' Monday, April 4, 1949
The regular meeting of the City Council was called to order by
Mayor Greer at 7:30 o'clock P.M.
Councilmen present: LeBard, Terry, Seabridge, Langenbeck, Greer
Councilmen absent: None.
Minutes
On motion by LeBard seconded by Langenbeck the minutes for the
month of March, 1949• were approved as read.
Reports
The Clerk read the monthly reports of the City Treasurer, City Clerk,

City Judge, City Engineer, City Collector and the Chief of Police.
On motion by LeBard seconded by Seabridge the monthly reports were
accepted and ordered filed.
Business
On motion by Seabridge seconded by Langenbeck the following
Licenses:

filing of satisfactory map now being prepared and filing of watisfactory
drilling and clean-up bonds subject to the approval of the City Attorney.

On motion by Langenbeck seconded by LeBard the bond
furnished by Fireman's Fund Indemnity Company for the
United Plumbing Company, was approved subject to the
approval of form by the City Attorney.
On motion -by LeBard seconded by Langenbeck the request
of the J.V.A. Oil Company for release of liability'of clean-
up bond #402204, covering well on Lots 21 & 23', Block 616,
H.B. and the WoolAgrr Oil Corporation for wells - on Lots 10,
12 & 14, Block 615, H.B. Bond #79802, as recommended by the
City Engineer, was granted.
On motion by LeBard seconded by Seabridge the request
of Chris H. King, realtor, for release of liability of the
Glens Falls Insurance Company Bond #309267, covering the
S.F. Rhoads well on Lots 3, 4 & 6, Block 191,•'Wesley Park
Tract, was granted.
On motion by Langenbeck seconded by LeBard the request
of Chris H. King for the release of drilling bond #322410
for J. B. Nelson covering the drilling of David Develppment
- Corporation vVell #1, Lots 25 & 27, Block _ 619, 17th •S•treet
Section, was granted.
The Clerk read a request of Sam Bernstein •of the Bern-
stein Petroleum Company stating that he had suspended all
drilling operations on March 21, 1949 on the Huntington
Beach #1 Well in the City of Huntington Beach and that operations
have been taken over by C. W. Colegrove of Hollywood as of
said date, and request that the $500.00 drilling bond covering

County sale of On motion by Langenbeck seconded by Seabridge that the -City of
tax delinquent
property. Huntington Beach has no objections to the sale'by the County of the
Tax Delinquency on property described as Huntington Beach City
Northwesterly 8 foot, Southeasterly 66.25 foot, Lots 19 & 21, Block
118, H.B. and the undivided 1/3 interest in Lots 3, Block 911, in-
cluding Personal property'and Mineral Rights, was approved.
H.B.Garden Club On motion by Langenbeck seconded by Seabridge that the request
- of the Huntington Beach Garden Club to do something about the dogs
that are again running loose was referred to the Police and Fire
Committee.
Whittaker- • The Clerk,read letter received from L. F. Whittaker, M. D. of
repair sidewalk.
302 Third Street, Huntington Beach requesting the City repair the
sidewalk in front of his office at the corner of Third and Olive.
Streets, was referred to the Streets and ,Parks Committee.
Lucy .Brown- The Clerk read a request received from Lucy Brown, 312- 125h
removal of trees ,
Street Huntington Beach for the removal of four (4) palm trees in
from of her home, was referred to the Streets and Parks committee.
Davis & Markey On motion by Langenbeck seconded by LeBard that the City
to install con-
crete gutter. Engineer be instructed to authorize the contrabting ftbm of Davis
& Markey to construct approximately 2,000 square fee of 6 inch
concrete gutter at Tenth Street, approximately 200 lineal feet
of new standard curb and approximately 700 lineal feet of curb,
standard curbing at Circle Park all in accordance with the prices
quoted in letter dated April 4, 1949, covering the recommendations
of the City Engineer, Harry A. Overmyer, to the City Council, was
approved.
Parent Teachers
The Clerk read letter received from Dora Dow, Chairman of
Assoc. meeting.

the Parent Teachers Association inviting members of the City Council
to attend a meeting of the Parent Teachers Association to be held
at the Elementary School, Friday, April 229 1,949 at 7:30 P.M., the
letter was ordered filed.
Petitions-
The Clerk read to the City Council of the City of Huntington
Card games.
Beach twelve petitions which were filed with the City Clerk at 3:23
P.M., April 4, 1949 and said petitions containing the signatures
of 705 residents of the City of Huntington Beach. The petitions
requested that the City Council consider amending Ordinance No. 536
to allow churches and charitable organizations to resume the card
,parties mh ich they held previously as well as to allow the operation
of the small draw poker games which had been in existence for a
number of .years prior to the operation of additional games.

Committee to
study petition
Mayor Greer called the City Council to order at
8:52 o'clock P.M.
Mayor Greer appointed the follv*ing.committee to
make a study of the request of the petitioners for,the
amendment of Ordinance No. 536 and for -the committee to
make a report as soon as possible considering the re-
quest contained in the petitions as read by the City
Clerk:
Police Committee,
Councilman Seabridge,
Chief of Police, D. M. Blossom
City Attorney, Ray H. Overacker.
Terry -Leave of On motion by Langenbeck seconded by Seabridge that
absence I
the request of Councilman Terry for a leave of absence
to leave the State during the months of April and May,
1949 was granted.
LeBard- Pier Mayor Greer appointed Councilman LeBard to servo::
Committee
on the Beach and Pier Committee during the absence of
Councilman Terry.
Langenbeck - Mayor Greer appointed Councilman Langenbeck to
Oil Committee
serve on the Oil Committee during the absence of Council-
man Terry.
Recreation Mayor Greer presented to the City Council the
Commission:
-following persons to serve on the Recreation Commission
of the City of Huntington Beach:
Frank Rohrig, for five years,
Dante Siracusa, for five years,
Al Reboin, for four years,
Prank Catching, for four years,
Mrs. Hazel Whittaker, for two years,
On motion by Langenbeck seconded by Jeabridge that
the persons to serve on the Recreation Commission as pre-
sented by the Mayor'be accepted and confirmed, was approved.
Lease between On motion by Seabridge seconded by LeBard the Mayor
H.B.,;o.-Beach
between 6th & and City Clerk be authorized to execute the lease between the
9th Sts.
Huntington Beach Company and the City of Huntington Beach
covering,the beach southwesterly from the Pacific Electric
Right of Way and lying between the Southwesterly prolongation
of Sixth street ard the Southwesterly prolongation of Ninth
Street and said lease to continue in force for a period of
five years and that the City does not construe said agreement
as requiring the City to construct the buildings and structures
referred to in Paragraph 4 and set forth &r%d delineated on
Exhibit "A" attached to and made a part of said agreement, how-

ever it is the intention of the City to construct the rest rooms
set forth in Exhibit "A" and to keep the beach free and clean of
debris and in a suitable condition for public recreation was approved.
Langenbeck not voting.
On motion by Seabridge seconded by LeBard that the Mayor and the
City Clerk be authorized to execute the lease between the Huntington
Beach Company the City of Huntington Beach for the use of parcel

df land for'recreation purposes which lie westerly of the Huntington
Beach Pier to'Sixth Street for the purpose of maintaining in a clean
and orderly condition the surface of said parcel of land and said
lease rental to be in the sum of ten dollars ($10.00) per year and
other good and valuable consideration paid by licensee to licensors
receipt,of which licensor acknowledges. It gives licensee permission
to enter upon the surface of said licensed area and to remove there-
from rubbish, trash, debris, and refuse and to do such other things
as may be necessary to maintain the surface of -said licensed area in
a neat clean, safe and shitary condition subject to terms, conditions,
provisions set forth in the lease, was approved. Councilman Langenbeck
not voting.'
Derigo lease,
On motion by Seabridge seconded by Langenbeck that the City
amended
Attorney be instructed to amend the lease between the City of Huntington
Beach.and Charles 3rigo to reduce said terms of lease concession to
$56.00 per month for the months of November, December, January, February,
and March, was approved.
Lifeguard
On motion by Seabridge,seconded by Langenbeck that the City Clerk
equipment.
,
be authorized to purchase the lifeguard equipment for the lifeguard
services as recommended by the Beach and Pier Committee, was splr oved.
Painting of City Engineer Harry A. Overmyer reported to the City Council
City Hall
the difficulty with using local painters for the proposed painting
of the City Hall and the Memorial Hall, -no action was taken but
members of the City Council requested that some informal bids be
_ received for the work proposed.
C. H. Ellis City Engineer Harry A. Overmyer reported that former City
employee Charles H. Ellis passed ayiay today.
Hire a motor On motion by Langenbeck seconded by Seabridge that the City
grader oper. .
Lake Avenue Engineer'be authorized to hire a motor grader operator for the
purpose of rough grading Lake Avenue to prepare it for the asphalt
surfacing that will be done by the City, was approved.

February 16 and March 16, �949 be forwarded to the
Pacific Marine Insurance Agency Inc., in reply to the
contents of their referred letters regarding the con-
dition of the Pier was approved.
On motion by Langenbeck seconded by Seabridge
that the Chief of Police be instructed to remove the
signs in the City that permit right hand turns on red
signal, was approved.
Parking problem The parking problem of the Huntington Inn at Ocean
Huntington Inn
Avenue and Eighth Street was referred to the Police
Committee for study and report.
Flowers for On motion by Langenbeck seconded by Seabridge
C. H. Ellis
that the City Clerk be instructed and authorized to
send flowers and letter of condolence to the family of
the deceased, Charles Homer Ellis, was approved.
Demands On motion by Langenbeck seconded by Seabridge that
the demands as ep proved by the Finance Committee be
ordered paid was approved.
Fire Hose The request of Fire Chief Sargent to purchase
• additional fire hose for the fire department was re-
ferred to the Police and Fire Committee.
Stop Signs at Chief of Police Blossom reported to the City Council
23rd & Orange.
and recommended boulevard stops be placed at 23rd Street
and Orange Avenue. On motion by Langenbeck seconded by
LeBard that the City Attorney be instructed to prepare
an ordinance in accordance with the recommendations of
the Chief, of Police for r stop signs at the corner of
23rd Street and Orange Avenue, was approved.
On motion by Langenbeck seconded by Seabridge the
meeting adjourned.
