Councilmen present: LeBard, Seabridge, Langenbeck, Greer Councilmen absent: Terry Minutes On motion by Langenbeck seconded by Seabridge the minutes for the month of May, 1949 were approved as read. Monthly The City Clerk read the monthly reports of the City Reports - Treasurer, City Clerk, City Engineer, City Judge, Chief of Police, Chief Lifeguard and the Manager of the Municipal Trailer Park. On'motion by LeBard seconded by Seabridge.that the monthly reports of the department heads as read by the City Clerk be accepted and filed, was approved. Applications On motion by Seabridge seconded by LeBard the following Business Licenseso applications for business licenses in the City of Huntington - Beach were granted: Square Deal Plumbing Company, 1108A -.W. 4th Street, Santa Ana, to conduct the business of plumbing contractor. David Cromwell, 4961 S. Lakeview, Yorba Linda, to con- duct the business of popcorn vending machines, wheel -tax. John Albers, 910 California, Avenue, Huntington Beach, to conduct the business of peddling fish, house to house_. Lois M. Kirby, 1637 W. McCallen expressing the appreciation of the City Council for his civic spirit and pride for the removal of oil well derrick located between 8th and 9th Streets on Ocean Avenue, was approved. W.J. On motion by Langenbeck seconded by LeBard that the City Clerk be in- structed to 'return the check of J. IN. Ferguson, 215 Geneva Street, Huntington Beach, in the amount:.of $450.00 covering his offer to the City for the pur- chase of Lot 2 and So. a of Lot 3, explaining to Mr. Ferguson that the pro- perty was appraised at $600..00 and put up for public auction at the last sale, was approved. The City Clerk read a communication received from Sterling S. Winans, Director of Recreation, State of California, expressing his appreciation for the interest the City Council has taken in requesting an appraisal of recreation facilities for the City of Huntington Beach, and advised that it may not be possible to make this survey until sometime next fall. The City Clerk was requested to send copies of Sterling S. Winans' letter to the principals of the Union High School and the Elementary•School. The Clerk read a communication from Willis H. Warner, Chairman of the Board of Supervisors requesting.that a representative of the City of Huntington Beach meet with the other coastal cities to discuss the matter of lifeguard contracts for the coming year, at a meeting to be held at 8:OU P.M., Friday, June 109 1949 at the Huntington Beach City Hall. 962 Page #3 Minutes - City Council - June 6, 1949 Mayor Greer requested that Councilman LeBard, Chief I* Seepage disposal on Mun. Bier Nitzkowski- request change in contract. Amos Anshutz- request change in agreement. Reso. 1078- Weed notice Hearing Lifeguard Bud Higgins, and Administrative Officer Hen- ricksen attend the meeting. The Clerk read a letter received from Edward Lee Russell, M. D. Health Officer of Orange County relating to the disposal of sewage from facilities located on the Municipal Pier and outlined several proposed methods that could be used to correct the situation so the effluent could not be discharged into the ocean, and suggested that the City Council might consider choosing one of the methods of disposal as outlined. ° Mayor Greer referred the request of the County. Health Officer to the Beach and Pier Committee and the City Engineer for study and report. The request of V. H. Nitzkowski, 403D = 7th Street, Huntington Beach for changes in his beach concession con- tract as outlined in his letter of May 25, 1949 was re- ferred to the Beach and Pier Committee. The request of.Amos W. Anshutz, 710 - 14th Street, Huntington Beach for changes in his beach concession agree- ment as outlined in his letter of June 1, 1949, was referred to the Beach and Pier Committee. The City Clerk read affidavit bf posting notices to destroy weeds as passed and adopted by Resolution of In- telition No. 1078, on 2nd day of May, 1949, said affidavit of posting notices to destroy weeds executed by Harry A. Overmyer, Street Superintendent. Mayor Greer announced that this was the date and hour for a public hearing in accordance with publication in the Huntington Beach News for anyone having any objections to the proposed removal of weeds on the properties as out - lined on the notice to destroy weeds as was posted not less than 300 feet in distance apart from each other on each and every street described in said Resolution. On motion by Langenbeck seconded by Seabridge that the Street Superintendent be instructed to abate the nuisance of obnoxious or dangerous weeds was approved. �II L 1 1 �I V r-M 1 Page #4 963 r' Minutes - City Council June 6, 1949 Ord. #'�541 The City Clerk gave Ordinance No. 541 its second and final reading, Annexation an Ordinance of the City Council of the City of Huntington beach, California, annexing certain uninhabited and contiguous territory to said city by reference and on motion by Langenbeck seconded by LeBard Ordinance No. 541 was passed and adopted by the following roll call: AYES: . LeBard, Seabridge, Langenbeck, Greer. NOES: None ABSENT: Terry. Langenbeck- On motion by LeBard seconded by Seabridge that Councilman Langenbeck NO.Or.CO.Mun. Water District be the authorized official to represent the City of Huntington Beach at the North Orange County Municipal Water District, was approved. Reso. 1079- On motion by Seabridge seconded by LeBard Resolution No.1079, a Assignment to right of gray resolution of the City Council of the City of Huntington Beach, California accepting assignment to certain right of way and authorizing the re- cording of said assignment was passed and adopted by the folloyL ng roll call: AYES: LeBard, Seabridge, Langenbeck, Greer. Union Oil Co.- On motion by Seabridge seconded by LeBard that the bill of sale of bill of sale pipe lines the Union Oil Company, covering the purchase by the City of the idle 4 inch and 6 inch lines outlined in red on the maps attached on the bill of sale, be accepted and placed on file was approved. Ord. #544 The City Clerk gave Ordinance No. 544, an ordi- Setting fee - sewer lines nance of the City Council of the City of Huntington Beach, California setting the fee for connecting the sewer lines and providing the penalties for violation thereof, its first reading. Salary - The City Clerk read a lebter from Al Reboin, See - Recreation Director retary of the Huntington Beach Recreation Commission, requesting that the City take the necessary steps to set up a classification of Recreation Director and a salary range with a beginning salary of $365.00 per month and that the range in the City of Huntington Beach salary ordinance No. 535 be range 30, and that this salary range is required to fill the position of Recreation Director and to employ a director with minimum qualifications. On motion by Langenbeck seconded by LeBard that the City Attorney take the necessary steps to provide the salary range and classification of Recreation Direc- tor was approved. Resignation of '- The City Clerk read the letter of resignation received Councilman Terry from Councilman James P. Terry dated may 23, 1949 and received in the City Hall on May 26, 1949. On motion by Seabridge seconded by Langenbeck that the resignation of Councilman James P. Terry be accepted as read by the City Clerk, was approved. Ord. 65X95 The City Clerk gave Ordinance No. 545, an or - Amend. Districting dinance of the City of Huntington Beach, California, amending Ordinance No. 495, known as the Districting Ordinance as amended, its first reading. On motion by Langenbeck seconded by Seabridge that the meeting of the City Council adjourn until 5:00 P.M. June 7, 1949, was approved. Councilmen presetiti: LeBard, Seabridge, Langenbeck, Greer. Councilmen absent: None Mayor Greer called upon Officer Bergey to make his statement on the mob violence that took place at the beach,on June 5, 1949• The police report of the affair was read by Councilman Langenbeck. Officers Belshe, Yarker and Thompson reported their version of the affair. On motion by LeBard seconded by Langenbeck that Chief of Police Blossom's request for his annual vacation starting Wednesday, June dth, 1949 be granted, was approved. Mayor Greer Called for a recess at 7:00 P.M. The City Council was called to order at 8:OU P.M. by ldayor Greer. The City Council completed the review of the 1949-50 budget.
