to order at 7:30 P.M.

area of land between Sixth Street and Ninth Street at the westerly
side of the pier for the purpose of a recreation park, the pro-
posed agreement was referred to the Beach and Pier Committee.

On motion by LeBard seconded by Terry the request of the Pacific
Indemnity Company for the release of a drilling bond of Harry A. Steuber
covering well Betz #1, was granted, in accordance with the recommendations
of the City Engineer.
On motion by LeBard seconded by Terry that the request of the.following
oil companies and well locations for the release of clean-up bonds and in
accordance with the recommendations of the City Engineer, was granted.

The request of the Veterans of Foreign Wars, Huntington Beach Post #7368
for janitor services in their new quarters located on the second floor at
Main and Walnut was referred to the Building Committee.
The Mayor announced that this was the time for the opening of sealed
bids in accordance with notice published in the Huntington Beach News on
January 27, 1949 and February 3, 1949 for the improvement and resurfacing
of Wesley Avenue and Quincy Street and requested that the the City Clerk
open the bids aubmitted;
The City Clerk opened and read the following bids:

On motion by Langenbeck seconded by LeBard that the City of Huntington
Beach enter into contract with the Socal Oil & Refining Company to furnish
the City of Huntington Beach with gasoline requirements for the year
commencing February 16, 1949 and ending February 15,•1950, in accordance
with their bid dated February 16, 1949 was approved.
The City Clerk gave Ordinance No. 540 its second reading and on motion
by Langenbeck seconded by Terry Ordinance No. 540, an ordlance of the City
of Huntington Beach, granting a conditional exception, was passed and adopted
by the following roll call:

The City Clerk read a communication received from the Los Angeles
County Farm Bureau requesting that the cities oppose a bill being introduced

into the 1949 Session of the California Legislature which
proposes to eliminate the feeding of garbage to swine, the
letter was ordered filed.
Frank Hinshaw On motion by Langenbeck seconded by Seabridge theb the
Planning Comm.
thtification of the Mayor's recommendation to appoint Frank
Hinshaw of the City of Huntington Beach to the Huntington
Beach Planning Commission to fill the vacancy caused by the
resignation of Duncan McNeil, was approved.
Petitions- The City Clerk read two petitions filed by tenants of the
Trailer Park
Municipal Trailer Park and by business people -of Huntington
Beach protesting to the raise in rated at the municipal Trailer
Park and the management of the Park. The Mayor asked if any-
one in the audience cared to Make any statements regarding
the petitions filed. A number of the people present spoke in
protest of the raise in rates and also about the Management
of the Municipal Trailer Park, thich was recorded by the City
Clerk on the Soundscriber. Mayor Greer appointed a committee
comprising of the Beach and Pier Committee and Councilman
LeBard to make a thorough investigation into the complaints,
as outlined by the petitions filed.
Metropolitan On motion by Langenbeck seconded by LeBard that the City
water district
of Huntington Beach be authorized to participate in the share
of organization expenses of the proposed Metropolitan Water
District comprising of Huntington Beach, Orange, Placentia,
LaHabra, and Garden Grove Water District No. 3, in the pro-

portion that our assessed valuation bears to the total assessed
valuation and that we earmark the sum of the proportion'that
our assessed valuation bears to the total assessed valuation
and in the same proportion of money up to $5,000.00, was
approved. 0
Sewer line at On motion by Langenbeck seconded by LeBard that the re -

prohibitive cost of the installation of the sewer to serve
two residents in that area was approved.
Mayor Greer called for a recess of 10 minutes.

To provide adequate sanitation.
2.
To eliminate our present uneconomical plant.
3.
To avoid the possibility of expansive chlorination.
To avoid the possibility of beach quarantine.
5.
That the passing of the sewer bonds will result in a saving to the
tax -payer of the City and will end our present precarious situation
of dumping effluent without a permit..

Development
A Committee of the Chamber of Commerce reported that the Chamber

Commerce had adopted a resolution that requested the City to con-
sider formulating a master plan for the development of the 52 acres
and
the beach front.
On motion by Langenbeck seconded by LeBard the meeting adjourned,
