HomeMy WebLinkAbout1948-08-05MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chamber, City Hall Huntington Beach, California Thursday, August 5, 1948 Pursuant to adjournment of July 15, 1948 the Huntington Beach Planning Commission was called to order by.Chairman Warren Bristol at 7:30 P.M. Minutes Members Present: Bristol, Hamann, Henricksep,Overacker, Overmyer Members Absent Bannister, Kaufman, McNeil, Tovatt, Parks Minutes On motion by Overmyer seconded by Hamann the minutes for the month of July, 1948 were approved as read. Vincent H. The Chairman announced that this was the time set Saunders for the hearing on the application of Vincent H. Saunders requestinvariance to build two two -bedroom houses on Lots 38, 90, 42, Block 713, W. P. Tract, both houses to face Crest Avenue. No protests The Secretary informed the Chairman.that no written or verbal protests had been filed. The Chairman then asked if there was anyone in the audience who had any objections to the request for variance. On motion by Hamann seconded by Overaeker that the application for variance of Vincett H. Saunders for approval to the City Council was approved. Howard F. The Chairman announced that this was the time set O'Brien for the public hearing for the purpose of considering a petition for conditional exception filed by Howard F. O'Brien to re -open, produce,.and operate existing oil ell located on Lot 13, Block 1704, Tract 51. No ; The Secretary informed the Chairman that there had Protests been no written or verbal protests filed. The Chair- man then asked if there was anyone in the audience.who had any objections to the request for conditional ex- ception. On motion by Hamann seconded by Overmyer that the Commission recommend to the City Council that the petition for conditional exception filed by Howard F. O'Brien be granted, was approved. H.B.-Co. & The Chairman announced that this was the time set Standard Oil for the hearing for the purpose of considering a petition Co. of Calif. for conditional exception filed by the Huntington Beach Company and Standard Oil Company of California to re- open, produce, and operate oil well located in Tract 260, Lot C. Being at the southwest corner of 14th Street and Loma Avenue. No protests The Secretary informed the Chairman that there had been no verbal or written protests received. The Chairman then asked if there was anyone in the audience who had anything to say about the proposed request for variance. On motion by Overmyer seconded by Hamann that the Commission recommend to the City Council that the application for conditional exception of the Huntington Beach Company and Standard -Oil Company of California be granted, was approved. Proposed The Secretary informed the Commission that the City amendement Council if the City of Huntington Beach at the regular meeting of the Council held August 2, 1948, requested that the proposed amendment to Ordinance No. 495 re- lative to amending the Districting Ordinance by adding a new section thereto to be known as Section 18-5, R-5-0 District, be referred back to the Huntington Beach Planning Commission for further study and review. 0 Minutes - August 5, 1948 (Page #2) • T. B. Talbert At this time former Mayor T. B. Talbert of the City of Huntington Beach appeared before the City Planning Commission relative to the proposed R-5-0 District and presented his plans regarding the acreage that he owns adjacent,,tighway #39 and Atlanta Avenue and said that the exelusion.of business along Highway #39 would greatly hinder the proposed subdivision developments that are now being contemplated.on his property and asked the Commission that they take this matter under review and consider his request. On motion by Overacker.seconded by Hamann that the Secretary be instructed.to.transmit the discussion that took place between former Mayor Talbert and the members of the Huntington Beaeh,Planning-Commission present in regards to his request for business.zoning within the new proposed R-5-0 District, was approved. Use permit On motion by Overmyer seconded by Hamann that the # 1722 County Use Permit #1722 presented to the Huntington Beach Planning Commission for review be recommended to the Orange.County•Planning Commission for approval and that the City of Huntington Beach Planning Comm- ission had no objections to the use outlined therein, was approved. G.M. Parks On Motion by Overacker seconded by Hamann that Study the City of Huntington Beach Planning Commission request that G. Millard Pa:oks, Planning Commission Consultant be instructed to make -a study of the dis- tricts within the City of Huntington Beach with the purpose in view of making the requirements less re- strictive in the residential districts, was approved. Sam'F. Rhoads. The Secretary read the petition for conditional exception filed by Sam F. Rhoads, 210* Main Street,' Huntingt©n Beach, requesting a variance to re -drill a well located on Lots 3, 4, & 6, Block 911, W. P. Tract, Huntington Beach. On motion by Hamann se- conded by Overmyer that the variance requested by Mr. Rhoads be tabled until the next regul&r meeting of the City of Huntington Beach Planning Commission. The Secretary informed the members of the Hunt- ington Beach Planning Commission that the City Council of the City of Huntington Beach had granted the request of the Commission to raise the compensation of consult- ing Engineer G.
