Councilmen present: Greer, Terry, Langenbeek,' Bartlett. Councilmen absent: Hawes., Minutes On motion by Langenbeck seconded by Greer, minutes for the month of February were approved as read. Monthly The' ClOrk read monthly' reports of- the_ City Treasurefp. and City Reports Clerk, City Cbllector, City judge and Chief of Police, and on motion by Langenbeek seconded by Terry, the reports were accepted and ordered, filed. Business On motion by Langenbeek seconded by Greer, the appliea%&ons for Licenses business licenses were approved as follows: M. L. Ingram, 13971 Cherry St., Westminster, California, to conduct the business of plastering contractor. Robert H. Morrison, 232 E. 57th Street, Long Beach, to conduct the business of operating two trucks. W. H. Sargent, 4524 Live Oak, Bell, California, to conduct the business of peddling produce with,Veteran's license. William Crabtree, 1466 Peterson Avenue, Long Beach, wheel- 0 tax license. Conner for trimming of trees located adja- cent to the curb at 231 Crest Avenue was referred to the Streets and Parks Committee. On motion by Greer seconded by Terry, that the request of C.R. Layman to remove a portion of the ourbing in front of the Huntington Inn to enable access to available parking space in the rear of the hotel, and that said removal be done under the supervision of the City Engineer, was approved. Light The request of L.P. Lenhart, 315 Fourteenth Street, to put back Street in operation light standard M-9 in Block 314 was referred to the City Engineer. Sewer On motion by Langenbedk seconded by Greer, that the request of Mrs. N.E. Clemens, 1206 Alabama Street, to make application for connection tothe city sewer on Memp4is Street be referred to the City Engineer for study and report, was approved. Lot 10, The Clerk read the following informal bid of Floyd R. Ten Eyck 1204 and Vaughn C. Stone, 313 eleventh Street, Huntington Beach, in the amount of $426.00 for lot 10, Block 1204, Vista Del Mar Tract. Chas. R. Furr, informal bid -of $550.00 for Lot 10, Block 1204, Vista Del MarTraot, and attached a check payable to the City of Huntington Beach in the amount of $550.00. Notice of On motion by Langenbeck seconded by Greer, that the City Clerk Sale. be•fnstructed to publish in the Huntington Beach News a notice of sale of real property covering Lot 10, Block 1204 Vista Del Mar Tract, in the City of Huntington Beach, to be sold at public auction tothe highest and best bidder in the Council Chamber in the City Hall in -the City of Huntington Beach on Mgnday, the 15th day of March, 1949 was approved. is 780 Page #3, _ 1 Minutes, Burch 1, 1948 Grant Deed On motion by Langenbeok seconded by Greer, that the City Attorney be instructed to act upon the request of C.M. Garrison and prepare a grant Deed covering Lots 13 and 1% Block 315, Huntington Beach, was approved. Memo. Hall On motion by Langenbeck seconded by Greer, that the request of Richard H. Hain,.Cubmaster Pack 101, for the use of Memorial Hall on the afternoon and evening of February 25, 1949, and that the charges for use of the hall be waived, was approved. Memo. Hall On motion by Langenbeok seconded by Greer, that the request of Richard H. Hain, Cubmaster, Pack 101, for the waiving of charges for use of Memorial Hall on January 19th, 20th and 21st, 1948, was approved. Mrs.Kirkpatrick On motion by Langenbeck seconded by Greer, that the request of Lake Park Club -house. Adah Kirkpatrick, president of the Girl Scouts LeadersI Club, for the waiting of charges for the use of kitchen at the Lake Park Club House on February loth and March loth, 1949, was granted. Mr. Neeld On motion by Langenbeck seconded by Greer, that the request of W. L. Neeld, Chairman of the Building and Housing Committee of Veterans o of Foreign Wars, Post 7368, Huntington Beach, California, for use of the Boy Scout cabin in Lake Park for their meetings and activities be referred to the Building Committee for study and report, was approved. Gasoline The City Clerk announced that this was the date set for receiving contract. and opening of sealed bids covering gasoline requirements of the City for the period beginning March 1, 1948 and ending February 28, 1949. The following bid was received: Socal Oil and Refining Company of Huntington Beaoh, California, ls� Structure, Paragon Ethyl - 190 per gallon, except Federal tax. 2nd Structure, Paragon Long Mileage - 170 per gallon, except Federal Tax. No other bids were received and, on motion by Langenbeck seconded by Greer, that the Mayor and City Clerk be authorized to execute the con- tract for gasoline requirements of approximately 25,000 to 30,000 gallons for the year 1949, and the Sooal Oil and Refining Company be instructed to furnish gasoline as per oontract,as requred by the City of Huntington Beach, was approved. Mr. Hermann Mr. Fred Hermann appeared before the Chuncil and requested that Oil Tanks• condideration be given to the present erection of oil tanks, that they are now being placed within a mere few feet of houses and pointed out i the hazard of fires that could develop from this condition. Mayor Bartlett referred the request to the Planning Commission of the City of Huntington Beach. Demands. On motion by Langenbeck seconded by Terry, demands as approved by the Finance Committee, were ordered paid. E■ Page #4, 781 a Minutes, March 1, 1949 Mrs. Mashburn On motion by Langenbeok seconded by Greer, that the request Lake Park Club -house. of Mrs. Edna Mashburn, 503 - 13th Street, for the use of Lake Park Club House on March 3, 1949, from 9:30 A.M. to 1:00 o'clock P.M. for a Brownie Scout Training class for leaders, was approved. Curbs & On motion by Langenbeok seconded by Greer, the City Engineer Gutters was authorized to proceed with the curb and gutter work on Lincolm Street between Alabama and California, Knoxville from Alabama to California and Joliet Street from'Alabama to California, was approved. E. E. Murphy On motion by Langenbeek seconded by Greer, that the recommendation St. Dept. of the City Engineer to employ Edward E. Murphy in the Street Department under Classification "E" of Ordinance No. 499, salary $205.00 per month effective March 1, 1948, was approved. Homer C. Dowty On motion by Langenbeok seconded by Terry, that the reeommenda- n n Class D . tion of City Engineer Harry A. Overmyer to place Homer C. Dowty, ttility man, in Classification "D", of Ordinance No. 52% the salary for which is $300.00 per month and to be effective as of March S. 1949, was' approved. Bait & Tackle On motion by Langenbeek seconded by Greer, at the request of Sam Stand. V. Robinson, lessee of bait and tackle stand located on Huntington Beach pier, to sell one-half interest of said lease to Gordon Be Talbert of Huntington Beach, California, was approved. R Mr. Clapp The Clerk read letter reoaived from Dwight K. Clapp, lessee of beach concession, stating that the Orange County Health Department had requested that better sewer disposal be provided and because of location has suggested that a septio tank would be the most practical. In the event a septic tank is installed it would be necessary to have the tank pumped out occasionally but as there is no roadway for trucks to come onto the beach, he also suggested that the practicability of a roadway be considered to enable trucks to serve the beach area. The matter was referred to the Beach and Pier Committee for study and report. Re®o.#l031 The Clerk read Resolution No. 1031, a resolution of the City Council authorizing Ted W. Bartlett to sign sales agreement and all other documents concerning purchase of Building T-1099, from War Assets Administration, and on motion by Langenbeek seconded by Greer Resolution No. 1031 was 3 passed and adopted by the following vote: AYES: Couneilmenk Greer, Terry, Langenbeok, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: Hawes. 1 782 Page #5, Minutes, March 1, 194E Lim Reso. 1030 The Clerk read Resolution No. 1030, a resolution of the City Ballots Counoil of the City of Huntington Beach, authorizing the City Clerk to prepare ballots for the General Munioipal Eleotion, and on motion by Langenbeek seconded by Greer, Resolution No. 1030 was passed and adopted by the following vote: AYES: Councilmen: Greer, Terry, Langenbeek, Bartlett. NOES: Councilmen: None. ABSENT: Councilmen: -Hawes. Ord. 526 The Clerk read Ordinance No. 526, an ordinance establishing the 1st reading procedure of leasing of City tax -title lots for oil well drilling, its first reading. Mr. Henricksen On motion by Langenbeek seconded by Greer, that John L. Henricksen Adm. Officer _ be employed as the Administrative Officer for the City of Huntington Beach, salary Bracket "Bn of Ordinance No. 525, effeotive as of March 1949. Ord. 527 The Clerk gave Ordinance Nod. 527, an ordinance amending Ordinance lst reading No. 434, providing a new seotion, its first reading.
