The regular meeting of the City Council met and was called
to order at 7:30 P. M. by Mayor,Bartlett.

Councilmen present: Greer, Terry, Langenbeck, Bartlett.
Councilmen absent: Hawes (Councilman Hawes arrived at 7:40 P.M.)
Minutes On motion by Langenbeek seconded by Grable, minutes for the
month of March were read and approved.
Mayor Bartlett appointed Councilman Greer to the Finance
Committee.
Councilman Hawes At this time, 7:

Monthly On motion by Langenbeek seconded by Hawes, the monthly reports
reports of the City Treasurer, City Clerk, City Engineer, City Judge, City

Collector and Chief of Police, were approved.
Business On motion by Terry seconded by Langenbeok, the following
Licenses applications for business license,were approved:
Elmer C. Eiehelberger, 567 Pacific Coast Highway, Long Beach,
veteran's license to sell popcorn, peanuts and ice cream from
truck.
Gilberta Sommer, Jig - 9th Street, Huntington Beach, to
conduct the business of Beauty Shop at the same address.
Edward T. Greene, Box 417, Huntington Beach, to operate
concession on the lower floor of Pav-A-Lon, selling ice-
cream, popcorn, etc.
W. J. Nietert, 3429 E. Colorado Pasadena 9, California,
to operate concessions 25 and 29 - hamburgers etc.

Tax Title Mr. Carlton Beal, oil operator, appeared before the City Council and
lots - requested a community lease for gas and oil well drilling on certain city
tax title lots. Mr. Bartlett referred the request to the Oil Committee and for
Mr. Beal to meet with that committee -and the city attorney for a review of his
of his request on Thursday, 2:00 P.M. in the office of the City Attorney.
Mr. Van Dyke, local taxicab operator, appeared before the Council and
Mr. Van
�r Dyke pointed out discrepancies in house numbering, especially on Lake Avenue and
Tenth Street, and requested that some action be taken for a more uniform
system of house numbering. He also pointed out that there was inadequate
street marking for identification on Ocean Avenue. He also suggested
elininating one meter on each side of the downtown streets -from Main Street
to provide for a cross walk and that meters be changed to a two hour set-up.
Mayor Bartlett informed Mr. Van Dne that the house numbering procedure is
now under review by the City Planning Commission.

On motion by Terry seconded by Langenbeck, the drilling bonds
M 57996 and 579g7 by Firemen's Indemnity Company, submitted by W. E.
Nieolai in lieu of bond now being held by the Calumet Gold Mines
Company on Lots 1 - 3 - 2 and 4, Block 319, after being approved by
the City Attorney for form, was approved.
On motion by Hawes seconded by Greer, the application of Henry
Duque Associates to drill new well on Lots 17, 19, 21 and 23, Block
5149 Seventeenth Street Section, was approved.
On motion by Hawes seconded by Langenbeck, the application of
Morton and Dolley, to drill new well on Lots 19 and 20, Block 5149
H. B. Seventeenth Street'Section, was approved.
On motion by Hawes seconded by Langenbeck, the application of
Morton and Dolley to drill new well on Lots 1 and 3. Block 515, H.B.
Seventeenth Street Section, was approved.
On motion by Hawes seconded by Langenbeck, the application of
the Cadillac Oil Company to drill new well on Lots 13 and 15, Block 415,
H.B. Seventeenth Street Section, was approved.
On motion by Hawes seconded by Langenbeck, the application of the
Cadillac Oil Company to drill new well on Lots 13 and 15, Block 414,

On motion by Langenbeck seconded by Hawes, the application of

Cadillac Oil On motion by Langenbeck seconded by Hawes, the request of the
Co. Cadillac Oil Company for a gas and oil lease on City tax title lobs 2 and
4, Block 414, H.B. Seventeenth Street Section, was referred to the Oil
Committee.
Chas.E.Black, On motion by Langenbeck seconded by Hawes, the request of Charles E.
Black, 814 Fourteenth Street, Huntington Beach, for a gas and oil lease on
City tax title Lots 2, 49 21 and 23, Block 414, H.H. Seventeenth Street
Section, providing for 1/6th royalty, thirty days drilling clause and, if
w pipe is not available within the period of drilling clause,to pay $50.00
monthly rental until pipe does become available, was referred to the Oil
Committee.
Pump for sewage On motion by Hawes seconded by Langenbeck, the City Administrative
Officer was instructed to purchase a'Typhoon pump, with motor, vertical tank,
315 gallon capacity, foot valve and strainer, in accordance with reeommenda-
' tion of the City Engineer as per quotations of the Fairbanks -Morse Company
i of Los Angeles, was approved.
52 acres The Clerk read letter from C. A. Bauer, Jr., Attorney -at -Law, repre-
senting the Boe Tunstall Company requesting permission to lease all or part
of the City's 52 acres along Ocean Avenue for the purpose of dumping rotary
mud and sand, and on motion by Langenbeck seconded by Greer, the request was
rejected.

Remove trees On motion by Hawes seconded by Langenbeck, the request of Mrs, Anna

front of Lots 40 and 41, Block 805, Wesley Park Tract, was approved.

On motion by Hawes seconded by Langenbeek, the request of Mrs.
T. L. Banhart, 1105 Orange Avenue, Huntington Beach, requesting the
City to remove a tree fnom in front of stated address, was approved.
Sportfishirg
The Clerk read letter from Mr. I. H. Sparks of Sportfishing
for permission to erect sign on the 52 acre site for the purpose of
advertising sport fishing was tabled until next meeting.
Remove trees
On motion by Hawes seconded by Langenbeck, the request of Charles
S. Mashburn, 503 Thirteenth Street, to remove an Acacia tree from the
parking at 13th and Magnolia streets, was approved, subject to the
supervision of the City Engineer.
Clean-up bonds
The Clerk read letter from City Engineer Harry A. Overmyer
cancelled
advising the Council that he has inspected the oil wells drilled by
0. L. Bolton on the following property: Mize #1,Lots 1 and 30 Block
420; Mize #2, Lots 9 and 11, Block 420; Mize #3, Lots 10 and 12, Block
320; Machris #1, Lots 1, 3, 5 and 7, Block 419; Huston No. 1, Lots 22,
24, 26 and 29, Block 317; Lambert #1, Lots 26 and 29, Block 321; and
that said olean-up bonds, as required by Ordinance No. 5150 have been
w
fully complied with, and on motion by Langenbeek seconded by Greer,
the report of the City Engineer on the 0. L. Bolton leases be accepted
and authorized cancellation of the clean-up bonds on described property,
was approved.
Amend Ord.515 On motion by Langenbeek seconded by Terry, that amendment of
Section 6 of Ordinance No. 521 amending Ordinance No. 515, be referred
to the Oil Committee and the City Attorney, was approved.
On motion by Langenbeck seconded by #awes, that the City Engi-
Mills Bros.
Const.Co. neer's report recommending that the work of Mills Bros. Construction
Company for moving and reconstruction of a Community Center building
be accepted and that the City Clerk be instructed to file Notice of
Completion, was approved.
Girl Scouts On motion by Hawes seconded by Greer, that the request of Mrs.
Ardenella Killian, Girl Scout General Chairman, for the use of Memo-
rial Hall on April 5th from 3:30 P.M. to 4i30 P.M. and on April 6th
from 4:30 P.M. to 5:30 P.M. for Girl Scout practice and that charges
for the use of the Hall be waived, was approved.
Girl Scouts
On motion by Langenbeok seconded by Hawes, that the request of
Andrea L. Gorman, 506 - llth Street, Huntington Beach, for the use of
Memorial Hall on the evening of April 12th for Girl Scouts family night - 3
and the use of Lake Park Clubhouse April 14th from 9:30 A. M. to 3:00 P.M.
for Girl Scout Council meeting and pot lunch, and charges for use of
Memorial Hall and Lake Park Clubhouse to be waived, was approved.
Refund on On motion by Langenbeck seconded by Greer, that a trailer park
trailer space
refund be made to G. C. Shetter, 502 California Avenue, Huntington Beach,
for the unused portion of the rental paid, was approved.

Planning
The Clerk read letter received from Jane Miller, 9531 Croydon
Avenue, Los Angeles 45, California, requesting the City for a concession
for erecting and maintaining facilities for changing clothes and taking
showers east of the municipal pier. Mayor Bartlett referred the request
to the Beach and Pier Committee.
On motion by Langenbeek seconded by Hawes, Resolution No. 1032, a
resolution of the City Council of the City of Huntington Beach approving
first supplemental Memorandum of Agreement for Expenditure of V gas tax
allocation for State Highways, was passed and adopted by the following
roll call:

On motion by Langenbeck seconded by Hawes, Resolution No. 1033,
a resolution of the City Council of the City of Huntington Beach entering
Into an agreement with the State Oersonnel Board and authorizing execution
thereof, was passed and adopted by the following roll call:
AYES: Councilmen: Greer, Terry, Hawes, Langenbeck, Bartlett.
NOES: Councilmen: None.
ABSENT: Councilmen: None.
The Clerk read a letter received from Charles H. Diggs, Orange
County Planning Director, requesting that the City Council take formal
action approving the recommendation of the Orange County Planning Commission
in regards to the proposed acquisition of shoreline within the City be in-
cluded in the acquisition program and eligible for consideration by the State
Parks Commission. On motion by. Langenbeck seconded by Hawes, that the City
Clerk be instructed to forward a communication to the Orange County Planning
Director to the effect that the City of Huntington Beach approves of the
proposed program for the acquisition of shoreline within the City and
eligible for consideration by the State #ark Commission, was approved.
Reso. 1034 On motion by Hawes seconded by Langenbeck, Resolution No. 1034, a
resolution of the City Council of the City of Huntington Beach, California,
selling certain real property and authorizing a dried therefor, was passed and
adopted by the following roll call:
AYES: Councilmen: Greer, Terry, Hawes, Langenbeck, Bartlett.
NOES: Councilmen: None. -
ABSENT: Councilmen: None.
On motion by Langenbeck seconded by Greer, that the Administrative
Officer of the City of Huntington Beach be authorized to execute a letter
addressed to Mr. Charles L. Black, 914 Fourteenth Street, Huntington Beach,
California, stating that the City is perfecting the title to Lots 9, 11, 16
and 19 in Block 619, Huntington Beach Seventeenth Street Tract, and agrees
to complete said title until a reputable title company will write a policy
thereon, was approved.

Change Minutes On motion by Langenbeck seconded by Greer, that the Minutes of
Aug.7,1947
August 7, 1947, covering oil and gas lease to Charles E. Black be amended
to read as follows:
Easterly 75 feet of Lots 1 and 3, all of Lots 9,:Il 17 and 19,
Block 315, Huntington Beach Tract, and Lots 9, 10, il, 16 and
19, Block 618, H.B. Seventeenth Street Section, was approved.
1st reeading
Qrd. ad - The Clerk gave Ordinance No. 529, an ordinance of the City Council
of the City of Huntington Beach, creating a disaster Council, its first
reading.
Retaining wall On motion by Langenbeck seconded by Hawes, that the City Engineer
be instructed to start work on the retaining wall under the pier adjacent
to the Pavalon building, was approved.
Vacation - On motion by Langenbeck seconded by Greer, that the request of City
C.P.Patton
Judge C. P. Patton for a vacation starting April 7, 1949, was approved.
On motion by Langenbeck seconded by Hawes, that the City Administra-

On motion by Langenbeck seconded by Terry, the meeting was adjourned
until 7:00 P.M. Monday, April 19, 1949.
