Councilmen present: LeBard, Seabridge, Langenbeck, Greer Councilmen absent: Terry Minutes On motion by Langenbeck seconded by LeBard the minutes for the month of December, 1948 were approved as read. Monthly On motion by Langenbeck seconded by Seabridge the monthly reports Reports of the City Treasurer, City Clerk, City Collector, City Engineer, City Judge and the Chief of Police, were approved and ordered filed. Southwest-Expl. On motion by Seabridge seconded by LeBard the application of the Co.State J-85 Southwest Exploration Co. to drill a new well State J-85, was granted. State 85 On motion by LeBard seconded by Seabridge the application bf the Southwest Exploration Co. to dill a new well State 85,was granted. State 80 - On motion by Seabridge-seconded by LeBard the application of the Southwest Exploration Co. to drill a new well State 80, was granted. Waste -water On motion by Seabridge seconded by LeBard the following applications applications for waste -water permits were granted: Lots Block Tract Charles W. Camp Laughlin #2 5-6 11L} H.B. 0. D. Oil Company Well #1 24T 216 H.B. Clean up bond On motion by Langenbeck seconded by LeBard that termination of Boyalty:��r�gi. .. the liability of the clean-up bond of Royalty Service Corp. for well on Lots 10-12, Block 620, H.B., as recommended by the City Engineer, was granted. Clean-up bond On motion by Seabridge seconded by LeBard that terminatton of the B.B.C. Oi1Co. liability of the clean-up bond of B.B.C. Oil Company for well on Lots 25-27, Block 414, H.B., as recommended by the City Engineer, was granted. Clean-up Bond On motion by LeBard seconded by Langenbeck that termination of the Pacific Western liability of the clean-up bond of Pacific Western Oil Oorporation for well on Lots 26-28, Block 618, H.B., as recommended by the City Engineer, was granted. Clean-up bond On motion by Langenbeck seconded by Seabridge that termination of the Duque & Assoc. liability of the cleanLup bond for Henry Duque and Associates for well on Lots 17-19-21-2�-, Block 514, H. B., as recommended by the City Engineer, was granted. Clean-up Bond On motion by Seabridge seconded by LeBard that termination of the Woollner Oil liability of the clean-up bond for Woolnery Oil Corporation, Ltd., for well on Lots 10-12-14, Block 615, H.B. as recommended by the City Engineer, was granted. Quinton Engrs. to reimburse City-$400.00 400.00 deposited ■i On motion by LeBard seconded by Langenbeck that the bonds furnished by the Seaboard Surety Company for J. Paul Sievers covering well C & D #3, on Lots 21-23, Block 220,' H. B. and well C. & D #2, on lots 20-22-24-26-28, Block 316, H.B. Townsite, these drilling bonds in lieu of bonds put up by Calumet Gold Mines Co., was granted. On motion by Langenbeck seconded by Seabridge that the recommendations of the City Engineer for the reclassification of George L. Waters from Senior Engr. Aid to that of Civil Engr. Assistant in range 28, classification "A" salary $333.00 per month effective as of January 1, 1949" was approved. On motion by Seabridge seconded by LeBard that termination of the liability of clean-up bond for Royalty Service Corp. for well on Lot 17, Block 517, H.B., as recommended by the City Engineer, was granted. On motion by Seabridge seconded by LeBard that the recommen- dations of the City Engineer for final acceptance of the Lake Avenue Intercepter Sewer constructed by the Bosko Construction Co., Inc., and the City Clerk be instructed to file notice of completion was approved. The City Clerk read a letter from the Huntington Beach Chamber of Commerce in which they stated that a suitable sign is needed at Lake Park at the intersection of llth Street and Main Street to guide visitors and citizens to the Lake Park Club- house, was referred to the Streets and Parks Committee for study and report. The City Clerk read a letter from the Quinton Engineers Ltd., at addressed to Harry A. Overmyer, City Engineer, that/the time. the contract for engineering services on the take Avenue Intercepter Sewer was awarded, that the quinton Engineers, Ltd., should reim- burse the City of Huntington Beach for the surveys and preliminary drawings of the line which had been executed by the. City of Hunting- ton Beach Engineer's Office and during a conference with the City Engineer it was agreed that a sum of $400.00 Would be a. fair settlement for this work and their check for the amount of .*}00.00 enclosed with this letter. On motion by Langenbeck seconded by LeBard that the.tentative agreement between Quinton Engineers, Ltd., and the City of Hunting- ton Beach to reimburse the City of Huntington Beach in the amount of $400.00 for engineering services on the Lake Avenue Intercepter - Sewer which work had been executed by the City Engineer's Office was.accepted and the money ordered deposited in the General Pund of the City of Huntington Beach, was approved. Page #3 Minutes - City Council - January 3, 1949 Street lighting Standards 1 On motion by Seabridge seconded by LeBard that the plans, specifications and technical provisions for the furnishing and erection of twenty-two (22) centrifugally spun reinforced con- crete street lighting standards on Ocean Avenue between First Street and Eighth Street as submitted by the City Engineer, was approved. Advertise•for bids On motion by Langenbeck seconded by Seabridge that the Street lighting City Clerk be ordered to advertise for bids for the furnishing and erection of twenty-two (22) centrifugally spun reinforced concrete street lighting standards on Ocean Avenue between First Street and Eighth Street and said notice inviting sealed bids to be published twice in the Huntington Beach News and bids to be opened at 8:00 P.M. February 7, 1949 in the Council Chamber, City Hall, Huntington Beach, California, was approved. Bids -Toilet Bldg.. i4 Mayor Greer announced that this was the hour set for the � at Trailer Park opening -of bids for the construction of one (1) toilet building in the Municipal Trailer Park and requested the City Clerk to open the bids received. The following bids wene opened and read: NAME BID Frank R. Hinshaw Huntington Beach, California $- 12,950.00 Hal McGrew so Long Beach, California •111888.00 Bids -Toilet Building On motion by Langenbeck seconded by Seabridge that bids referred to City Ergr. for the construction of one (1) toilet building at the'Municippl Trailer Park be referred to the City Engineer for analysis and report. Sealed bids- Oils & Mayor Greer announced that this was the date and hour for greases opening sealed bids for furnishing the City of Huntington Beach, motor and truck oils, lubricants and greases for the calendar year 1949, and requested the City Clerk to open the bids received. The City Clerk opened and read bids received from the following vendors: Union Oil Company Shell Oil Company Century Oil Company Signal Oil Company R'r The bids were ordered tabled. Chief of Police The City Clerk read a letter from Chief of Police D. M. gambling problems ' • Blossom reporting on the problems of enforcing State laws to suppress commercial gambling in Huntington Beach and stated his conclusions as follows: 0 Page # 4 Minutes - City Council - January 3, 1949 #1 - If it is the desire of the City Council to allow re- creation card Rooms to operate in the City, - then instruct the City Attorney to draw up an Ordinance licensing them, so there would be some control as to the number of Rooms, number of tables, hours, etc. #2 - If it is the desire to eliminate Card Rooms, - then instruct the City Attorney to draw up such an Ordinance. , Ord. #536 The City Clerk gage Ordinance No. 5369 andordinance pro - Gambling hibiting the shaking of dice for money or merchandise and pro- hibiting the keeping or permitting to be kept places for play- ing certain games in the City of Huntington Beach not pro- hibited by Section 330 or 330a of the Penal Code, and prohi- biting the playing or betting at such games, its first reading. Sub -surface The City Engineer reported to the City Council his dis- drainage 52 acres. cussion with the Talbert Drainage -District regarding a sol- ution for the sub -surface drainage of acreage adjacent to the I City owned 52 acres. On motion by Seabridge seconded by LeBard that the City Engineer be authorized to work out a solution of the sub- surface drainage with the Talbert Drainage District and re- port their findings to the City Council was approved. Purchase 1 On motion by Langenbeck seconded by Seabridge that the two -ton truck City Administrator be authorized to purchase from the Don Grant Motors one (1) V/8 horsepower two -ton truck equipped with a Tulsa Model #21 Winch, St. Paul hoist dump -it model, flat-bed body 8' x 121. as recommedded by the Streets and Parks Committee for the sum of $3,278.81, exclusive of taxes, was approved. Water lines On motion by Seabridge seconded by LeBard that the City & Elect.lines at Tr. Park Council authorizes; the City Engineer to proceed with the pro- position of surfacing the east end of the Municip,pl Trailer Park as outlined in previous talks here, and to install the necessary water lines and electrical connections, etc., was approved. Sewer lines On motion by Langenbeck seconded by Seabridge that the Sec."A" at Tr. Park City Engineer be authorized to install those sewer lines in Section "A" of the Municipal Trailer Park as outlined in his recommendations to the City Council, was approvdd. Recess At this time Mayor Greer called a recess, 9:55 P•M. ' ricating oils, and greases for the calendar year 1949 be award to the gignal Oil Company„ was approved. Roof repast- On motion by Seabridge seconded by LeBard that the proposal of Memorial Hall Ross & Barrows Roofing Contractors to apply a Johns Manville Build-up t roof on the Memorial Hall Building, as recommended by the City Engineer for the sum of $1,930.00 including all taxes be accepted, was approved. Rood repair- On motion by LeBard seconded by Seabridge that the City Engineer City Hall be authorized to accept the proposal of the Service Roofing Company of Fullerton, Californnia for roofing repairs to the City Hall for the sum of $345.00 including all taxes, was approved. Lease No. 9301- On motion by Seabridge seconded by LeBard that the •City Clerk and• P.E.R.R. the Mayor be authorized to execute Lease No.9301 a lease between the r Pacific Electric -Railway Company and the City of Huntington - Beach cover- ing renewal of lease for a rectangularly shaped parcel of land being a part of -the Pacific Electric Railway Company, Newport Beach line right of way, south side of tracks, Ocean. -Avenue, City of Huntington Beach, County of Orange, State of California, this location of said land more particularly shown outlined in red on blueprints C-H13960, attached to and being made a part of original Lease No. 9301, be and the same is hereby renewed and 6 extended for the term beginning January 16, 1949 and ending January 15, 1950 and rental to be $380.00 per annum payable annually in advance, was approved. Reso. No. 1070 - On motion by Seabridge seconded by LeBard Resolution #1070, a re - Selling property solution of the City Council of the City of Huntington Beach, California selling certain real property and authorizing deed therefor, was passed and adopted by the following roll call: AYES: Councilmen: LeBard, Seabridge, Langenbeck, Greer NOES: Councilmen: None ABSENT: Councilmen: Terry Escrow 8-9-10 On motion by Langenbeck seconded by LeBard that the City Clerk be Block 812 authorized to execute the Escrow instructions covering the sale of Lots 8-9-10, Block 812, Wesley Park Tract, and further described in Resolution No. 1070, was approved. Ord. No. 537 The City Clerk gave Ordinance No. 537, an Ordinance of the City of w Huntington Beach, California, amending Ordiance No. 322, of said city, - entitled, "An Ordinance of the City Council of the City of Huntington Beach, relating to and regulating traffic upon the public streets of the City of Huntington Beach and repealing all ordinances inconsistent herewith," as amended, its first reading. 0 Page # 6 Minutes - City Council - January 3, 1949 Demands On motion by Langenbeck seconded by LeBard that the demands as approved by the Finance Committee be ordered paid, was approved.
