Chairman Kaufman called the meeting of the
Planning Commission of the City of Huntington Beach to
order at 7:30 o'clock P.M.
Members present: Kettler, Pyle, Kaufman, Hinshaw,

and Consultant Parks
Members absent: Hamann, Overmyer
Minutes
The minutes of the Planning Commission of the
City of Huntington Beach for the month of December,
1949, as transcribed and mailed to the members were
approved.

Consultant Parks presented a map of the City
of Huntington Beach and discussed the density study of

the City of Huntington Beach and its population and
future.trends and outlined the procedure used to arrive
at the population factors.

The Secretary stated that there had been no verbal or
written communications.received for or against the pro-
posed Master Plan of Streets and Highways. There was

the adoption of a Master Plan of Streets and Highways
for the City of Huntington Beach. Chairman Kaufman de-
clared the hearing closed.

no one in the audience present when the Chairman asked
if anyone had any comments to make for or against the
proposed adoption of a general comprehensive land use
plan for the City of Huntington Beach as advertised in
the Huntington Beach News, December 29, 1949•

Cons.Parks, - Consultant Parks called to the attention of the

included in a statement and placed on the general plan
of land use for the City of Huntington Beach. Consultant
Parks then read a statement, a policy on anticipated
changes.
On motion by Hinshaw seconded by Kettler that
the text of the Statement of Policy on Anticipated Changes
as presented by Consultant Parks be included on the map
of the general plan of land uses in the City of Huntington
Beach, was approved.
WM.Procter-• Wm. Procter, Recreation Director for the City of
playgrounds$untington Beach, appeared before the Commission and out-
lined plans for the expansion of the City Recreation pro-
gram and the athletic program and stated that their present
concern was to provide playground's for youngsters, and said
playgrounds to ,be. located in various parts of the City, and
asked the assistance of the Planning Commission to nelp with
that program.'.The Commissioners requested Wm. Procter to
outline on City maps the number of playgrounds and locations
of those proposed playgrounds, and to submit th em,to the
Commission for further study.
Blighted A_ general discussion was held on the re -develop -
areas. ment problems within the City covering the blighted areas.
Three areas wer e` outlined on a City map of the City ' of
Huntington Beach'in which conditions were found indicating
the existence of blighted areas. The Commissioners. re-
commended that.the map showing those areas be attached and
made a part of th in the City of
Huntington Beach.
Reso.#21 The Secretary read Resolution No. 21, a resolution
Population proposing adoption of a statement of standards of population
density. density as a section of the Master Plan,.and setting a
date for a hearing in the matter. On motion by Kettler
seconded by Hinshaw Resolution No. 21 was passed and
adopted by the following roll calls
AYES: Kettler, Pyle, Kaufman, Hinshaw, Tovatt, Overacker,
Henricksen.
NOES: None.
ABSENTS Hamann, Overmyer.

meeting of the Planning Commission of the City of
Huntington Beach adjourned.
