Councilmen present: LeBard, Seabridge, Langenbeck, Greer. Councilmen absent: None Wood - On motion by LeBard seconded by Seabridge that appointed ' Councilman Herbert A. Wood of the City of Huntington Beach be ep pointed to fill the unexpired term of Councilman James P. Terry who had resigned May 26, 1949, was approved by the following roll call: AYES: LeBard, Seabridge, Langenbeck, Greer. NOES: None ABSENT: None ' Business On motion by Langenbeck seconded by LeBard the following Licenses applications for business licenses were granted= Senak Company of America, 3301 Beverly Blvd., Los Angeles, to conduct the business of peddling household merchandise house to house. E. G. Haggard, 8357 Santa Monica Blvd., Los Angeles, to conduct the business of electrical contractor, and said app- lication of E. G. Haggard approved subject to filing of the required bond. Southwest Expl. On motion by LeBard seconded by Seabridge the application Co. State C-3 of the Southwest Exploration Company for oil well permit to •i drill a new well State C-3, was granted. Wood - Oath The City Clerk of Huntington Beach gave the oath of of office. office to Herbert A. Wood as Councilman to fill the unex- pired term of Councilman James Y. Terry. Southwest Expl. AN D.Johnson On motion by LeBard seconded by Langenbeck the re- vaca.police officer. quest of D. M. Higgins The City Clerk read the request of D. G. Higgins, Chief Lifeguard, permission to employ life- asking permission to employ seasonal lifeguards for the ensuing summer guards, and on motion by LeBard seconded by Seabridge that the request of D. G. Higgins, Chief Lifeguard, to employ seasonal lifeguards for the ensuing summer as outlined in the schedule as presented by the City Clerk, was approved. Howell Ranch Co. On motion by Langenbeck seconded by Seabridge that the request of Driveway and re- moval of palm H. M. Gelvin, of the Howell Ranch Company, covering a request to permit tree, installation of a twenty-five foot driveway approach at 804 Ocean Avenue, at the Huntington Inn location, and for permission to remove one 0 Mrs. Long & Mrs. Nutt = Memo. Hall. Diehl & Co. Audit ending 3-31-49 Southwest Expl.Co. request study of a signal at 23rd & Ocean. P Agreement - City and H.B. Electric Co. ornamental Palm tree, was approved subject to the conditions that the Howell Ranch Company, operators of the Huntington Inn, pay for one half of the removal of the Palm tree provided they present to the City a copy of the permit from the State Division of Highways granting the removal of the Palm tree, was approved. The request of Mrs. Jack Long and Mrs. Lola N:itt of Huntington Beach for the use of Memorial Hall as a meeting place for the Daughters of Union Civil War Veterans, said use to be gratis, was referred to the Building Committee, The Clerk read a letter received from Diehl and Compny, certified public accountants, reporting the audit of the City of Huntington Beach for the quarter ending March 31, 1949, the letter was directed filed. The Clerk read a letter received from the Southwest Exploration Company requesting The City to contact the State of California Highway Division Traffic Section, to make a study of a signal at the intersection of 23rd Street and Ocean Avenue. The City Clerk reported to the City Council that a letter had been transmitted to the State Highway Division, Traffic Section, making the request, and copy of said letter had been mailed to the Southwest Exploration Company. The letter was directed to be filed. On motion by Langenbeck seconded by Seabridge that the Mayor and City Clerk be authorized to execute the agreement between the City of Huntington Beach and the Huntington Beach Electric Company for the purchase of General Electric large lamps for the period covering the 1st day of July, 1949 to June 30th, 1950i, was approved. O.L. Bolton- On motion by Seabridge seconded by LeBard that the Glens Falls Bonds. Insurance Company bonds #402173, #319192 and #319325 covering oil 1� operation of 0. L. Bolton be released in lieu of the Blanket Bond #963241 of the Indemnity Insurance Company of North America, now on file in the City Hall, was granted. Ord.#544-passed The City Clerk gave Ordinance No. 544, an ordinance of the City and adopted' Setting fee. Ord. amending Ordinance No. 495, known as the Districting Ordinance as amended, its second and final reading, and on motion by Seabridge seconded by LeBard Ordinance No. 545 was passed and adopted by the following roll call: AYES: LeBar d, Mood, Seabridge, Langenbeck, Greer,, NOES: None ABSENT: None Ord. #546 The City Clerk gave Ordinance No. 546, an ordinance of first reading salary the City Council of the City of Huntington Beach, California, amending Ordinance No. 535, entitled an ordinance of the City Council of the City of Huntington Beach, California, grading i various classifications and positions and providing for the rate of compensation of positions in each class and repealing ./ all ordinances and parts of ordinances in conflict theimith, its first reading. Hearing on Mayor Greer announced that this was the time set for a budget. public hearing on the City of Huntington Beach budget for the year 1949-1950, as published in the Huntington Beach News, June 16th, 1949, and asked the City Clerk to pass out copies of*the budget to the people present. The Mayor asked if there was anyone in the audience who wished to discuss the budget items or had any comments to make. Bristol - Warren Bristol addressed the Council and stated that it was a very good and comprehensive budget and well organized and complimented the City Council on the presentation of the 1 budget. There being no further comments from the audience on the budget Mayor Greer declared the budget hearing closed. Reso. #1085. The City Clerk gave Resolution No. 108�, a resolution of the Assessor to number parcels. City Council of the City of Huntington Beach, California, authorizing the City Assessor to number parcels of real property on assessors map as set forth in Section 327 of the Revenue and Taxation Code, and on motion by Seabridge seconded by Wood,Resolution No. 108E was passed and adopted by the following roll call: AYES: LeBard, Wood.-Seabridge., Langenbeck, Greer, NOES: None ABSENT: None City Treas. to On motion -by LeBard seconded by Langenbeck that the City Treasurer transfer funds to No.Or.Co. -be instructed and authorized to transfer the amount of $2,791,85 from Mun.Water Distr. the general fund to the Norbh Orange County Municipal Water District Fund, said amount as set up in the agreement between the City of Huntington Beach and participating cities in the North Orange County Municipal Water District, was approved. Demands On motion by Langenbeck seconded by Seabridge that the demands as approved by the Finance Committee be ordered paid, was approved. Memo.Hall- On motion by Langenbeck seconded by Wood that the request of J.K. Calif.State Fireman's Conv. Sargent, Fire Chief, for the use of Memorial Hall in the latter part of August, 1949 for the California State Fireman' s Association Con- vention and the charges be waived for the use of the hall was granted. Blossom Chief of Police Blossom reported to the City Council that the instigators of the riot in the recent beach fracas and the prisoner who escaped from the officers had been apprehended. On motion by Langenbeck seconded by LeBard that the City Council of the City of Huntington Beach adjourn until 7:30 P.M., Tuesday, June 28th, 1949, was approved.
