Tuesday, July 5, 1949
The regularly adjourned meeting of the City Council was called to
order by Mayor Greer at 7:30 P.M. o'clock.
Councilmen present: LeBard, Mood, Seabridge, Langenbeck, Greer.
Councilmen absent: None
Minutes On motion by LeBard seconded by Wood the minutes for the month of
June, 1949 were approved as read.
Monthly On motion by Langenbeck seconded by Seabridge the monthly reports
Reports
as read by the City Clerk of the City Treasurer, City Clerk, City Court,
Municipal Trailer nark, Chief of Police, City Engineer, Lifeguard
Department, were accepted as read and ordered filed.
Fund Transfers On motion by LeBard seconded by Seabridge that the City Treasurer
be authorized to make the following fund transfers as of June 30, 19499
was approved:
$6,910.50 from Traffic Safety Fund to the General Fund.
24.595.17 from Special Gas Tax Fund to the General Fund.
15, 29.84 from In Lieu Motor Vehicle License Fee to the General Find.
10,429.44 from the Parking Meter Fiend to the General Fund.
7,103.79 from the General rund to Music and Promotion Fund.
Applications On motion by LeBard seconded by Langenbeck the following applications
Business licenses
for business licenses were granted:
Wilbert A. Dorn, 12303 So. Fidel Avenue, Norwalk,to conduct the
business of peddling from house to house on a veteran license.
Olsen Bros., of Santa Ana Inc., 1120 W. Highland, Santa Ana, to
conduct the business of wholesale egg delivery.
Walter B-. Waldref, 1333 W. 12th Place, Los Angeles, California
to conduct the business of peddling produce house to house.
Donald J. Maples, 508 Ocean Avenue, Huntington Beach, to conduct
the business of ice cream wagon on a veteran license.
L. E. Johnson, 327 - 6th Street, Huntington Beach, to conduct the
business of peddling ice cream from house to house on a veteran license.

Accepted. movers bond of the Hartford Accident & Indemnity Company
for the Star Housemovers Incorporated, was accepted and
ordered filed.
Frank Garvin On motion by Langenbeck seconded by Seabridge that the
reclassified.
recommendations of the City Engineer, Harry A. Overmyer,
for the reclassification of City employee, Frank R. Garvin,
from the classification of Groundsman to glassification of
gardener, range 18 "c", the salary for which,is $231.00,
effective July 1, 19454. was approved.
AgXeement The City Clerk read the agreement between the City of

of Commerce Huntington Beach, a Municipal Corporation and the Huntington
Beach Chamber of Commerce, said agreement covering the period
from July 1, 1949 to June 30, 1950. On motion by Langenbeck
seconded by Seabridge that the Mayor and the City Clerk be
authorized to execute the agreement between the City of
Huntington Beach and the Huntington Beach Chamber of Commerce,
was approved.
4th of July The City Clerk read the request of the Huntington Beach
expenditures.
Chamber of Commerce asking that the budgeted amount of
$4,000.00 be set aside for the Fourth of July, 1949 cele-
bration expenditures. On motion by LeBard seconded by
Langenbeck that the budgeted amount of $4,000,00 be set
aside for the Fourth of July, 1949 celebration expenditures
as requested by the Huntington Beach Chamber of Cmmerce,
was approved.
Edgar L. Burrows On motion by Langenbeck seconded by Wood that the
variance granted,
recommendation of the Planning Commission of the City of
Huntington Beach to permit Edgar L. Burrows of 523 -loth
Street, Huntington Beach, to construct two single family
resident homes and two garage apartments on Lots 30, 31
&'32, Block 1002, Vista Del Mar Tract, in accordance with
the petition for conditional exception filed and published.

Amends Salary
Ordinance of Huntington Beach, California, amending Ordinance No. 535, entitled
an ordinance of the City Council of the City of Huntington Beach
creating various classes of positions and providing for the rate a
of compensation of the positions of each class and repealing all
ordinances or parts of ordinances in conflict therewith, its second
and final reading by reference. On motion by LeBard seconded by
Langenbeck Ordinance No. 546, was passed and adopted by the follovd ng

Ord. #547 The City Clerk gave Ordinance No. 547, an ordinance of the City

License ord. Council of the City of Huntington Beach amending Ordinance No. 327
entitled an ordinance of the City of Huntington Beach licensing all
kinds of business carried on inithe City of Huntington Beach and
fixing the rate of license tax upon the same and providing penalty
for all violations thereof and repealing all ordinances or parts of
ordinances in conflict herewith as amended, its second and final
reading, by reference. On motion by Seabridge seconded by Langenbeck
Ordinance No. 547, was passed and adopted by the following roll call:

of the City of Huntington Beach, granting a new section thereto its

by LeBard seconded by Wood Ordinance No. 548 was passed
and adopted by the following roll call:

Henricksen On motion by Seabridge seconded by Wood that the
Vacbion
request of the City Clerk, J. L. Henricksen, for a two
weeks vacation during the period -July 17, 1949 to July
31, 1949 inclusive, was approved.
B. Mickelson- Mr. Byron Mickelson appeared before the City Council
waste water
and stated that there had been nothing done in regards
to his previous request for the relief of the waste
water at 14th Street and Acacia in front of His home.
On motion by Langenbeck seconded by Seabridge that the
City Engineer be instructed to contact the operator of
the wells at 14th Street and Acacia to make arrangements
to pipe waste water to the closest catch basin, was
approved.
Wood appointed Mayor Greer appointed Councilman Wood as Chair -
Chairman oil
Committee man of the Oil Committee to replace J. P. Terry, who
had resigned.
Langenbeck On motion by LeBard seconded by Seabridge thatthe
vacation
request of Councilman Langenbeck for permission to leave
the state during the month of August, 1949, was approved.
Demands. On motion by Langenbeck seconded by LeBard the
demands as approved by the Finance Committee be ordered
paid, was approved.
Foster & Kleiser On motion by Seabridge seconded by Langenbeck that
Adv.Co. sign at
52 acres. the City Clerk be authorized to write to Foster and
Kleiser Advertising Company to negotiate with the City of
Huntington Beach for some form of rental basis covering
the outdoor advertising sign located on the 52 acres,
was approved.
On motion by Wood seconded by Langenbeck the meet-
ing of the City Council adjourned until Monday, July 11,
1949 at 7:30 P.M. o'clock.
