Monday, February 16, 1948
The regular meeting of the City Council was called to order at
7:30 P.M. by Mayor Bartlett.
Councilmen present: Greer, Langenbeok, Bartlett.
Councilmen absent: Terry, Hawes,(Counoilman Terry arrived at
7:40 P.M. Councilman Hawes arrived at 7:45 P.M.)
Mayor Bartlett appointed Councilman Greer to serve on the
Finance Committee.
Mro Wilson Dave Wilson, secretary of the Huntington Beach TaxphyprsAl Group,
H.B. Taxpayers'
League appeared before the City Council and presented, in behalf of the Taxpayersfw'
League, "Petition for Submission to the Electors of Proposed Amendment to
the Charter of the City of Huntington Beach". On motion by Langenbeok
seconded by Greer, that the petition be referred to the City Clerk for
checking in accordance with the Election Laws of the State of California,

and if duly found qualified to have the petition published in the Huntington
Beach News on February 26, 1948, was approved.
Councilmen
Terry arrived. At this time, 7:40 P.M., Councilman Terry arrived.
Occidental Frank Kendall, representative for the Occidental Life Insurance
Life. Ins.
Company of California, appeared before the City Council and requ$sted that
the City of Huntington Beach accept an endorsement changing over the Group
Insurance Policy from a participating form contract to a non-partioipating
form. The request was deferred until further information has been received.

H. B. Garden Club On motion by Hawes seconded by Langenbeek, that the request of the
Huntington Beach Garden Club, contained in letter dated February 16, 19499
which asked that the City set aside the sum of $250.00 to defray expense of
Flower Show to be held April 30th to May 1st, 1948, and charges for use of
Memorial Hall for same be waived, was granted, subject to a full accounting
of receipts and expenditures by the Huntington Beach Garden Club to the
City Council and the City to pay expenditures in excess of receipts not •
to exceed $250.00, was approved.
Demands On motion by Hawes seconded by Langenbeck, that the demands approved
by the Finance Committee, '¢e paid.
Garage Space - On motion by Langenbeek seconded by Greer, that the City Engineer
Trailer Park
be instructed to proceed with the construction pf additional garage space
together with storeroom at the municipal camp ground in accordance with
plans and costs eubmitted by the City Engineer was approved,,
Mr. Baker On motion by Hawes seconded by Greer,,that the report of City
-Engineer Overmyer regarding the maintenance of a structure on the sand
occupied by Mr. Baker, 2999 Long Beach Blvdvp Long Beach, in violation
of Ordinance No. 511, be referred to the City Attorney for legal action,
was approved.
Youth Council On motion by Langenbeck seconded by Greer, that the request of Dante
Siracusa, Chairman of the Youth Council,,for the City to arrange for the
scraping of and preparing of areas for neighborhood playgrounds be referred •
to the City Attorney to work out an arrangement to cover the legal and
insurance problem, was approved. ,
Mrs. Rohrig On motion by Hawes seconded by Langenbeck, that the request of Mrs.
Driveway.
Ruth Rohrig to out curb on Hartford Street for driveviay purposes was
approved, subject to the supervision of the City Engineer.
H.G. Oldenburg On motion by Langenbeck seconded try Greer, that the request of
Patrolman
Chief of Police D. M. Blossom appointing H. G. Oldenburg, 1114,England
Avenue, to officiate as patrolman replacing officer Roberts who had resigned,
and starting salary in Bracket "B" $l90eO0 per month beginning February 16,
1949, was approved.
Mr. Bannister On motion 1* Langenbeck seconded by Hawes, the request of R. E.
Bannister, 504 - 14tbr Street, for temporary permit to move garage from"
the rear to the front of lot, was approved.
Mrs. McKelvoy On motion b* Hawes seconded by Langenbeck, that the request of VA
Mrs. Frances McKelvey for permit to move her house located at 601 - 15th
Street to 501 - Sth Street, City of Huntington Beach, was approved.
Bldg. Code On motion by Hawes seconded by Langenbeck, that the City Attorney
Amendment
be instructed to draw up amendment to the City of Huntington Beach
Building Code Ordinance in line with tecommendations presented to the
Council by the City Engineer, was approved.

Per. Hamann On motion by Hawes seconded by Langenbeck, that Joe Hamann,
Planning
Comm. resident of the City of Huntington Beach, be appointed to the City of
Huntington Beach Planning Commission to replace the vacancy caused by the
resignation of Chas. R. Furr, was approved.
On motion by Langenbeck seconded by Hawes, the request of the
Rent Motor
Gradero City Engineer to rent a motor grader for a period of three weeks to
expedite present essential street work, was approved.
Attay. On -motion by Langenbeck seconded by Hawesi that Stephen Robinson,
Robinson
attorney, be employed by the City of Huntington Beach to draft a charter
41 amendment for revenue bonds, and the amount of compensation for the
work not to exceed $750.00, was approved.
On motion by Hawes seconded by Langenbeck,the meeting adjourned
until 9:00 P.M. Tuesday, February 24, 1949.
