I01 st Council Chamber, City Hall, Huntington Beach, California Monday, December 15, 1947 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Bartlett. Councilmen present: Greer, Hawes, Langenbeck, Bartlett. Councilman absent: Terry (Councilman Terry arrived at 7:35 P.M.) On motion by Langenbeck seconded by.Greer, the following applications for business license were approved: Reader Truck Lines, 2425 Porter St., Los Angeles 21, Calif. for wheel -tax license. Brinks Inc., 916 So. Hope St., Los Angeles 15, Calif., for wheel -tax license. Donald C. Wiseman, 1410 Oregon, Long Beach, Calif. for wheel -tax license. Milton Owens, 367 No. Cambridge, Orange, California, to conduct the business of electrical contractor. On motion by Langenbeck seconded by Greer, the surety bond of Milton Owens, electrical contractor, was accepted and ordered filed. On motion by Langenbeck seconded by'Greer, the application of the Revo Oil Company, 523 - 17th Street, Huntington Beach, to drill new well on Lots 17 and 19, Block 615, 17th Street Section, was approved. Baldwin for waste water permit of C.K. Baldwin be referred to the Oil Committee was approved. Mr. talker Motion made by Terry seconded by.Greer, that the request of Hiram D. Walker to have a wall built at the bait stand concession at the end of the pier to protect his live bait tank:be referred to the Beach and Pier Committee, subject to receipt of sketch showing proposed wall, was approved. Mr. - Cupp Mr. Humbert Cupo appeared -before the Council and presented an Airport informal bid of C.E. Stewart Construction Company of Long Beach, California, for the construction of proposed building at the airport and also presented an estimated cost.of hangar on.Huntington Beach airport submitted by Garrish Bros.'and again requested -the Council for City help in financing the project. On motion by Langenbeck seconded by Greer, that the request be tabled, was approved. Contract The Clerk read contracts submitted by L.A. Butcher Company, Chlorine, gas Luippold Engineering Sales Company and Steyens,on.Chemical Company for Stevenson Chemical Co. furnishing chlorine gas for the year 1948, and on motion by Hawes seconded by Langenbeck, that the Stevenson Chemical Company be awarded the contract and that the Mayor and City Clerk be authorized to execute the contract was approved. City of Huntington Beach as submitted by City Engineer Harry A. Overmyer, was approved. Resoo 1027 On motion by Hawes seconded by Langenbeck that Resolution No. 1027 wage rate. a resolution of the City of Huntington Beach establishing the general prevailing rate of per diem wages for each craft or type -of workman or .. mechanic needed in the construction of concrete curbs and gutters on Alabama,. Huntington, Atlanta, Baltimore, Chicago, Detroit, Elmira and Magnolia, in the City of Huntington Beach, was•'passed and adopted by the following roll call: AYES: Councilmen: Greer, Terry, Hawes, Langenbeck, Bartlett NOES: Councilmen: None.. ABSENT: Councilmen: None. Advo for bids, On motion by Langenbeck seconded by Hawes, the City Clerk was const.curbs & gutters. instructed to advertise for bids covering the construction and install- ation of concrete curbs.and gutters as per plans and•specifications approved and bids to be opened and examined at 8:00 P.M., January 5, 1948, was approved. Q Page #3 745 Minutes, December 15, 1947 WAVV recording On motion by Langenbeck seconded by Hawes, that the request of apparatus the War Department Corps of Engineers to use a truck mounted crane on the end of the pier, a crane weighing fifteen tons, for thepurpose of installing a wave recording apparatus be denied and instructed the City Clerk to advise the War Department that any equipment to be used for the purpose of installing shall -not exceed five tons, was approved. Mr. Hain, Cubmaster On motion by Hawes seconded by Langenbeck, that the request of. � Memo. Hall Richard H. Hain, Cubmaster, Pack 101, for.the use of Memorial Hall for the yearly Christ mas party on the evening of December 22nd, was approved. The City Clerk read letter from Harry A. Overmyer, City Engineer, Bldg. T-1099 stating that he had examined the two bids suhmitted for the moving of the building from the Santa Ana Army Air Base, and in his opinion that both bids were far in excess for the amount involved and recommended that ` both bids be rejected and the matter be given further study with the thought in mind that work be done on cost plus basis and the work to be done at a later date. The Clerk read authorization received from the War Assets Administration granting removal of structure T-1099 from the i Santa Ana Army Air Base, Santa Ana, Calif. and said that the removal must be made withinforty-five days from December 10,,1947, and on motion by Langenbeck seconded by Greer, that the recommendations of the City Engineer in regards to the bids for the removal of the building and the granting of the removal of structure by the War Assets Administration be' tabled and discussed at the next meeting of the City Council, was approved. i - t H.B. News - The City Clerk read the solicitation of the Huntington Beach News New Year's requesting the City to participate,.in the annual New Year's edition, edition. suggesting the preparation of a page of institutional material. On motion by Hawes seconded by Langenbeck, that a committee be appointed to draw up and outline material for this publication was approved. Mayor �i Bartlett appointed as a committee the City Clerk, Councilmen Langenbeck, Terry, Mayor Bartlett and Wm. H. Gallienne of the Chamber of Commerce for the purpose of organizing the material to be used in the New Year's �_ edition of the Huntington Beach News. Mr. Chamness The Clerk read letter from L.S. Chamness requesting that he be concession. given an oppoortunity to submit a bid for a beach concession before any 1 0 other applications are considered. The Mayor ordered the letter filed. Agreement - On motion by Hawes seconded by Greer, that the recommendation of the NitzkowskIP Beach and Pier Committee to renew the beach concession agreement of Victor Nitzkowski as per terms of present agreement was approved. 17) Page +3 Minutes, December 15, 1947 0 Demands On motion by Hawes_seconded by Terry, the demands approved by the Finance Committee were ordered paid. Lot..22,B1ko711 On motion by Langenbeck seconded by Hawes, that the Mayor and City V1. P . Clerk be authorized to execute the escrow instructions coveri.ftg_; the sale of City tax title lot No. 22 in Block 711, Wesley Park Section of Huntington Beach,'to J.K. McDonald, was approved. On motion by Hawes seconded by Terry, the mayor and City Clerk be as authorized to execute a Grant Deed to J.K. McDonald;/,it appears to the City Council that Lot 22,' Block 711, Wesley Park Tract, in City of Huntington Beach, had been sold. at public auction on the 15th day of November, 1943, to J.K. McDonald. Xow; therefore, it is hereby movedthat the Mayor,and City Clerk be and they are hereby ordered to execute and deliver a Grant Deed, subject to covenants, conditions, re® strLetions, rights of way records, if any, and further subject to oil leases of record, if any, to said J.K. Councilmen: None. The Mayor referred the matter of supervision of the new public address system in the Memorial Hall to the Building Committee for further study. On motion by Langenbeck seconded by Terry, that the City Clerk be authorized to purchase from the Wilshire Power Sweeper Company of Pasadena, power sweeper No. 201, full power drivet with over sizo catcher, price $305.00, plus California Sales Tax, was approved. Mr. Henricksen, On motion by Langenbeck seconded by Hawes, that the City vacation. :Clerkls request to take his week0s vacation, previously granted by the Council, starting December 26, 1947, was approved.
