Monday, December 1, 1947
The regular meeting of the City Council was called to order
at 7:30 P.B.. by Mayor Bartlett.
Councilmen present: Grable, Terry, Langenbeck, Bartlett.
Councilmen absent: Hawes.
Minutes
On motion by Langenbeck seconded by Terry, the minutes for
the month of November were approved as read.
Mayor Bartlett appointed Councilman Greer on the Finance
Committee in lieu of Councilman Hawes who was absent.
Monthly
reports
The Clerk read monthly reports of the City Treasurer, City
Clerk, City Collector, City Judge and Chief of Police, and on
motion by Langenbeck seconded by Greer, same were accepted and
ordered filed.
Application
Sam Crooks
On motion by Langenbeck seconded by Greer, application for
business license by Sam Crooks for commercial photography at
713 Main Street was approved.

On motion by Langenbeck secorided-by Terry, the application

On motion by Langenbeck seconded by Greer, the application
J 44 of Southwest Exploration Company to drill new well, J-44, was
approved.
Timor Oil Co. On motion by Langenbeck seconded by Greer, the application-�

of Timor Oil Company, 2852 Cherry Avenue, Long Beach, to drill
new well on Lots 21 and 23, Block 521, 17th Street Section, was
approved subject to filing of drilling and clean-up bonds.
Bond Southwest ExpoCoo The Clerk read blanket clean-up bond for $5,000.00 pre-
sented by the Pacific Indemnity Company for,the Southwest Exp-
loration Company. On motion by Langenbeck seconded by Terry, the
bond was approved and ordered filed.
Special Permit The Clerk read application for special
pp p permit under Ordinance �
Standard Oil Co, No. 419 as amended by Ordinance No. 479, of Standard Oil Company of
California, to drill new well located: From the intersection of
center lines of 23rd Street, 990 feet northwesterly along the center
feet
line of Ocean Avenue, thence 126/southwesterly at right angles."
The Clerk informed the Council that this was the date set for hearing

for special permit, that notice of hearing had been published in
Special permit the Huntington Beach News and notice of hearing set for Monday,
December 1, 1947, at 7:30 P.M. in the Council Chamber of the City
Hall. The Mayor asked if there was anyofte.in the audience that had
any objections to the application for special permit. There being
no protests, the permit was granted by the following roll call:
AYES: Councilmen: Greer, Terry, Bartlett.
NOES: Councilmen: None.
ABSENT: Councilmen: Hawes.
Councilman Langenbeck not voting.
Palm trees The Clerk read request of Reginald Pate requesting the City to remove
palm trees that are breaking up the curbing and sidewalk at 527'
Fourteenth Street® The matter was, referred to the Streets and
Parks Committee.

Oil Field Equip, On motion by Terry seconded by Greer, the application of Oil
& Supo Co.
25 & 27D 614 Field Equipment and Supply Company, 3291 Cherry Avenue, Long Beach,
California,.to drill new well on Lots 25 and 27, Block 614, 17th _
Street Section, was approved.
Mr. Cupo Humbert Cupo and T. B. Talbert appeared before the Council and
requested that the city arrange to finance or complete the construct-
ion of a building covered by plans presented by Mr. Cupo. On motion
by Langenbeck seconded by Terry, that complete plans and specifications,
bids of sub -contractors on hand if any, list of construction materials
on hand to be used in construction of said building be submitted to
the city engineer for review and to be taken up at the next meeting
of the City Council was approved.
Christmas On motion by Langenbeck seconded by Greer, the request of Raymond
Musicale
Elliott, chairman of music and arts committee of the Chamber of Commerce,
for the City to set aside,the budgeted amount of $150.00 to defray_the
expense of the Christmas Musicale was approved.
Vacation - On motion by Langenbeck seconded by Greer, the request of.Harry A.
Overmyer
Overmyer to start his vacation December 15, 1947, was approved.

On motion by Langenbeck seconded by Terry, that the Mayor
and City Clerk be authorized to execute the agreement, between
Chas. D. Shaw and the City of Huntington Beach, after the ins
urance clause has been inserted, was approved.
On,motion by Terry seconded by Greer, the demands as
approved by the Finance Committee were ordered paid.
On motion by Terry.seconded by Langenbeck, that the request
of Adah Kirkpatrick for the waiver of ;charges for use ;of Memo-
rial Hall on W64nesday, December 17th, was approved.
The Clerk read a letter from City Attorney Ray H. Overacker
which cites the decision made by the Appellate Department of the
Superior Court of Los Angeles County in the case of Mrs. Barnsdall
vs City of Los Angeles, which case was over the question of whether
requiring a dog to be on a leash was unconstitutional.
