MINUTES Council Chamber, City Hall Huntington Beach, California Monday, November 14, 1949 Mayor Greer called the City Council of the City of Huntington Beach to order at 7:30 otclock P.M. Councilmen present: Wood, Seabridge, Langenbeck, Greer. Councilman absent: LeBard On motion by Seabridge seconded by Wood the application for license to conduct the business of general building contractor by Richard B. White, 8172 East 18th Street, Westminster, was granted. On motion by Langenbeck seconded by Seabridge the appli- cation of Jesse Dickinson for business license to conduct the business of taxicab service in Huntington Beach, was granted, subject to filing with the City Clerk the required insurance or bonds as required by Ordinance No. 492. On motion by Langenbeck seconded by Wood Firemanst Fund Indemnity Bond #L101899 for John M. Golds, plumbing contractor, was approved. On motion by Seabridge seconded by Wood that the City of Huntington Beach renew the garbage disposal contract between the City of Huntington Beach and Dr. C. E. Price and Sons for a period of three (3) years commencing as of December 1, 1949, on the same terms and conditions as contained in the present con- tract, was approved. On motion by Langenbeck seconded by Seabridge that the City Attorney be authorized to prepare a contract to renew the present contract for a term of three years commencing as of December 1, 1949,between the City of Huntington Beach and Dr. C. E. Price and Sons, and said terms to be on the same basis as contained in the present contract, was approved. Ordinance No. 553, an ordinance of the City Council of. the City of Huntington Beach, California setting the fee for connecting with sewer lines and providing penalty for violation thereof was given its second and final reading by reference and on motion by Langenbeck seconded by Wood Ordinance No. 553 was passed and adopted by the following roll call: AYES: Wood, Seabridge, Langenbeck, Greer NOES: None ABSENT: LeBard 1 1 10 40 1 1 n 40 14 Page #2. Minutes - November 14, 1949 Ord. #554 The City Clerk gave Ordinance No. 554, an ordinance of Control of Mun. Pier the City of Huntington Beach, California, amending Ordinance No. 344, entitled an ordinance providing for the control and supervision of the public wharf or pier at the foot of Main Street in the City of Huntington Beach and regulating its use as amended, its second reading by reference, and on motion by Seabridge seconded by Wood Ordinance No. 554 was passed and adopted by the following roll call: AYES: Wood, Seabridge, Langenbeck, Greer NOES: None ABSENT: LeBard Resurfacing The City Clerk read a communication from the City Engi- Magnolia, et al to J. J. neer reporting to the City Council that he had analyzed the Swigart bids for the resurfacing of Acacia, Magnolia Avenues, et al, and found the bid of John J. Swigart Company to be the lowest responsible bid. J.J.Swigart - On motion by Wood seconded by Langenbeck that John J. Contract Swigart Company be awarded the contract for .the resurfacing of Acacia, Magnolia Avenues, et al, and all other bids be rejected, was approved. Improvement The City Clerk read a letter received from the City to Mun.Pier • Engineer submitting to the City Council for their considera- tion and approval plans and specifications for certain improve- ment to the Municipal Pier and noted that the necessary electri- cal and lighting work is to be done by the City of Huntington Beach with its own forces and it is not included as part of the proposed contract, and that the estimated cost of the improve- ments on the Municipal Pier itemized as follows: 1. For the removal of existing and the recon- struction of the deck as shown on the plans, a lump sum cost of - $� 81,037.38 2. Gunite repairs to the concrete portion of ♦ the pier - 5,400.00 3. Electrical wiring and lighting - 6000.00 4. Unforseen extra work - 29000.00 5. Engineering and inspection - 1,296.57 TOTAL - $ 96, 034.35 On motion by Seabridge seconded by Langenbeck that the specifications and special provisions for the repair of the Municipal Pier and deck in the City of Huntington Beach, Cali- fornia, as prepared by the City Engineer be approved as submitted, was approved. 6 Page #3. Warren Com- to have contract for impr. to pang, Engineers, stating they had reviewed the structural design pier. for the reconstruction of the Huntington Beach Pier and that the drawings and specifications of the City Engineer are clear and in sufficient detail for the purpose of entering into a.contract for the reconstruction. Reso. 1997, The Clerk read Resolution No. 1097, a resolution of the , wage scale for pier impr. City of Huntington Beach establishing the general prevailing rate of per diem wages for each craft or type of workman or mechanic need in the repair of the Municipal Pier and deck in the City of Huntington Beach, California. Mayor Greer asked if there was anyone in the audience that had any objections to the general prevailing rates of per diem wages as contained in Resolution No. 1097 just read. The City Engineer stated that in his opinion the prevailing rates of per diem wages as contained in the Resolution were in accordance with the prevailing rates in this locality. On motion by Seabridge seconded by Langenbeck Resolution No. 1097 was passed and adopted by the following -roll call: AYES: Wood, Seabridge, Langenbeck, Greer NOES: None ABSENT: LeBard On motion by Langenbeck seconded by Seabridge that the City Clerk be authorized to advertise in the Huntington Beach News on November' 17th and November 24th, 1949, for bids for the repair of the Municipal Pier and deck in the City of Huntington Beach, Cali- fornia, in accordance with the specifications and special provisions presented by the City Engineer and adopted by the City Council and said bids.to be opened on Monday, December 5th, 1949, at 8:00 otclock P.M., was -approved. C. of C. The City Clerk read a letter from the Chamber of Commerce Xmas decorations & shrine. of Huntington Beach, California, requesting the City Council to set aside the budgeted amount of $1,000.00 for Christmas Tree Deco- rations and the $400.00 budgeted for the Christmas Shrine and said budgeted items be set aside to help defray the expenses of the Annual Christmas Event. On motion by Seabridge seconded by Wood that the request of the Chamber of Commerce for the budgeted amounts of $1,000.00 for. Christmas Tree Decorations and kOO.00 for the Christmas Shrine be appropriated and that the %%00.00 for the Christmas Shrine and the $1,000.00 for Christmas Tree Decorations be accounted for and a 15 !► Page ' #4. Porter Sesnon On motion by Langenbeck seconded by Seabridge that the Drlg. bond cancelled. License Bond No. 47655 of the Firemans+ Fund Indemnity Company covering the drilling bond on well located on Lot 10, Block 315, for Porter Sesnon as the well had not been drilled and liability under the bond be cancelled, was approved as recom- mended by the City Engineer. Concession On motion by Wood seconded by Seabridge that the con - rentals on pier modified cession rental agreements between the City of Huntington during repairs Beach and Wood, Allen, Clutter and Walker, operating on the Huntington Beach Municipal Pier be modified in order that no rents will be charged during the period of re -construction or repair of the Municipal Pier, and that the City Clerk be authorized to place a notice in the Huntington Beach News notifying the public of closing the Pier for repairs, was approved. Agreement. the Talbert Drainage District, Board -of Directors, in response to their notification of March 15, 1949 to the City of Hunting- ton jb= Beach terminating on the first day of April, 195'0, the agreement entered into with the City of Huntington Beach and the Talbert Drainage District, apertaining to the carrying of effluent from the sewage treatment plant through the pipe lines of the Talbert Drainage District. Mayor Greer called a recess at 8:25 o'clock P.M. Mayor Greer called the City Council to order at 9:02 o'clock P.M. On motion by Langenbeck seconded by Wood the meeting of the City Council -of the City of Huntington Beach adjourned.
