Monday, December 19, 1949
Mayor Greer called the City Council of the City of
Huntington Beach to order at 7:30 o'clock P.M.
Members present: LeBard, Wood,Seabridge, Langenbeck, Greer
Members absent: None
Applications On motion by Wood seconded by Le0ard the following
for license:
applications for license to conduct business in the City of
Huntington Beach, was granted:
Donaldson Glass Company, 2135 W. 15th Street, Long Beach 13,
California, wholesale glass, wheel -tax.
Alamitos Termite & Fungus Repair Company, 4581 Green Avenue,
Los Alamitos, California, termite control.
Morgan Linen Service, 408 No. Birch Street, Santa Ana, Cali-
fornia, linen service.
White Wholesale Company, 121 Linden Avenue, Long Beach, Cali-
fornia, tobaccos and candy, wheel -tax.
Pacific 'American Oil Company, 1241 E. Burnett Street, Long
Beach, California, oil well production service.
Twentieth Century Lites, Inc., servicing and installation of
neon displays.
Pacific Neon Lite, P. 0. Box 444, Costa Mesa, California, neon
signs contractor.
Mrs. Leo A. Carey, 311 Grant Street, Santa Ana, California,
retail candy store, at 104 Main Street.
Clean-up On motion by Seabridge seconded by Wood that the re -
bond - O.L.
Bolton quest of Chris H. King for release of liability under Bond
#324058 of Glens Falls Insurance Company for 0. L. Bolton cover-
ing well Lambert #1, on Lots 26 and 28, Block 321, Huntington
Beach, in lieu of blanket bond #963241, Indemnity Insurance Com-
pany of North America, which includes Bonds #324058, was approved.
Clean-up On motion by Langenbeck seconded by Seabridge that the
bond -
Bernstein recommendation of Harry A. Overmyer, City Engineer, for release
of liability of clean-up bond covering well of Sam Bernstein,
located on Lots 1 and 3. Block 213, Huntington Beach, was ap-
proved.
D.R,J ohnson The City Clerk .read communication from D. M. Blossom,
services -
terminated Chief of Police, advising the City Council that the services
of Officer Delmar R.Johnson, with the Police Department as a

special officer, working during vacations, terminated as of
December 15, 1949•
Ted Bartlett- On motion by Langenbeck seconded by Seabridge that the
request dirt
strip on Ocean request of Ted W. Bartlett, President of the Huntington Beach
Ave. be disced
Chamber of Commerce, requesting that the City Council consider
the cleaning -up of Ocean Avenue, from Ninth Street to the
Westerly city limits, more specifically the dirt strip on the
Ocean side of Ocean Avenue, should be disced, as was the case
last year, be referred to the Streets and Parks Committee, was
approved:
Diehl & Co. The City Clerk read a letter from Diehl and Company,
Quarterly -Audit
Certified Public Accountants, reporting to the City Council
that the quarterly examination of the accounts and records of
the City of Huntington Beach for a three months period ending
September 30, 1949, has been completed in accordance with past
audit procedure.
T.B.Talbert - The City Clerk read a letter received from T. B. Talbert,
offer to buy
portion of real estate operator of 219 Main Street,advising the City Council
52 acres
that he has a client who has made an offer of $6,000.00 cash for
the purchase of the triangular piece of property in the northwest
corner of the city owned 52 acres, and enclosed a check in the
amount of $600.00 in evidence of good faith and requested the
City Council to consider the sale of the property and to furnish
a grant deed and policy of title and insurance, showing the prop-
erty free and clear of all incumberances except the usual reser-
vations and restrictions.
Talbert offer
On motion by Seabridge seconded by LeBard that the

of T. B. Talbert of $6, 000.00 cash for the purchase of the
tri-
angular piece -in the northwest corner of the city owned 52
acres,
be rejected inasmuch as the City has spent approximately $7,000.00
to fill the -tract, and instructed the City Clerk to return
the
deposit to T. B. Talbert and to thank him for his interest
in de-
siring to purchase the property, was approved.
Contract -
On motion by L_angenbeck seconded by Seabridge that
the
Shannahan, Inc.
City Attorney be instructed to prepare a contract between
the
City of Huntington Beach and Shannahan, Incorporated, for
the
contract awarded for the repair of the Municipal Pier and
Deck,
authorized
and/the City Clerk and Mayor to execute the contract, was
approved.

Bonds of On motion by Seabridge seconded by Wood that the faith-

ful performance and labor and material bonds of the General
.Casualty Company of America in behalf of Shannahan, Incorporated,
and approved for form by the City Attorney, be accepted, was
approved.
Demands On motion by LeBard seconded by Wood that the demands
as approved by the Finance Committee be ordered paid, was
approved.
Right of way On motion by Langenbeck seconded by Seabridge that
maps -
Huntington the City Engineer be instructed to prepare the necessary maps
Avenue
covering the right of way required for the prolongation of
Huntington Avenue from Atlanta Avenue to Coast Highway #101,
as shown on the portion of Streets and Highways Maps adopted
by the City Council and instructed the City Attorney to pre-
pare the grant deeds covering the right of way necessary in
accordance with map to be prepared by the City Engineer for
the prolongation of Huntington Avenue from Atlanta Avenue to
Highway #101, was -approved.
Public hear= Mayor Greer announced that this was the date and hour
ing -'Amend.
Distr.Ord. for the public hearing to be held by the City Council of the
City of Huntington Beach as published in the Huntington Beach
News, December 8th, 1949, relative to the question of amend-
ing the Districting Ordinance in certain particulars.
No protests The City Clerk reported that there had been no verbal
or written protests received regarding the question of amend-
ing the Districting Ordinance in certain particulars.
Hearing Mayor Greer asked if there was anyone in the audience
closed
that wished to discuss or protest the question of amending
the District Ordinance in certain particulars, as published
in the Huntington Beach News, December 8th, 1949. There
being no protest filed or made by anyone in the audience the
Mayor declared the hearing closed.
Ord.#556- On motion by Langenbeck seconded by LeBard that the
first reading
Amends Distr. City Clerk make the first reading of Ordinance No. 556, an
Ord.
ordinance amending Ordinance No. 495, the Districting Ordi-
nance of the City of Huntington Beach, California, was
approved.

City of Huntington Beach, California, entitled an ordinance of
the City of Huntington Beach, California, establishing dis-
tricts within the City of Huntington Beach and describing
regulations governing the use of land, the use and heights of
buildings and structures, the open spaces around said build-
ings and structures and the proportion of lots which may be
covered in the various districts, prohibiting certain uses
and certain types of buildings and structures in certain dis-
tricts, adopting a map of said districts, describing and de-
fining certain terms used herein and providing for the enforce-
ment of amending hereof, repealing certain ordinances or parts
of ordinances which may conflict herewith and -describing the
penalty for violation hereof, its first reading.
County Tax On motion by Langenbeck seconded by Wood that the City
delinquent lots
Attorney and the Administrative Officer be authorized to check
into the County records and prepare the necessary information
and costs to acquire the County interests in tax delinquent
lots in the City of'Huntington Beach, for the purpose of pur-
chasing the County interests, and report their findings to
the City Council, was approved.
City Council to On motion by Langenbeck seconded by Seabridge that the
meet with Recr.
Commission City Clerk contact the Recreation Commission of the City of
Huntington Beach and make arrangements for the City Council to
meet with the Recreation Commission at an ear;y date, was
approved.
J.J .Swigart Co. City Engineer Overmyer reported to the City Council
resurfacing
that the John J. Swigart Company had made an informal quota-
tion for the plant -mix resurfacing of Lincoln to Memphis from
Huntington Avenue at $4.00 per ton and Lake to Alabama from
Memphis at $4.95 per ton. On motion by Langenbeck seconded by
Seabridge that the City Engineer be authorized to proceed with
the plant mix surfacing in accordancd with proposal of the
John J. Swigart Company for the plant -mix surfacing of Lincoln
to Memphis from Huntington Avenue and Lake to Alabama from
Memphis, was approved.

On motion by LeBard seconded by Langenbeck the regu-
lar meeting of the City Council of the City of Huntington
Beach adjourned.
