Councilmen present: LeBard Seabridge, Langenbeok, Greer. Councilmen absent: Terry (Councilman Terry arrived at 7:45 P-M-) Applications: On motion by Langenbeck seconded by Seabridge, the following appli- Business cations for business licenses were approved: License. Mayor Greer then asked if anyone in the audience had any objections to the drilling of the well. There being no response, on motion by LeBard seconded by Seabridge, the petition for Spboial Permit was approved by the following roll call. Report on The City Clerk read report of Fred T. King, Senior Sanitarian, riding Officer of the Orange Count Sanitation re y , porting on the inspection stables. of the Bill Jones and B.B. Merritt stables located at Atlanta Avenue opposite Huntington Street, Huntington Beaoh.The report was ordered filed. Surf water The Clerk read a report reviewing the results of the surf water survey. beach pollution survey of Orange County submitted by Edward Lee Russell, M.D. Health Officer, of Orange County California. The letter was ordered filed. Resurfacing of The Clerk read a letter submitted by Harry A. Overmyer, City Frankfort St. Engineer, submit ti-dolans and specifications for the resurfacing of Frankfort Street from Main Street to Indianapolis Street. The report shows the preliminary estimate of cost of this project at $14,000.00 of which the State of California will pay 010,493,19 from the gasoline tax money. He also reported that it will be necessary for these plans and specifications to be approved by the State Highway Department and their authorization to advertise for bids. On Motion by Langenbeok seconded 4 816 Page Of Minutes, May 17, 1949 46 by Seabridge, that the plans and specifications, as submitted by the City Engineer, be adopted as presented, was approved. Sewer The Clerk -read a letter from Harry A. Overmyer, City Engineer, referring to the4roposed interceptor line running from Ocean Avenue at First Street to Lake and Wesley Avenue. He also advised that he had been notified by the Pacific Clay Products Company that they will have available for delivery on or about June 1, 1948, approximately 5,235 feet of 15 inch sewer pipe together with 920 feet of 19 inch pipe. This, he reports, will be a sufficient amount of pipe to complete this project. The Engineer also referred to State monies which are avilable on a matching basis for projects of this kind. The money so available must be applied for and may be used bothcfor construction and engineering costs. Further supplementing this report, the City Engineer informed the Council that In order to get the project under way for the preliminary plans, speoifi— , cations ready for advertising for bids, will require the services of an outside engineering firm and suggested that the Quinton Engineers are now ready to make a proposal to the City for the engineering services to prepare the plans and specifications and applying to the State for the funds now available under the State allotment. On motion by LeBard seconded by Terry, that the ®ity bequest the Quinton Engineering firm to submit their proposal for such services, was approved, Stop Signs The recommendation of D.M. Blossom, Chief of Police, that boul@yard stop signs be placed on 5th Street at Orange Avenue and at Magnolia Avenue, at Main Street was referred to the Streets and Parks Committee. Oil oft The Clerk read a letter received from Harry A. Overmyer, City Beach. Engineer, outlining the findings of the Beach and Pier and Oil Committees concerning the possibility of oil becoming deposited on the beach from i Tanks to be installed, the storm drain system at 13th, 16th and 20th streets, and the following conclusions and recommendations were made: That as long as waste water is permitted to be deposited --in our storm drain system, there is a possibility of oil getting onto the beach, That some type of a clarifying tank should be placed at the discharge points at the above mentioned locations of our storm drain system. That these clarifying tanks be planed only to protect the beach from oil pollution. The Committee reports that cost of the installation for three of the galvanized tanks contemplated to be buried in the sand and reinforced with pile clusters and designed so that water will be removed from the bottom of the tank would cost approximately #1,200.00 including the rental of any neeessary equipment for installation. Condra to officiate as a crossing guard at the Sea Breeze Camp on Saturdays, Sundays and Holidays, services to start as of Saturday, May 29, 1949, at the salary of $9.50 per day Bracket "D", as per salary Ordinance No. 499, was approved. Wave gagL e. On motion by Seabridge seconded by LeBard, the request of the War Department, Office of the Chief of Engineers for permission to install a wave gage on the Huntington $each Pier in accordance with proposal out- lined in their letter dated May 17, 1948, was approved. • Salaries - On motion by LeBard seconded by Langenbeck, the request of D.M. Pinkerton_& Scofield. Blossom, Chief of Police, that the salary of Officer Oldenburg be changed from Bracket "B", $190.00 to Bracket,"C" $205.00 to take effect as of May 15, 1949, and Officers Pinkerton and Scofield, having completed one year's service in the department to change their salaries from Bracket "D"* $215.00 to Bracket "E" $225.00, change to take effect as of May 15, 1949, - wav approved. . R.L.Teal Jr. On motion by Langenbeck seconded by LeBard, the request of J.K. Fire Dept. Sargent, Fire Chief, to employ Mr. R.L. Teal to fill in the department to its allocated number of men and also work during vacations as they are taken on the department, salary elawsifieation "B" 0190.00 per month, to be effective May 15th, 194S,was approved. Salaries - On motion by Langenbeck seconded by LeBard, the request of Harry Judd & Weide A. Overmyer, City Engineer, to place W. J. Judd, Street Department employee on the regular monthly payroll under Classification "E" rate $205.00 per month and effective as of May 159 1949, and that Jack Weide, Street Depart- ment employee, be put on the regular monthly payroll under Classification "C", rate $190.00 per month, effective as of May 15, 1948, was approved. Ordinance No- 531, an ordinance of the City of Huntington Beach, California, amending Ordinance No. 425 entitled, "An ordinance providing assistance for the raising of revenue by taxation for the City of Hunt- ington Beach, California, as amended, received its first reading. On motion by Langenbeck seconded by LeBard, the Mayor and City Clerk were authorized to execute the releases filed by the United Pacific Insurance Company, RE: Claim 40-48228, Baetz Transfer, covering damages for street light post, was appoved. On motion by LeBard seconded by Langenbeck, that the City of Huntington Beach publish the proclamation of Earl Warren, Governor of California, c alling to public attention the crusade for children which is being jointly conducted by American Overseas Aid and the United Nations appeal for children, was approved. , On motion by LeBard seconded by Langenbeck, that the request_ of Mr. Edgar Reed of 224 - 9th, Street, Huntington Beach, for the removal of a palm tree in order that he may make room for a concrete driveway,was approved, subject to the requirements of the City of Huntington Beach for the removal of such trees. Ordinance No. 532, an ordinance of the City of Huntington Beach, California, amending ordinance No. 322, of said City, entitled; An Ordinance of the City Council of the City of Huntington Beach relating to and regulating traffic upon the public,streets of the City of Huntington Beach and repealing all ordinances inconsistent herewith as amended, received its first reading. Westmoreland and that the terms in Clause 1 of Page 1 of said agreement be amended to read as follows: That the lessee pay to the City of Huntington Beach a rental of $360.00 per year, said rental to be paid on July lat of each year. This rental in lieu of the 3% of the gross sales as outlined in said elause,was approved. Mussels - On motion by Seabridge seconded by LeBard, that the request of Frank Warner Warner to place a'platform under the municipal pier for the purpose of procuring mussels during summer months to supply bait stands located on the pier, was approved, subject to the"construction supervision of the City Engineer. Demands On motion by Langenbeck seconded by LeBard, the demands as approved by the Finance Committee, were ordered paid. Councilman The City Council granted Councilman Langenbeck his request to be Langenbeck absent from the City during the month of July1 Charter The proposed Charter amendment adding Article gB entitled Amendment Article gB Department of Public Service was referred to the Finance Committee for review and study.
