Council Chamber, City Hall diuntington Beach, California Monday, March 15, 1948 The regular meeting of the City Council was called to order at 7:30 P.M. by Mayor Bartlett. Councilmen present: Greer, Terry, Hawes, Langenbeck, Bartlett. Councilmen absent: None. The -Clerk read a petition signed by 49 people and presented by -property owners and residents of the City of Huntington Beach living within proximity of Atlanta Street and Huntington Avenue, said petition protesting against the following conditions aad asked that immediate action be taken :to relieve the, situation: That the odors from the horse stables are objectionable and the conditions are unsanitary in a residential area. That a building is being constructed on the premises without a building permit. Mayor Bartlett asked if there was anyone in the audience that wished to speak on the petition. Dave Wilson appeared before the Council and said, he represented signers of the petition and suggested that the matter be discussed and be ironed out amicably by the lessees, the property owners, the protestors Band the Cly Council. Charles McGuckin, Duncan McNeil, Kathryn Allen,,/John Parnakian all addressed the Council objecting to the riding academy operated by John Seltzer and Leo Thompson as being a detriment to adjacent property and a public nuisance in general. Robert Morgan, Darwin Underwood, Bill Jones and Mrs. Thompson all re- quested that the riding academy remain in its present place as it is in - a properly zoned area and contributed to clean recreation for youths and adults alike, and pointed out that where the petition presented has 49 signatures there are over 200 signers on a petition now being cir- culated who have no objections to the riding academy. Mayor Bartlett pointed out to the petitioners present that the present lessees were operating in the properly zoned area and had conformed to the City Ordinances and that the matter was one that should be worked out between property owners, the lessees and the adjacent residents. The Mayor appointed Councilmen Terry and Greer, Dave Wilson, John Parnakian, Chas. 0 McGuckin and Seltzer and Thompson on a committee to meet at the home of Chas. MoGuckin on Tuesday, March 16th at 4:30 P.M., On motion by Hawes seconded by Langenbeek, that the appointment of Councilmen Greer and Terry to meet with a group at the home of Chas. McGuokin to discuss the riding academy situation, was approved. 784 Page #2, Mi nut e s , March 15, 1949 V Check The Clerk read a letter received from Chas. R. Furr requesting returned - Mro Furr the return of his check in the amount of $550.00 which accompained his Bid on Lot. bid on tax deed lot 10, Block 1204, Vista Del Mar Tract, and on motion by Hawes seconded by Langenbeck, the request was granted. Lot 10 Blk. This being the date set for the sale of Lot 10, Block 1204, 12o4, �.D;M. sold to Vista Del Mar Tract, at public auction to the highest and best bidder Frei. Hermann , .for cash as published in the Huntington Beach News March 4, 1949, the Rayor asked the Clerk if any bids had been received. The Clerk reported that a bid of $426.00 had been filed by Floyd I. Ten -Eyck and Vaughan C. Stone but no check accompanied the bid. The Council de- clered it no bid. The mayor opened the sale and asked for bids from anyone in the audience. Fred E. Hermann bid $250.00, there being no further bids forthcoming, on motion by Langenbeck seconded by Hawes, the bid .of Fred E. Hermann was accepted and the City Attorney author - iced to prepare deed for same, was approved. Mr. Beal - Carlton Beal:sap eared before the Council and + p presented a map Well location showing the proposed well location -on Lots 1 and 3 in Block 513, on lots 1 & 3 Blk. 513 Huntington Beach Tract and asked that permission be granted to use this U proposed well location instead of the previous location as filed in the original application for oil well permit which showed the set -back of well to be 70 feet from .the property 'line. The set -back on the pro- posed new location is to be 12 feet from the property line and further- more would entail the Vxtension of the drilling rig platform on to . Magnolia Avenue 9 feet but that a fence and barrier would be placed around the,operations to fully comply with the city ordinances, add on motion by Langenbeck seconded by Hawes, that the request be granted subject to the filing of instrument of record executed by the ad- joining property owners authorizing the use of their surface rights, was approved. . 10 Monthly report - The,Clerk read the financial report for the month of February City Engineer submitted by Harry A. Overmyer, City Engineer, and on motion bja Langenbeck seconded by Greer, the report was approved as read and ordered filed. Tax Title Lots. Carlton Beal addressed the Council and said that he was desirous of drilling on City Tax deed lots and would pay 1/6th royalty and commence drilling operations immediately. Mayor Bartlett. requestecl.tbat he put his proposition in writing and address it to the attention of the City Administrator. On motion by Hawes seconded by Langenbeck, the request of Paramount Laundry Company for a loading zone in front of the laundry, 620 Main Street, was tabled. On motion by Langenbeck seconded by Hawes, the request of Frances McKelvey, 501 - 8th Street, for permit to break the curbing to provide for a driveway on Magnolia at 501 - 8th Street, was approved. Friday, March 19th, and if the work is approved for the City Clerk to file Notice of Completion, was approved. Cit Youthos The Clerk read letter from the City Youth's Welfare Committee in Wel are Comm. which they request favorable consideration to transferring administra- tion of the Community Center Building to the Citizens' Youth's Welfare Committee. On motion by Hawes seconded by Langenbeck, the City Clerk was instructed to write a letter of thanks for their interest in this development and to inform them meetings will be held in the near future in order to arrive at a general plan of operation and rules for k administration of the Community Center project, was approved. Demands. On motion by Hawes seconded by Langenbeck, the demands as approved by the Finance Committee, were ordered paid. Mr. Bolton The Clerk read letter received from O.L. Bolton asking the City of Huntington Beach to enter into a community lease by including the City's tax deeded lots 13 and 14, Block 1105, Vista Del Mar Tract, and on motion by Langenbeck seconded by Hawes, the request of O.L. Bolton was tabled. Fire Ins. on On motion by Langenbeck seconded by Greer, the recommendations of Community Huston, Suter and Huston, Inc., to insure the Community Center Build - Center Bldg. ing located in the 17th Street Park in the amount of $45,000.00 and to be added to the present fire insurance policy, was approved. Tractor On motion by Langenbeck seconded by Hawes, that the City Administra- tor be instructed to purchase one - Model D.I. Case Industrial, 4 cylinder engine tractor, equipped with front end hydraulic loader and dual wheels, as recommended by the City Engineer, was approved. Salary The City Administrator recommended to the Council that the City Survey. enter into a contract with the State Personnel Board, to make a classi- fication and salary survey and the cost of which would be approximately $700.00; that such a survey would give the City a long range classifi- cation and salary ordinance, and on motion by Hawes seconded by Langenbeck, the City Administrator was instructed to procure the ser- vices of the State Personnel Board, was approved.
