 Pacific Western,Oil Corporation to drill new well on Lots 26 and 28, Block 618, H. B. 17th Street Section, was approved'subject to filing of satisfactory cleanup bond as required by Ordinance No, 515, Paco American On motion by Terry seconded by Greer, the application of Oil Co, Lots 18,20,22 Pacific American Oil Company to drill new well on Lots 19, 20, 22 and & 24,B1k 419 24, Block 419, 17th Street Section, was approved subject to.filing of satisfactory clean-up bond'as required by Ordinance No. 515, Cancel bond On motion by Hawes seconded by Langenbeck,, the request of the Fidelity and Deposit Company of Maryland to cancel bond 4931332 for Hamilton and Sherman, operators,. was approved. J Oil & Gas lease On motion by Langenbeck seconded by Terry, the oil and gas Atlantic Oil Co. agreement made and entered into the 22d day of September, 1947, by and Lots 9-11®13- 15, 515 between the City of Huntington Beach, a municipal corporat'ion,,and Atlantic Oil Company, a corporation, was approved and the Mayor and City Clerk authorized to execute the agreement on behalf of the City of Huntington Beach. I , Mr. Popovich On motion by Langenbeck seconded by Hawes, the request of J. E. Extension of time Popovich, general contractor, for an extension of 25 working days to complete the contract,for the construction of storm drains, without penalty, was approved. Proposals to The Clerk read the proposals of Sven Harberg of 419 West Center paint bldge. Street, Anaheim, and the Pacific Weather -Seal Company of 20802 South Normandy, Los Angeles, California, for the painting of Memorial Hall and the City Hall exteriors. The amount of Sven Harberg°s bid was - $2,742.00. and the Pacific Weather -Seal Company $2, 335.9.7, and on motion by Langenbeck seconded by Greer, that the contract be awarded to the Pacific Weather -Seal Company, Inc. for the price contained in their proposal and subject to further checking and adjustment by the City Engineer, was approved, Third Street On,motion by Councilman Langenbeck seconded by Councilman Terry, Crossing that the Mayor and City Clerk be authorized to execute the agreement entered into between the Pacific Electric Railway Company'and:_the_-..Cit.y of H: B. for the improvement of Third Street crossing the tracks of.th.e Pacifio 'ETectric� Railway-Companyy`s ' Huntington'*' BeachmWi'ebli,ng dine" -in the C:.t7 og.: Hunti,n ton Beach at..an .-estimated cost of $1,566.00, *as approved. Toilets & The Clerk -read a letter submitted by City Engineer Harry;iXoi Over® Shower rooms Trailer myer with plans for two identical toilets and shower rooms in the trailer Park camp at an estimated cost of $7,514.00 for each building. A resolution setting forth the prevailing wage scale for this project was submitted M 0- 01 Page Minutes oct.209 1947 723 by the City Engineer. The Clerk read Resolution No..1024,'a resolution of the City of Huntington Beach establishing the general prevailing rate of per diem wages for each craft or type of workman or mechanic needed in the i construction of two toilet buildings in the municipal trailer park in the City of Huntington Beach,California. The Mayor asked City Engineer Overmyer Prevailing rate of if the general prevailing rate of wages, as incorporated in the resolution, wages were correct. The City Engineer replied that to the best of his knowledge ' they were the general prevailing rates in'this locality. The Mayor asked if Reso. 1424 there was anyone in.the audience who objected to the general prevailing — rates covered by the resolution as read. There was no response, and on motion by Hawes seconded by Langenbeck, Resolution No. 1024, as read by the City Clerk, was passed and adopted by the following roll call: AYES: Councilmen: Greer, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. Adv° for On motion by Langenbeck seconded by Greer, the City Clerk was authom bids rized to advertise for bids for the construction of two toilet buildings in the municipal trailer park, City of Huntington Beach, to be published in the Huntington Beach News on October 23d and 30th. Bids to be opened and examined on Monday, November 17, 1947, at 9:00 o'clock P.M. in'the Council Chamber in the City Hall of the City of Huntington Beach, was approved. Mr. Chalmers — The Clerk read a letter received from George G. Chalmers,.526 Crest curb Avenue, requesting that 50 feet of curb 'be replaced on the Crest Avenue G side of his property. The Mayor referred the matter to,the Streets and Parks Committee. Mr. Hodak On motion by Hawes seconded by Langenbeck, the request of Bart N. Hodak driveway of 100 Frankfort.Street to cut the curb for driveway purposes a distance of 25 feet, was approved subject to the supervision of the City Engineer. Mr. Lewis On motion by Langenbeck seconded by Hawes, the request of Joe Lewis, 629 Tenth Street, Corona, to cut curb at 211 Alabama, Huntington Beach, was approved subject to the supervision of the city engineer. Mr. Bal]eww The Clerk read a letter received from Floyd Ballew, president of.the Orange County Coast Golf Association, commending the City of Huntington Beach for its proposed activities in enlarging the -.present municipal golf course. The letter was ordered filed. Memo.Hall On motion by Langenbeck seconded by Hawes,'the request of Del Burry, Armistice general chairman of the Orange County Armistice Celebration, to reserve the Day Memorial.Hall and Lake Park Club House for November llth Celebration, was approved. Teen=Age On motion by Terry seconded by Greer, the joint request of the American dance Legion, Joseph Rodman Post No.133, and Veterans of Foreign Wars! commanders, to ho d ( 1 a free Halloween Teen Age dance on the evening of October 30th,1947, and that the fees be waived, was approved. Hain, cubmaster,Troop 101, for'use of Memorial Hall on the eveling of October 29, 1947, and the fees waived, was approved. Rent The Clerk read a letter received from B. J. Smith, County Clerk Control -and ex®officio Clerk of the Board of Supervisors, covering rent control in Orange County, The letter was ordered filed. 1 C. of C. The Clerk read letter received from the Huntington Beach Chamber of Commerce in which the Board of Directors of that Chamber wished to compliment the Huntington Beach City Council in their appointment of Colonel Jack Greer to fill the vacancy of Fred T. Grable, Councilman, deceased. The letter was ordered filed, Demands On motion by Langenbeek.seconded by Hawes, demands-approVed by the Finance Committee were ordered paid. Mr, Davis The Clerk read letter received -from R. L. Davis submitting his. Planning Com. resignation from the Huntington Beach,Planning Commission as of November 1, 1947, as his employer, the Texas Company, was transferring him to Coalinga, California. On motion by Hawes seconded by Greer, the City Clerk was instructed to write a letter of acceptance and appreciation for his services on the Commission, the motion was approved. Sewage plant - On motion by Langenbeck seconded by Hawes, that the City Engineer be pump house Traffic Ord, eY instructed to proceed with the construction of the pump house at the, sewage plant, was approved. On motion by Langenbeck seconded by Hawes, that the Streets and Parks Committee, City. Engineer, City Attorney and Chief of Police as a committee, draw.up an ordinance regulating traffic in the City of Hunting- ton Beach, was approved.
