Councilmen present: Greer, Terry, Hawes, Langenbeok, Bartlett. Councilmen absent: None. Minutes On motion by Langenbeok seconded by Greer, minutes for the month of December were approved as read. Mr. Wilson Dave Nilson and Louis Burke, representing tax payers' group, appeared before the City Council and requested that their proposed Charter amendment setting up City Manager form of Government and Civil Service be placed on the ballot at the next municipal election. No action was taken. Monthly The Clerk read monthly reports of the City Clerk, City Treasurer, City reports Collector, City Judge, City Engineer, Chief of Police and the annual reports of the Lifeguard Department and the Fire Department, and on motion by Langenbeck seconded by Greer, same were approved and ordered filed. Applications: On'motion by Terry seconded by Greer, the following business licenses Business were approved: License McMullen Construction Company, 3032 Cherry Avenue, Long Beach, for Application - Concession Application - drill well Lots 5 & 7, 514 wheel -tax license on four trucks. Camay Drilling Company, 215 W. 7th Street, Los Angeles, 14, to conduct the business of drilling contractor. California Tank Coating Company, 2169 Norwalk B1vd.,.Artesia, Calif- ornia, for contractor's license to construct storage tanks. Leslie W. Potts, 301 - 5th Street, Huntington Beach, to conduct service station at same address. Charles C. Winters, 177© Newport Blvd., Costa Mesa, to conduct florist business at 624� Main Street, Huntington Beach. LeRoy E. LaFond, P.O.Box #266, Midway City, California, to operate dry cleaning route in Huntington Beach. A.G.Welding Service, 2439 Orange Avenue, Long Beach, to conduct the business of welding. J. H. Allen, R#3, 10791 E. Bolsa Avenue, Santa Ana, to conduct the business of plumber in the City of Huntington Beach, was approved subject to filing of bond. Raymond Hulbert, 934 Eleventh Street, appeared before the Council and requested permission to operate a concession and set up amusement equipment for children such as miniature train, kiddie oars, etc., on the bluff parkway area just east of the Pav-A-Lon. Beach and Pier Committee. Opening of This being the date set for the opening of sealed bids for the const-, Sealed bids ruction of concrete curbs and gutters on Alabama and other east side Curbs & Gutters ' streets, notice inviting sealed bids were published in the Huntington Beach News December 18th.and 25th, 1947, the Mayor asked the Clerk to open and read the bids received. The following bids were opened and read: P. & H. Construction Company, 4715 Shaw Street, Long Beach, California, . $12,150.07.' Bidder's Bond in the amount of $2,000.00 accompanied the bid. Cope<Bros. Construction Company, P. 0. Box 36, Stanton, California, $14,648.90. Cashier's check in the amount of $2,000.00 accompanied the bid. Bainter Construction Company, 1 67 Lime Avenue, Long Beach 6, $l4,755.99. Bidder's Bond in the amount of 1,600.00 accompanied the bid. Griffith Company, 1060 So. Broadway, Los Angeles 15, California, $13,390.31. Bidder's Bond in the amount of $1,500.00 accompanied the bid. R. E. Campbell, 316 Weber Street, Compton, California, W..715•449- Bidder's Bond in the sum of $1,800.00 accompanied the bid. Bids referred On motion by Langenbeck seconded by Terry, that the bids as read to City Eng. be referred to the City Engineer for further analysis and report, was approved. Ord. #522 - The Clerk gave Ordinance No. 522, an ordinance of the City of Hunt - passed - ington Beach, California, amending ordinance No. 189.of the City of Hunt-, Dogs ington Beach, entitled,"An Ordinance of the City of Huntington Beach, establishing the office of poundmaster and defining his duties, making it unlawful to permit certain animals -to run at large and providing for impounding fees, dog licenses and tees therefor", its second and final reading, and on motion by Hawes seconded by Terry, Ordinance No. 522 was passed and adopted by the following roll call; AYES: Councilmen: Greer, Terry, Hawes, Langenbeck, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: None. Mr. Anshutz - The Clerk read letter received'from Amos.W. Anshutz; 710 Fourteenth Street, Huntington Beach, requesting permission to conduct a beach Concession rental concession at the easterly end of the Huntington Beach Trailer Park to rent paddleboards, beach umbrellas, etc. Mayor Bartlett referred the request to the Beach and Pier Committee. 10 Applications The Clerk read applications for Special Permits under Ordinance No. for Special 419 as amended by Ordinance No. 479 of Standard Oil Company of Calif - Permits - ornia to drill three new wells-: Pacific Electric "BC", "BE" and "BA". Drilling The Clerk informed the Council that this was the date set for hearing for special permits, that notices of hearing had been published in the Huntington Beach News, hearing to be held January 5, 1948 at 7:30 P.M. 75.3 page #3, - Minutes, January 5, 1949 in the Council Chamber of the City Hall. The Mayor asked if there was anyone.in the audience who.had any objections to the issuance of Special Permits. There being no.protests, the permits were granted -by the following roll call: AYES: Councilmen: Greer, Terry, Hawes,- Bartlett. NOES: .Councilmen: None. ABSENT: Councilmen: None. Councilman Langenbeck not voting. Applications: On motion by Greer seconded by Hawes, the application of Standard 011 Standard Company of California to drill new well, Pacific Electric "BC", was ap= Oil Co. "BC" proved subject to approval of application by the City Engineer. Langenbeck not voting. On motion by Greer seconded by Hawes, the application of the Standard "BE" Oil Company of California to drill new well, Pacific Electric "BE", was approved subject to approval of application by the City Engineer. Langenbeck not voting. "BA" On motion by Hawes seconded by Greer, the application of the Standard Oil Company of California, to drill new well, Pacific Electric "BA", was approved subject to approval of application by the City Engineer. Langenbeck not voting. H.B.Co. The Clerk read a letter received from the Huntington Beach Company in which they requested the City to submit plans and specifications covering the development of the beach strip between Sixth and Ninth Streets, and on motion by Hawes seconded by Terry, that the letter be referred to the City Engineer and the Beach and Pier Committee for submission of plans to the Council for approval, was approved. .Mr. Moore - The Clerk read letter received from T. E. Moore, 419 Main Street, Sewer Huntington Beach, stating that he had purchased Lots 23 and 24, Block 711, Wesley Park Section, and was informed that sewers were located in the H alley to serve the property but upon plumber's inspection, they found the line was not in and enclosed an estimate of cost from the Huntington Beach Plumbing Shop for the extension of sewer line. Ord. #523 The Clerk gave Ordinance No. 523, an ordinance stating the fee for First connecting with sewer extension in Block 711, Wesley -Park Section, and reading providing penalty for violation, its first reading. On motion by Langenbeck seconded by Terry, that the City Clerk be Extension of sewer authorized to issue order to the Huntington Beach Plumbing Shop autho- B1k.711 rizing the work for extension of sewer line to be located in the alley in Block 711, Wesley Park Section, westerly from Lot 19 in said block and work to be done for a lump sum of $117,92, was approved. Q 7,54 Page #4, Minutes, January 5, 1949 Charges waived On motion by Hawes seconded by Langenbeck, that the charges for - on Memo.Hall 12-11-47 Memorial Hall be waived for the meeting of the Orange County League of Cities, meeting held on December 119 1947, was approved. Jan.14,1948 On motion by Hawes seconded by Greer, that the charges for use of Memorial Hall by the Orange County Peace Officers Association on January 14, 1949, be waived, was approved. Fire Insurance The Clerk read a communication from.the Hartford Fire Insurance Company .addressed to Huston, Suter and Huston, Inc., Huntingt©n Beach, in regards to the adjusted insurable value of all city property, both buildings and contents, and based upon the re -estimate of value, they recommend the city should increase present insurance by approximately $30,000 in order to comply with the provisions of the 90% average clause attached to the policy. On motion by Langenbeek seconded by Terry, that the communication be referred to the Building Committee, was approved. On motion by Hawes seconded by Langenbeck, the City Clerk and the City Attorney were instructed to outline a letter to the insurance carrier for a clarification of the liability insurance clause in its relation to the airport operation and oil field drilling, was approved. Police Dept. On motion by Langenbeck seconded by Greer, that the request of Salaries N D. M. Blossom, Chief of Police, to place the following officers in the _ salary brackets recommended as they have completed their probation period, was approved, effective January 1, 19482 Darden, Pinkerton, r Ross and Scofield from Bracket C to. Bracket D,,$215.00 per month. Thompson from Bracket C to Bracket E, $225.00 per month, because his classification was not changed at the completion of his six month's period. Demands On motion by Terry seconded by Hawes, the demands as approved by the Finance Committee were ordered paid. Mr. Dant The City Clerk was instructed to write to Orville W. Dant re- questing,compliance with.insurance clause and to pay delinquent amount on lease, Oil Wells - On motion by Langenbeck seconded by Terry, that the City Clerk Waste water assist the Engineering Department in working out a method to make the proper recording and indexing of oil wells that come under the waste water ordinance, was approved. Ord. for City Administrative On motion by Langenbeck seconded by Greer, that the City Attorney Officer be instructed to prepare an ordinance to provide for the classification of a city administrative Officer. Motion carried, Councilman Hawes voting "No", Salary.
