Monday, January 19, 1948.
The regular meeting of the City Council was called to order at
5:05 P.M. by Mayot Bartlett.
Councilmen present: Greer, Terry, Langenbeck, Bartlett.
Councilmen absent: Hawes. (Councilman Hawes arrived at 9:10 P.M.)
Mayor Bartlett appointed Councilman Greer to act on the Finance
Committee in the absence of Councilman Hawes.

arrives At this time, 9:10 P.M., Councilman Hawes arrived.
New contract - On motion by Langenbeck seconded by Terry, that the City Attorney
Tram on pier and
to trailer park be instructed to draw a new contract between the City of Huntington
Beach and Kenneth W. Thompson and Joe Irvine, eopartnership,.for the
right to operate a tram service on the municipal pier and to the
trailer park, said lease to be drawn up for a period of three -years
commencing as of January 1949 and lessee to pay 5% on gross sales,
was approved.
Yearly report - The City Clerk read resume of Police activities for the year of
Police Dep°t-.
1947 as submitted by Chief of Police D. M. Blossom. On motion by
Hawes seconded by Langenbeck, the report was accepted and ordered
filed.
Business Licenses On motion by Langenbeok seconded by Hawes, the following business
licenses were approved:
Lee S. Pratt, R#l, Box 112B, Huntington Beach, to conduct the
agency for and installation of asphalt and rubber tile floor covering
at 2704 Florida Avenue.
Kathryn L. Allen, 209 Huntington Avenue,. Huntington Beach, to
conduct the business of cleaning agency, pressing and tailoring, at
624 Main Street,
Hughes Tool Company, 300 Hughes Street, Houston, Texas, for wheel -
tag license.
Balian Ice Cream Company, Inc., 9532 State Street, South Gate,
California, for wheel -tax license.
Clyde A. Teeter, 6116 Paramount Blvd., Long Beach 5, for wheel -
tax license.
Elmer Spradling, 5916 E. 2nd Street, Long Beach 3, California,
to conduct the business of installing heating and ventilating
equipment.
Clarence R. Stevens, 903 Delaware Avenue, Huntington Beach,
Veteran's License to deliver gas and oil wholesale.
Preator and Pierce, 410 Flower Street, Costa Mesa, to conduct the
business of accounting at 102 Fifth Street, Huntington Beach.

was approved.
B & D Oil Co, On motion by Langenbeck seconded by Greer, the application of B. & D.
06 Oil Corporation, 1029 E. Wardlow Street, Long Beach, to drill new well on
Lots 17 and 19, Block 522, Huntington Beach 17th Street Section, was
approved.
Atlantic Oil. On motion by Terry seconded by Greer, the application of Atlantic Oil
Co.
Company, Miller and Ford, 910 Pacific Mutual Building, Los Angeles, to

Street Section, was approved.

set up a penal sum for blanket clean-up bond, and on motion by Langenbeck
seconded by Hawes, that the penal sum of,$5,000.00 be set, was approved.

Standard On motion by Terry seconded by Hawes, the application of the Standard

DeBritton - On motion by Langenbeck seconded by Terry, the request of R. Y. DeBritton,

702 Main Street, to out an 19 foot driveway to parking lot located on Lots 19
and 21, Block 103, was approved -subject to work being done under the super-
vision of the City Engineer.
Memo. Hall On motion by Langenbeck seconded by Terry, the application of the Orange
4H Club
County 4 H Club Counsel for use of the Memorial Hall Friday evening, February
13th with charges waived, was approved.
Salary - On motion by Hawes seconded by Langenbeck, the request of J. K. Sargent,
R.A.Brown
Fire Chief, to place R. A. Brown in salary classification "C", $205.00 per
month, starting as of January 16, 1948, was approved.
Storm drain On motion by Langenbeck seconded by Greer, the recommendation of City
contract -
P & H Co. Engineer Overmyer to accept and award the low bidder, P. & H. Construction
Company, 4715 Shaw Street, Long Beach, California, in the amount of $12,180.07
for construction and installation of concrete curbs and gutters, as advertised
for in the Huntington Beach News, December 18th and 25th, 1947, was approved.
Ord, 0523 The Clerk gave Ordinance No. 523, an ordinance of the City of Huntington
passed Beach, California, setting the fee for connecting with sewer extension and

providing penalty for violation thereof, its second reading, and on motion by
Hawes seconded by Terry, Ordinance No. 523 was passed and adopted by the
following roll call:

Lease - On motion by Langenbeck seconded by Hawes, that the City Attorney
Anshutz
be instructed to draw up a lease agreement to Amos H. Anshutz, 710
Fourteenth Street, Huntington Beach, for the purpose of renting beach
umbrellas and Burg rider equipment and said lease to contain the
same provisions and percentage as contained in the lease to Victor
Nitzkowski.
Teenage Tich Copeland, Commander of V.F.W., H. B. Post No. 7368 of Hunt -
dances
ington Beach, appeared before.the Council and requested that their
organization be given permission to use Memorial Hall each Friday
night for teenage dances. Mayor Bartlett requested Mr. Copeland to
meet with the American Legion and form a joint committee of the V.F.F.
and American Legion Post to arrange a meeting with the Building
Committee of the City Council to arrive at a solution of their
problems.
P.E.Ry. Co. The Clerk read letter received from the Pacific Electric Railway
Easements
Company requesting the City Council of Huntington Beach to authorize
the execution*of Easements W.D. 4706 and W.O. 47030, covering a storm
drain.at Sixteenth and Ocean Avenue, Huntington Beach one from
Pacific Electric Railway Company and the Huntington Beach Company and
the other from the Pacific Electric Railway Company and the Huntington
Beach Company. City Attorney Overacker informed the Council that the
City does not have authority to sign indemnity agreements. On motion
by Hawes seconded by Langenbeck, that the easements be turned over to
the City Attorney in order that he may call their attention to the
indemnity clause contained in the easement, was approved.
Demands On motion by Langenbeck seconded by Hawes, the demands, as approved
by the Finance Committee, were ordered paid.
Ord. +524 The City Clerk gave Ordinance No. 524, an ordinance of the City of
Huntington Beach, California, creating the position of Administrative
Officer for said City, prescribing the duties thereof and defining the
powers incident to said position; its first reading.
Building - On motion by Langenbeck seconded by Hawes, that Victor Nitzkowski

be authorized to proceed with the construction of building at beach lease
location, in accordance with plans presented, was approved.
Mr. Teal, On motion by Hawes seconded by Greer, that the recommendation of the
Trailer Park

manager, under classification "C" at $225.00 per month, was approved. y
R. R.St. Clair - On motion by Hawes seconded by Terry, that the recommendation of
sign painter
City Engineer Overmyer to transfer Ralph St. Clair to the Street
Department under the classification of sign painter, Bracket "E",
salary $220.00 per month, was approved.

Pursuant to adjournment of January 19, 1948, the City Council met
and was called to order at 5:30 P. M. by Mayor Bartlett.
Councilmen present: Hawes, Langenbeek, Bartlett.
Councilmen absent: Greer, Terry. (Councilman Greer arrived at 5:45 P.M.)
Curb & The Clerk read a letter from City Engineer Overmyer submitting

02nd St. estimate of cost for the construction of two (2) foot concrete curb,
gutter on each curb line of 22nd Street from Ocean Avenue to Palm Avenue,
Estimate on 9272 square feet concrete gutter at 50 cents per square foot,
$4,636.00.
The Clerk read bid proposals for the construction of the concrete
curb gutters, submitted by the following contractors:
Walter J. Markel, .43 cents per sq:, ft.
P. &. H. Construction Co. .45 cents per sq. ft.
Cox Bros. Construction Co. .41 cents per sq. ft.
On motion by Hawes seconded by Langenbeck, that the bid proposal submitted
by Walter J. Markel for the construction of the concrete curb gutters on
22nd Street be accepted and the City Engineer be instructed to proceed with
the work, was approved.
Councilman At this time, 5:45 P.M., Councilman Greer arrived.
Greer Arrives
Beach Imp. On motion by Langenbeek seconded by Greer, that the preliminary plans
for beach concession development west of the plunge be transmitted to the
Huntington Beach Company for examination that they may make suggestions for
modification and changes or informal approval until final plans are prepared
and presented, was approved.
