Monday; May 2, 1949
Mayor Greer called the City Council to order at 7:30 P.M.
o'clock.
Councilmen Present: LeBard, Seqbridge, Langenbeck,Greer.
Councilmen absent: Terry..
On motion by LeBard seconded by Seabridge the minutes for the
month of April, 1949 were approved as read.
The Clerk read the monthly reports for the month of April,
1949 of the City Treasurer, City Clerk, City Collector, City
Judge, City Engineer, and the Chief.of Police.
On motion by Langenbeck seconded by Seabridge the monfly
reports were accepted as read and ordered filed.
On motion by Seabridge seconded by LeBard the application
of the Orange Wholesale Produce, 432 W. Chapman, Orange, Calif-
ornia, to conduct the business of delivering produce, wheel -tax
license, was granted.
On motion by Langenbeck seconded by LeBard the application
of Southwest Exploration Company for oil well permit to drill
a new well State 108, was granted.
On motion by LeBard seconded by Seabridge the application
of Southwest Exploration Company for oil well permit - to drill
a new well State 90, was granted.
On motion by Seabridge seconded by LeBard the application
of Southwest Exploration Company for oil well permit to drill
a new well State C-20, was granted.
State C-30 On motion by LeBard seconded by-Seabridge the application
of Southwest Exploration Company for oil well permit to drill
a new well State C-30, was granted.
Termination of On motion by LeBard seconded by Seabridge the request of
Clean-up bond
the Atlantic Oil Company, Morton & Dolley and Woolner Oil
Company asking termination of liability of cleanup bonds for
the following wells, in accordance with the recommendations
of the City Engineer, was granted:

John J. Swigart Company, and as recommended by the City Engineer
for acceptance, was approved.
Recreation The Clerk read a letter from the Recreation Commission ex,

pressing their appreciation to.the City Council for the appointments.
The letter was ordered filed.
Recr.Commission The Clerk read a letter to the City Council from the Recreation
Request Survey.
Commission of the City of Huntington Beach asking that the City
Counci l'send a communicatibn to Mr. Sterling S. Winans, Director
of Recreation for ,the State of California, requesting Mr. Winans
that a recreation survey be made by their department for the City
of Huntington Beach.
On motion by LeBard seconded by Seabridge the request of the
Recreation Commission of the City of Huntington Beach fors a.recreation
survey to be made by the Recreation Commission -of the State of
California for the City of Huntington Beach was approved, and the
City Clerk was instructed to transmit a letter to Sterling S. Winans
asking the Recreation Commission of the State of California to make
the survey.
.Orange Coast The Clerk read a letter addressed to Fire Chef J. K. Sargent,
College -Fire
Protection from the Orange Coast Junior.College, by Wm. F. Kimes, Assistant
Superintendent in charge of business in Mich the Orange Coast
Junior College is desirous of working out a program of utilizing
fire protection equipment from the City -of Huntington Beach to
augment their single pumper, and would appreciate having the City
advise them as to what changes would be necessary in their fire
hydrant so that the fire equipment of the City of Huntington Beach
could be connected thereto. The request oi'the Orange Coast Junior
College was referred to the City Attorney for study and report..

Sou.thestxpl. The Clerk read a letter received from the Southwest
Request Fire
Hydrant. Exploration Company notifying the City of the increased
oil storage at the Southwest Exploration Company property
has been increased to forty tanks with the capacity of over
80,000 barrels and advised that there is no City hydrant
near enough to be used in case of fire and that adequate
water supply is an urgent necessity. Mayor Greer referred
the request to the Police and Fire Committee, the City
Engineer and the Fire Chief for study and report.
J.C. Clark-
On motion by LEBard seconded by Langenbeck that Jim
Sewage Works
Convention.
C.-Clark, Sewage Plant Operator, be permitted to attend the
California Sewage Works Associationfslgonvention on May 19th,
20th, and 21st, 1949 and that expenses be allowed for the
convention not to exceed $84.00, and a detailed expense
sheet be presented to the City Clerk, was approved..
Ord..#543-Beach
The Clerk gave Ordinance No. 543, an ordinance of the
& Pier Dept.
City Council of the City of Huntington Beach, California,
establishing.a Beach and Pier Department its secondn and
final reading by reference and on motion by Langenbeck
seconded by Seabridge Ordinance No. 543 was passed and adopted
by the following roll call. -
AYES: LeBard, Seabridge, Langenbeck, Greer.
NOES: NONE
ABSENT: Terry.
Mickelson- Byron Mickelson of the City of Huntington Beach
Waste Water in
gutters. appeared before the City Council and reported that waste
water containing oil was running down the gutters at the
corner of 14th and Acacia Streets and asked if there was some
way in which that could be averted as his children are con-
stantly getting into the waste water. Mayor Greer referred
the request to the Oil Committee.
Robinson -shoe Mr. Robinson, shoe shine business at 203 Main Street,
shine to move
addressed the Council and asked permission to move his stand
temporarily to the vacant lot between the Wig's Steak House
and the Drug Store at the corner of Walnut and Main Streets
as his present location has to be vacated due to the altera-
tions of the building which houses the shoe shine parlor.
On motion by Seabridge seconded by.LeBard that Mr. Robinson
be permitted to locate the stand on a vacant lot between WigIs
Steak House and the corner drug store and the stand be erected.

Reso.1078- The City Clerk read Resolution No. 1078, a resolution of the
Reed Notice
City Council of the.City of Huntington Beach, California, declaring
a nuisance exists and providing for the -abatement thereof, and call-
ing for a hearing to hear all objections or protests to the proposed
removal of such weeds by the City Council of the pity of Huntington
Beach and said hearing to be fixed at a regular meeting of said City
Council to be held on the 6th day of June, 1949 at the hour of 7:40
P.M. at the City Hall of the said City of Huntington Beach, was
passed and adopted on motion by Seabridge seconded by Langenbeck,
by the following roll call:

Assoc.Tele.Co. The Clerk read a lbtter received from the Associated Telephone
request paving
costs. Company, Ltd., requesting that the City of Huntington Beach refund
to them the amount of $142.76, that was paid to the City for re-
paving costs in connection with excavation on Acacia Avenue, which
repaving was done by the John R. Davies Construction Company of
Los Angeles, California. The Clerk was requested to verify if the
John R. Davies Construction Company has been paid by the Associated
Telephone Company, Ltd.
Ord.#19-Ob- On motion by Seabridge seconded by Langenbeck that Ordinance

approved by the finance committee be ordered paid, was approved.

struction of the curbing at 23rd Street and Ocean Avenue
to a point west approximately 3500 feet bordering the

property of the Southwest Exploration Company provided that
the Southwest Exploration Company gives the City of Hun -
tington Beach a letter stating that they will complete
the balance of the curbing in accordance with the Calif-
ornia Division of Highways No. K70260, and the construction
of said curb by the Southwest Exploration Company to meet
with the approval of the City Engineer, was approved.
On motion by Langenbeck seconded by Seabridge the
meeting of the City Council adjourned.
