Councilmen present: Seabridge, Langenbeek,Greer. Councilmen absent: LeBard, Terry. Finance Mayor Greer appointed Councilman Seabridge to act on the Committee Finance Committee in the absence of,Councilman LeBard. On motion by Langenbeek seconded by Seabridge, the following Business applications for business licenses were approved: Licenses The application of Berneal Shipley, to conduct the business of grocer3r and market at 200 Frankfort, Street. This is a transfer of license from J. W. Ferguson. Application of Wonders' Food Products Company 1427 W. 14th Street, Long Beach 13, to conduct the business of wheel -tax, delivering restaurant and food supplies. - Oil Well The applications of the Standard Oil Company of California to Applications drill wells on Lot 5, Block 520, 17th Street Tract, and Lots 13 and 15, Block 621, 17th Street Tract, were tabled until the next regular meeting. Waste The following applications for waste water permits were approved: Water Name Well No. Lots Block Estate of Louise E. Dabney, - 105 20 421 620 W. Olympic Blvd., 104 10 421 Los Angeles 15, Calif. Quinton Engs. The City Clerk read a proposal from the Quinton Engineers, Ltd. Ltd. - proposal in which they agree to prepare all designs, working drawings, specifioa- tions and contract documents for the Lake Avenue interceptor sewers in Huntington Beach for a fee of 6% of the actual construction cost of the completed sewer. In addition to the design work, they will also assist r In preparing applications for reimbursement by the State of California for one-half the engineering and construction costs, and will assist in getting bids for the work and analyzing the bids received and further outlined the terms of payment for the services as proposed in the letter. On motion by Langenbeek seconded by Seabridge, the Mayor and the City t Clerk were authorized to execute the proposal as outlined in their letter dated May 24, 1949, was approved. The proposal is contained intaid letter. Curbs & gutters The Clerk read a letter signed b residents and g y property owners of the City of Huntington Beach with homes fronting on the west side of Delaware between Frankfort and Detroit Streets, requesting the City to put in combination gutter and curb with an oiled mix topping on the west side a Page 2; Minutes May 24, 1949 821 of Delaware Street between Frankfort and Detroit streets. Mayor Greer referred the request to the Streets and Parks Committee for study and report. Firemen- The Clerk read a letter from J. K. Sargent, Vire Chief, and re - vacation pay ported that firemen have asked that they be allowed to work their vacations for the reason that the high cost is too great this year and that they cannot afford to take a vacation. The requests are from J.E Gelvin, Wm. E. Hengoed, Earl Overmyer, L. C. Ferebee, C.E.Dowty, W.E. Rardin, Frank F. Groover and R. A. Brown. The request was tabled until the next regular meeting of the City Council. Fire The Clerk read a letter from J. K. Sargent, Fire Chief, requesting truck the Council to consider placing an order for a 750 gallon capacity fire truck to replace the present truck that has been on the department for ' 20 years. The request was tabled until the next regular meeting of the ' City Council. Betty Diekoff - The Clerk read request of W. M. Clegg, City Treasurer, to appoint Dep. Treas. Betty Diekoff to act as deputy city treasurer in lieu of the retirement of R Myrtle E. Herlinger and said appoizitment to be effective as of June 1, 194-9. On motion by Langenbeck seconded by Seabridge, the request of City Treasurer Clegg was approved. Myrtle Herlinger The City Clerk reported that Mrs,Myrtle E. Herlinger, deputy clerk, retiring - is retiring from City service as of June 151 1946, and recommended that Mrs. Betty Diekoff be appointed as deputy clerk as of June 1, 1948, to fill Betty Diekoff -the vacancy caused by Mrs. Herlinger's retirement in accordance with the Dep.Clk. provisions of Ordinance No. 434, salary of Mrs. Betty Diekoff to be as Classification "E" of Ordinance No. 499, amending Ordinance No. 434, Said classification to be effective as of June 1, 1945. On motion by Langenbeok seconded by Seabridge, the recommendation was approved. Drill new well - On motion by Seabridge seconded by Langenbeck, the application of Lots 21 & 2, Blk �Ae Atlantic Oil Company, Miller and Ford, to drill a new well on Lots 21 and 23, Block 5220 17th Street Section, was approved, subject to filing of a satisfactory map. Lots 21 & 23, On motion by Langenbeck seconded by Seabridge, the application of Blk 513 Morton and Dolley to drill a new well on Lots 21 and 23, Block 513, 17th Street Section, was approved, subject to the filing of satisfactory map. Duncani On motion by Langenbeck seconded by Seabridge, that the recommendation Meter Co. of the City Clerk to pay off the contract balance on the Duncan Meter Con - tract in order to take advantage of a discount that is allowed and expires on June 30th, said discount amounting to $534.09, was approved. 1 822 Pave #�, Minutes May 24, 1949 0 Ord. #531 - Ordinance No. 531, an ordinance of the City of Huntington Amending Tax Beabh, California, amending Ordinance No. 425, entitled: "An Ord - Ordinance inanoe providing a system for the raising of Revenue by Taxation for the City of Huntington Beach, California, as amended, received its second reading, and on motion by Langenbeek seconded by Seabridge, Ordinance No. 531 was passed and adopted by the following roll call: AYES: Councilmen: Seabridge, Langenbeok, Greer. NOES: Councilmen: None. ABSENT: Councilmen: LeBard, Terry. Ord. #5532 Ordinance No. 532, an ordinance of the City of Huntington Traffic Beach, California, amending Ordinance No. 322 of said City entitled: An Ordinance of the City Council of the City of Huntington Beach, relating to and regulating traffic upon the public streets of the City of Huntington Beach, repealing all ordinances inconsistent herewith, as amended, received its second reading, and on motion by Seabridge seconded by Langenbeek, Ordinance No. 532 was passed and adopted by the following roll call: AYES: Councilmen: Seabridge, Langenbeek, Greer. NOES: Councilmen: None. ' ABSENT: Councilmen: LeHard, Terry. Correction on On motion by Langenbeek seconded by Seabridge, that the Minutes Minutes 5-17-4$ of the regular meeting held on May 17, 1949, be amended to read as follows was approved: That the supplemental agreementsfor V. H. Nitzkowski and Amos W. Anshutz be corrected to read - that the terms 'of the agreements to sell hamburgers, hotdogs and soft drinks be for a period of one year only. Agreement - On motion by Langenbeek seconded by Seabridge, that the Mayor Nitzkowski and City Clerk be authorized to execute the supplemental agreement made and entered into between the City of Huntington Beach and V. H. Nitzkowski, was approved. Agreement - On motion by Seabridge seconded by Langenbeek, that the Mayor Amos Anshutz and City Clerk be authorized to execute the supplemental agreement made and entered into between the City of Huntington Beach and Amos W. Anshutz, was approved. Demands On motion by Langenbeek seconded by Seabridge, the demands, as approved by the Finance Committee, were ordered paid. Walker's bait On motion by Seabridge seconded by Langenbeek, that the option concession - Agreement in the agreement between the City of Huntington Beach and Walker's extended bait concession be extended in accordance with option in present Amendment of agreement, was approved. Ordinance #322 On motion by Langenbeek seconded by Seabridge, that the City Attorney be instructed to prepare an amendment to Ordinance No. 322, amending Section 34, to change the hours of early 1 1 1 1 r-M 0 AI; 0A Page #4, Minutes 823 May 24, 1948 morning parking from 2:00 a.m. to 5:00 p.m., instead of 2:00 a.m. to 4:00 p.m., was approved.
