H. B. PLANNING COMMISSION
MINUTES
Council Chamber, City Hall,
Huntington Beach, California
Tuesday, November 18, 1947
The regular meeting of the Huntington Beach Planning
Commission was called to order at 7:30 P.M. by Chairman
Bristol.
Members present: Kaufman, Tovatt, Overmyer, LeBard,
Bannister, Bristol, Henricksen and
Consulting Engineer Parks.
Members absent: Furr & Overaoker (Mr. Overacker
arrived at 8:33 P.M.)
Mr.Tillapaugh The secretary read application for business license
of Chas. V. Tillapaugh to conduct the business of raising
canary birds at 1005 Huntington Avenue. The City Council
had requested that the application be referred to the
Petition fOPlanning Commission. Mr. TillApaugh was present and
conditional addressed the Commission and he was advised to file a
exception petition for conditional exception with the secretary.
The secretary read application of D. H. Poppa for
Mr. Poppa business license to conduct the business of distributor's
agent for talking picture service machines at 804 Main
License Street. On motion by Tovatt seconded by LeBard, that the
Commission recommend to the City Council that a business
license be issued to D. H. Poppa, provided he conforms
with requirements of home occupation as provided in the
zoning ordinance was approved.
Mr. Spaulding The secretary read a letter received from Verne
Spaulding, the contents of which show that the Pacific
Electric Railway Company had granted him a lease on the
off -shore side of the Pacific Electric Railway Company's
tracks, adjacent to the City of Huntington Beach, for the
purpose of constructing a bait stand. It further stated
that the bait stand plans, as submitted, were submitted
to the Orange County Planning Commission for approval and
that they had requested Mr. Spaulding to refer the plans to
the City Planning Commission of the City of Huntington Beach
for the purpose of receiving their views as to the desira-
bility of such a business being permitted adjacent to the
highway at the southern extremity of the city limits. On
motion by LeBard seconded by Kaufman, that the request
contained in letter be taken under advisement, was approved.
Mr.Overacker At this time, 8:33 P.M., City Attorney Overacker
arrives arrived.
-- Consulting Engineer Parks read Resolution No. 6, a
Reso. #6 resolution of the City Planning Commission, of the City of
Huntington Beach, California, which establishes a typical
list of permissible uses for each of the commercial and
manufacturing districts within the city. On motion by
Kaufman seconded by LeBard, Resolution No. 6 was passed
and adopted by the following roll:oall:
AYES: Overmyer, Kaufman, Tovatt, LeBard, Bannister,
Overacker, Bristol, Henricksen.
NOES: None
ABSENT: Furr.

Health &
City Engineer Harry A. Overmyer read to the
Safety code
Commission the naw part 2, Division 13, of the Health
and Safety Code relating to auto courts and resorts
and auto and trailer camps.

Consulting Engineer Parks submitted a revised
District
A-1-0 district which superseded precious suggested
A-1-0 district recommendations and asked the members
to review the provisions outlined and which will be
taken up at the next regular meeting.
Density
Consulting Engineer Parks reviewed and explained
study
the density study that he has worked out and which
study will be discussed at a later meeting.
•On motion by Kaufman seconded by LeBard, the,
meeting adjourned.
