Councilmen present: LeBard, Mood, Seabridge, Langenbeck, Greer. Councilmen absent: None Minutes On motion by LeBard seconded by Wood the minutes for the month of June, 1949 were approved as read. Monthly On motion by Langenbeck seconded by Seabridge the monthly reports Reports as read by the City Clerk of the City Treasurer, City Clerk, City Court, Municipal Trailer nark, Chief of Police, City Engineer, Lifeguard Department, were accepted as read and ordered filed. Fund Transfers On motion by LeBard seconded by Seabridge that the City Treasurer be authorized to make the following fund transfers as of June 30, 19499 was approved: $6,910.50 from Traffic Safety Fund to the General Fund. 24.595.17 from Special Gas Tax Fund to the General Fund. 15, 29.84 from In Lieu Motor Vehicle License Fee to the General Find. 10,429.44 from the Parking Meter Fiend to the General Fund. 7,103.79 from the General rund to Music and Promotion Fund. Applications On motion by LeBard seconded by Langenbeck the following applications Business licenses for business licenses were granted: Wilbert A. Dorn, 12303 So. Fidel Avenue, Norwalk,to conduct the business of peddling from house to house on a veteran license. Olsen Bros., of Santa Ana Inc., 1120 W. Highland, Santa Ana, to conduct the business of wholesale egg delivery. Walter B-. Waldref, 1333 W. 12th Place, Los Angeles, California to conduct the business of peddling produce house to house. Donald J. Maples, 508 Ocean Avenue, Huntington Beach, to conduct the business of ice cream wagon on a veteran license. L. E. Johnson, 327 - 6th Street, Huntington Beach, to conduct the business of peddling ice cream from house to house on a veteran license. 1 Leslie° G. Taylor, 216 - 10th Street, Huntington Beach, to conduct the business of grocery store and meat market at 601 - llth Street. Peddling section On motion by Langenbeck seconded by LeBard that whenever there is of license Ord. to be enforced. a violation of the peddling and soliciting section of the business license ordinance that the City Collector be instructed to have issued a citation for the enforcement of the ordinance, was approved. Southwest Explo. On motion by Seabridge seconded by Wood that the application for Company C-4 PW oil well permit bf the Southwest Exploration Company to drill a new well C-4, was granted. r 974 Page 2 C-3 Minutes - City Council, July 5, 1949 Southwest On motion by LeBard seconded by Seabridge that the Exp1.Co. State 130 application for oil well permit of the Southwest Explo-_ ration Company'to drill a new well State 130, was granted. Southwest On motion by Langenbeck seconded by LeBard that the Expl.Co. S-117 application for oil well permit of the Southwest Explo- ration Company to drill.a new well S-117, was granted. Star House- On motion by LeBard seconded by Mood the house - movers Bond Accepted. movers bond of the Hartford Accident & Indemnity Company for the Star Housemovers Incorporated, was accepted and ordered filed. Frank Garvin On motion by Langenbeck seconded by Seabridge that the reclassified. recommendations of the City Engineer, Harry A. Overmyer, for the reclassification of City employee, Frank R. Garvin, from the classification of Groundsman to glassification of gardener, range 18 "c", the salary for which,is $231.00, effective July 1, 19454. was approved. AgXeement The City Clerk read the agreement between the City of b etwn . Chanter of Commerce Huntington Beach, a Municipal Corporation and the Huntington Beach Chamber of Commerce, said agreement covering the period from July 1, 1949 to June 30, 1950. On motion by Langenbeck seconded by Seabridge that the Mayor and the City Clerk be authorized to execute the agreement between the City of Huntington Beach and the Huntington Beach Chamber of Commerce, was approved. 4th of July The City Clerk read the request of the Huntington Beach expenditures. Chamber of Commerce asking that the budgeted amount of $4,000.00 be set aside for the Fourth of July, 1949 cele- bration expenditures. On motion by LeBard seconded by Langenbeck that the budgeted amount of $4,000,00 be set aside for the Fourth of July, 1949 celebration expenditures as requested by the Huntington Beach Chamber of Cmmerce, was approved. Edgar L. Burrows On motion by Langenbeck seconded by Wood that the variance granted, recommendation of the Planning Commission of the City of Huntington Beach to permit Edgar L. Burrows of 523 -loth Street, Huntington Beach, to construct two single family resident homes and two garage apartments on Lots 30, 31 &'32, Block 1002, Vista Del Mar Tract, in accordance with the petition for conditional exception filed and published. for -a public hearing, was granted. 1 i r i 1 A 0 1 #1i 1 Page #3 975 - r Minutes - City Council - July 5, 1949 Release by the On motion by LeBard seconded by Wood that the Mayor and the Ciiy US Govt. Lake Park Clubhouse Clerk be authorized to execute the release that was granted by the United States Government from any and all claims for rental that may have accrued or may accrue and any and all other claims fhatrmay.-have or claim arise out of or incident to the Lake Park Clubhouse and the Boy Scout building on llth Street from the 5th day of January, 1942 to the date of vacating premises, was approved. Departments On motion by Langenbeck seconded by LeBard that the City Clerk by commended - Stand. Oil instructed to write a letter for Mayor Greer commending the City De - Well fire. partment heads and their employees for the splendid cgoperation and efficiency exercised in putting out the Standard -Oil well fire, and that copies of the letter be posted on the bulletin board in the Fire and Police Departments, was approved. Ord. #546- The City Clerk gave Ordinance No. 546, an ordinance of the City Amends Salary Ordinance of Huntington Beach, California, amending Ordinance No. 535, entitled an ordinance of the City Council of the City of Huntington Beach creating various classes of positions and providing for the rate a of compensation of the positions of each class and repealing all ordinances or parts of ordinances in conflict therewith, its second and final reading by reference. On motion by LeBard seconded by Langenbeck Ordinance No. 546, was passed and adopted by the follovd ng roll call: E r AYES: LeBard, Wood, Seabridge, Langenbeck, Greer. NOES: None ABSENT: None Ord. #547 The City Clerk gave Ordinance No. 547, an ordinance of the City Amending #327 License ord. Council of the City of Huntington Beach amending Ordinance No. 327 entitled an ordinance of the City of Huntington Beach licensing all kinds of business carried on inithe City of Huntington Beach and fixing the rate of license tax upon the same and providing penalty for all violations thereof and repealing all ordinances or parts of ordinances in conflict herewith as amended, its second and final reading, by reference. On motion by Seabridge seconded by Langenbeck Ordinance No. 547, was passed and adopted by the following roll call: AYES: LeBard, Wood, Seabridge, Langenbeck, Greer. NOES: None ABSENT: None. Ord. #548 - The City Clerk gave Ordinance No. 548, an ordinance of the City amending Ord. #434. of Huntington Beach, California amending Ordinance No. 434, entitled an ordinance of the City of Huntington Beach fixing and regulating the compensation of city officers, deputies, assistants and employees of the City of Huntington Beach, granting a new section thereto its 976 Page #4 Minutes - City Council - July 5, 1949 second and final reading, by reference. On motion by LeBard seconded by Wood Ordinance No. 548 was passed and adopted by the following roll call: AYES: LeBard, Wood, Seabridge, Langenbeck, Greer, NOES: None ABSENT: None Henricksen On motion by Seabridge seconded by Wood that the Vacbion request of the City Clerk, J. L. Henricksen, for a two weeks vacation during the period -July 17, 1949 to July 31, 1949 inclusive, was approved. B. Mickelson- Mr. Byron Mickelson appeared before the City Council waste water and stated that there had been nothing done in regards to his previous request for the relief of the waste water at 14th Street and Acacia in front of His home. On motion by Langenbeck seconded by Seabridge that the City Engineer be instructed to contact the operator of the wells at 14th Street and Acacia to make arrangements to pipe waste water to the closest catch basin, was approved. Wood appointed Mayor Greer appointed Councilman Wood as Chair - Chairman oil Committee man of the Oil Committee to replace J. P. Terry, who had resigned. Langenbeck On motion by LeBard seconded by Seabridge thatthe vacation request of Councilman Langenbeck for permission to leave the state during the month of August, 1949, was approved. Demands. On motion by Langenbeck seconded by LeBard the demands as approved by the Finance Committee be ordered paid, was approved. Foster & Kleiser On motion by Seabridge seconded by Langenbeck that Adv.Co. sign at 52 acres. the City Clerk be authorized to write to Foster and Kleiser Advertising Company to negotiate with the City of Huntington Beach for some form of rental basis covering the outdoor advertising sign located on the 52 acres, was approved.
