Monday, February 6, 1950
In the absence of Mayor Greer the City Clerk called
the meeting of the City Council of the City -of Huntington
Beach to order at 7:30 o'clock P.M.

motion by
Wood seconded by LeBard the minutes for

the month of January,
1950 were approved as transcribed and
furnished to the members of the City Council.
Hearing - Chairman pro-tem Seabridge announced that this was the
proposed
annexation hour and date set for the hearing covered by Resolution #1099,
as published in the Huntington Beach News, January 19, and
January 26, 1950, covering proposal to annex certain uninhabited
and contiguous territory to the City of Huntington Beach. The
City Clerk reported that there had been no verbal or written
protests received at the City Hall on the proposed annexation.
Chairman pro-tem Seabridge asked if there was anyone in the
audience that wished to speak for or against the proposed annex-
ation as advertised for hearing.
State Lands Mr. F. H. Horteck, a representative of the State Lands
Commission
Commission appeared before the City Council and read a letter
addressed to the City Council from the State Lands Commission
in which they stated that the State of California is the owner
of tide and submerged lands below the high water mark on the
coast of California extending seaward to the marginal belt and
understood that the area proposed to be annexed lies entirely
within the lands thus described as owned by the State of Cali-
fornia., and assuming that no questions of ownership are involved
in the procedure the State Lands Commission office opposes no
objection to the proposed annexation.
Chairman pro-tem Seabridge declared the hearing cover-
ing the proposed annexation of certain uninhabited and con-
tiguous territory to said City closed.
Ordinance On motion by LeBard seconded by Wood that the City
covering

proposed annexation as outlined in Resolution No. 1099, was
approved.

Monthly The -City Clerk read the monthly reports for the month of

ton Beach to Thomas W. Reviea. The City Clerk read the application by
letter of Thomas W. Reviea for permit to operate one taxi -cab in the

quirements of Ordinance No. 492 of the City of'Huntington Beach.
On motion by LeBard seconded by 'Wood that' the application of
Thomas W. Reviea to conduct a taxi -cab business in the City of
Huntington Beach in accordance with the application filed was
granted.
On motion by Wood seconded by LeBard the application
of Southwest Exploration Company for oil well permit to drill
a new well State 96, was granted.
On motion by LeBard seconded by Wood the application
of Southwest Exploration Company for oil well permit to drill

as required for plumbing contractors, was approved.

Bolton - On motion by LeBard seconded by Wood that the request of
blanket bond

U. S. Army - The City Clerk read the communication received from Corps
release of permit
to use alley of Engineers, United States Army, in which they stated that the

government no longer required use of the alley in Block 109, as
granted in letter permit by the City of Huntington Beach dated
December.8, 1943, and requested the City Council to authorizetthe
execution of the release forms attached. On motion by LeBard
seconded by Wood that the Mayor and the City Clerk be authorized
to execute the release as requested by the Corps of Engineers,
United States Army, covering alley in Block 109, in the City of
Huntington Beach, California, was approved.
Improvement The City Clerk read a letter received .from H. Sprenger,
of Wright St.
by County Road Commissioner of the County of Orange, stating that the County
is considering the improvement of Wright Street and Brookhurst
Avenue as a connection between the Santa Ana Parkway and the Ocean
Front, and as the proposed roadway is partially financed by Federal
Aid Secondary Funds and has the tentative approval of the Public
Roads Administration, and since the matter was first discussed an
annexation by the City of Huntington Beach has put a portion of
this construction inside the City limits and if this route is im-
proved it will be necessary for the City and the County to vo rk out
a comprehensive agreement, and would be.very glad to discuss the
matter with any committee or individual the City Council sees fit to
appoint. _

Chairman pro-tem Seabridge referred the request of
Harold Sprenger, Road Commissioner of the County of Orange, to
the Streets and Parks Committee.
C.Phillips- The.:City Clerk read a request from Calvin Phillips re -

renewal of questing the City Council to consider renewing the lease agree -

ment he has with the City for washing machineslocated in the
Municipal Trailer Park.. The request of Calvin Phillips was
referred to the Beach and Pier Committee by Chairman Pro-tem
Seabridge..
Sam'Bernstein- The City Clerk read a request from Sam Bernstein from
drilling bond
the Bernstein Petroleum Company requesting release of liabil-
ity under drilling.. b.ond.cov.ering Well located upon Lots 1 and 2,
Block 213, H B. Tract, and that said well had been abandoned.
Chairman pro-tem Seabridge referred the request of Sam Bernstein
to the City Engineer for study and report.
Lions -Club of The,City Clerk read a -communication received from W.
H.B. to sponsor '
carnival on C. Stanley, president of the Lions Club of Huntington Beach
4th of July
stating that the Huntington Beach Lions Club with the Joseph
Rodman Post #133 American Legion, and the Veterans of Foreign
Wars propose. to sponsor, a carnival -over the Fourth of July
! holidays, and -in the event that the proposed blacktopping by
the City of Huntington. Beach of .a parking area on -the beach
is completed by that time they would like to set up the carni-
val there.. On motion by LeBard seconded by.Wood that the re-
quest of W. C. Stanley,. President of the Lions Club of Hunting-
ton Beach be permitted to hold a carnival over the .Fourth of
July holidays. as outlined in the request as read by the City
Clerk and said carnival operations meets with the safety re-
quirements and.precautions as required by the Chief of Police
�. and the Fire Chief of the City of Huntington. Beach, was
approved.
Demands On motion by LeBard seconded by Wood that the demands
as approved by the Finance Committee be ordered paid, was
approved-.:
Church of R. B. Davis, Pastor of the Church of Christ, Hunting -
Christ - site
to -'build new ton Beach, California, appeared before the City Council and

stated they were looking for a site to build a new church and
asked the City Council to consider selling to them certain city
tax deeded.lots located in -Block 813, Wesley Park Tract, and

also stated that it would require.a variance or permission from
the City Council'to build on this particular location if the
lots were sold to the Church of Christ. Chairman pro-tem Sea -
bridge advised Mr. R. B. Davis, Pastor of the Church of Christ
to appear before the regular meeting of the Planning Commission
of the City of Huntington Beach to be heid-on February 16, 1950
at 700 ofclock P. M. to d1scuss his problems with the commis-
sion.
Reso.#1102- The City Clerk read Resolution No. 1102, a resolution
accepting deed
to property of the City Council of the City of Huntington Beach, California,
accepting deed to certain property and authorizing the record-
ing of said deed. On motion by LeBard seconded by Wood, Reso-
lution No. 1102 was passed and adopted by the following roll
call:

Purchase 1/25th
The City Attorney, Ray H. Overacker, reported to the
int.in Lot 6,
Block 813
Cit9 Council.that the owners of the 1/25th interest in Lots 6,
Block 813, Wesley Park Section had accepted a total purchase
offer of the City of $25.00 for the entire 1/25th interest. On
motion by LeBard.seconded by Wood that the Mayor and the City
Clerk be authorized to approve the payment of $5.00 to each of
the owners for their 1/10th individual interest in Lot 6, Block
813, Wesley Park Section in accordance with -the offer made by
the City of Huntington Beach, was approved.

The City Clerk read Resolution No. 1103, a resolution
accepting deed
to property
of the City Council of the City of Huntington Beach, California
accepting deed to certain property and authorizing the record-
ing of said deed. On motion by Wood seconded by LeBard Resol-

The City Clerk read an application to the County Tax
Collector to purchase certain properties which have been deeded.
to both the State of California and the County of Orange for
non-payment of taxes. On motion by LeBard seconded by Wood that
the Mayor and the City Clerk be authorized to execute the appli-
cation, wa.s...passed and adopted by the following -roll call:

The City Clerk presented and read an agreement between
the Board of Supervisors and the City of Huntington Beach to
purchase certain properties which have been deeded to both the
State of California and the County of Orange for non-payment of
taxes. Onmotionby LeBard seconded.by Wood the City Council
approved the making of said agreement and the Mayor and the City
Clerk were authorized to execute the said agreement for and on
behalf of said City. Passed and adopted by the following roll
call:

Municipal Trailer Park to new location in the Trailer Park as
outlined by Lem Berry, Manager of the Municipal Trailer Park,

Remove curbing ..On motion by Lebard Seconded by Wood that the City

area in the Municipal Trailer Park as outlined by Lem Berry,

Progress of City Engineer_, Harry Overmyer, reported -to the.. City
repairs to
pier Council on the progress of the major repairs to the.pier and
stated that due to the condition of the piling it would require
a considerable greater removal of -concrete than first examina-
tions revealed and would naturally increase the cost
of
the
guniting over and above the estimate as presented.

City Engineer, Harry Overmyer, reported that
the

ical toilet building that was constructed and placed
on
the
Municipal Pier was destroyed by the recent storm and
the
loss
of the structure was covered -by insurance.
