Councilmen present; LeBard, Seabridge, Langenbeck Councilmen absent: Wood, Greer On motion by Seabridge seconded by LeBard that Council- man Langenbeck be appointed Mayor pro-tem in the"'absence of Mayor Greer, was approved..' W.Fiery- On motion by Seabridge seconded by LeBard that the request cut curb of Warren Firey for permission to cut the curb at 1112 Olive Ave- nue; Huntington Beach, for driveway purposes,was granted, subject to the supervision of the City Engineer, Bonds- On motion by LeBard seconded by Seabridge that the request S.R.H.Oil Co. of Chris King for release of bonds #324188 and #324190 of the Glens Falls Indemnity Company for the S. R. H. Oil Company in lieu of bonds filed for bonds #456007 and #456006, covering the S. R. H. Oil Company Well #1, on Lots 13 and 15, Block 421, H. B. Tract, was approved. Bond- On motion by Seabridge seconded by LeBard that the request O.L.Bolton of Chris H. King in behalf of 0. L. Bolton for the release of Glens Falls Indemnity Company Bond. #324418 covering the Mize Well #3, located on Lots 10 and 12, Block 320, H. B. Tract, in lieu of Blanket Bond #963241 of the Indemnity Insurance Company of North America on File, was approved. Bond- On motion by Seabridge seconded by LeBard that the drilling S.Bernstein bond covering the Sam Bernstein well located on Lots 1 and 3, Block 213, H. B. Tract, be terminated as the well had been abandoned in accordance with report of City Engineer Harry A. Overmyer, was granted. Reso.#1105 The City Clerk read Resolution No. 1105, a resolution re- Impr.l7th St. questing allocation of County Gas Tax Monies for the improvement of Seventeenth Street. Reso. 1107 The City Clerk read Resolution No. 1107, a resolution Sewers of the City of Huntington Beach establishing the general pre- vailing rate of per diem wages for each craft or type of work- man or mechanic needed in the construction and installation of e sanitary sewers in Blocks 1013, 1113, 1114, and 1214, Wesley Park Tract, in the City of Huntington Beach. On motion by Seabridge seconded by LeBard Resolution No. 1107 was passed and adopted by the following roll call: AYES: LeBard, Seabridge, Langenbeck NOES: None ABSENT: Wood, Greer Advertise On motion by LeBard seconded by Seabridge that.the for bids - Sewers Mayor and the City Clerk be authorized to advertise for bids for the construction and installation of sanitary sewers in Blocks 1013, 1113, 1114, and 1214, Wesley Park Tract in the City of Huntington Beach and said notice inviting sealed bids be advertised in the Huntington Beach News on February 23rd, ! 1950 and March 2nd, 1950 and bids to be opened in the City Council Chambers of the City Hall, Huntington Beach, Cali- fornia, at the hour of 8:00 ofclock P.M. on March 20th, 1950, was approved. Light Stan- The City Clerk'read the details presented by Harry A. dards-Pier Overmyer, City Engineer, showing the detailed drawing of the proposed design of light standards to,be used on the Municipal Pier and the price quoted by the Pacific Union Metal Company for the thirty (30) concrete light standards and the thirty M (30) General Electric form 101-D Luminaires, at a total cost delivered and erected on the prepared lamp standards for the amount of $30,705.00. On motion by LeBard seconded by Sea - bridge that the Administrative Officer be authorized to pur- chase the light standards and luminaires as shown on the blue- print drawing and as recommended by the City Engineer, was approved. , Ord• #558 The City Clerk gave Ordinance No. 558, an ordinance annexation of the City Council of the City of Huntington Beach, Cali- fornia, annexing certain uninhabited and contiguous territory to said City its first reading. s Page #4 Minutes - February 20, 1950 Agreement- On motion by LeBar d seconded by Seabridge that the Mayor Library Building and the City Clerk be authorized to execute the agreement between the City of Huntington Beach and the Architect firm of McClellan, MacDonald and Markwith of Los Angeles, for architect's professional services covering the necessary conferences, the preparation of pre- liminary studies, working drawings, specifications, large scale and full size detail drawings, the drafting of forms and proposals and contracts, to cover the reinforced concrete library building con- taining approximately 8,000 square feet to be built in the City of Huntington Beach, California, was approved, subject to additional wording in Clause 5 of the agreement to read as follows; The City of Huntington Beach may supervise the inspection of the work or may hire a qualified inspector. Amer.Legion- Mr. J. Stebbins appeared before the City Council and stated Trailer at head of Pier that he was representing the American Legion and said that the Amer- ican Legion was conducting a safety campaign during Safety -Week and asked that the City Council give them permission to place a trailer at the head of the Municipal Pier and said trailer to hold an ex- hibit covering safety and also requested that the Greyhound Lines be asked to make arrangements for a different method of dropping pas- sengers.. off at the Coast Highway. On motion by LeBard seconded by Seabridge that the request of J. B. Stebbins on behalf of the Amer- ican Legion for permission to place a trailer at the head of the Municipal Pier ,for the purpose of a safety exhibit was approved sub- ject to the recommendation of the Chief of Police. Draper- Mr. Draper appeared before the City Council and stated that Right-of- way he had purchased property located between Indianapolis and Hartford Street on Florida Avenue and would dedicate 30 feet of right-of-way on Florida between Indianapolis and Hartford Streets for street pur- poses in exchange for three (3) sewer connection permits by the City. Mayor pro-tem Langenbeck referred the request of Mr. Draper to the City Council for further study and report. Walker- Mrs. Walker, wife of Mr. Walker who has the bait concession renewal of conc.lease on the Municipal Pier appeared before the City Council and requested in behalf of her husband for renewal of the bait concession lease on the Municipal Pier. Mayor pro-tem Langenbeck referred the request to the Beach and Pier Committee. Agreement- The City Clerk read an agreement between the Huntington H.B.Co. - golf course Beach Company and the City of Huntington Beach covering the change VCJ Page #5 Minutes - February 20, 1950 in provisions of the termination of the original lease between the Huntington Beach Company and the City of Huntington Beach on the Golf Course property which changes the provisions of the termination of the lease from one-year written notice to two - years. On motion by Seabridge seconded by LeBard that the Mayor and the City Clerk be authorized to execute the agreement be- tween the Huntington Beach Company and the City of Huntington Beach providing for the extension of time for termination of the agreement dated the 8th day of November, 1949, covering permission to operate a golf course upon certain lands, from one year to two years, was approved. O.L.Bolton- The City Clerk read a communication from 0. L. Bolton sub -surface survey Company covering a report and plan of sub -surface survey by Eastman Oil Survey Corporation, covering the last well drilled by 0. L. Bolton Company, and made note that each of the seven- teen wells were drilled strictly in accordance with the regu- lations as provided by Ordinance No. 418, and in lieu of these surveys and conditions in which the wells were drilled they re- quest that the City Council give earnest consideration and pass a resolution which will effect an amendment or modification of Ordinance No. 418, to permit release of the drilling bonds now in effect. Mayor pro-tem Langenbeck referred the subject re- quest of the 0. L. Bolton Company to the Oil Committee of the City Council for study and report as to possible amendment to Ordinance No. 418. Gasoline The City Clerk presented informal bids received from Bids the following companies, to furnish gasoline to the City of Huntington Beach for the period February 16, 1950 to February 16, 1951: Stevens Oil Company Union 0il Company Troutman & Shulz Socal Oil and Refining Co. « Richfield Oil Corporation Van Oil Company Socal - On motion by LeBard seconded by Seabridge that the Gasoline Contract Socal Oil & Refining Company be awarded the contract to fur- nish the City of Huntington Beach gasoline requirements for the period February 16, 1950 to February 16, 1951 in accord- ance with their proposal based on the price subject to increase or decrease of posted prices, was approved. Addition of The City Clerk read a communication from Harry A. classifica- tions Overmyer, City Engineer, requesting the City Council to eon- sider certain addition of classifications to be added to ,Page - #6 Minutes - February 20, 1950 salary Ordinance No. 535, as follows: Classification: Truck driver, Range 17. C,lassification,: Electricians' Assistant, Range 19. The request for additional classifications to be added.to salary Ordi- nance No. 535 was tabled for further study. Bus Benches The request of the Gospel Lighthouse Book Store of Long Beach to place concrete bus benches to advertise -Sunday School and Church supplies in various locations in the City of Huntington Beach was referred to the Streets and Parks Committee. Roadway - The City Clerk presented to the City Council a preliminary between -A St. and Pier sketch by City Engineer Harry A. Overmyer, indicating location of the proposed surfaced road on the beach. front together with the estimate of cost of surfacing. 'The cost for the proposed roadway between -A- Street and the Municipal Pier as' outlined in red on the sketch to be $4,830.00, the portion lying westerly of the pier out- lined in yellow on the sketch estimated to be $3,432.50 and the prices as estimated are exclusive of any cost to obtain right-of- ways or crossings at the Pacific Electric Lines. On motion by LeBard seconded by Seabridge that the City Engineer be authorized to proceed with the installation of the roadway between -A= Street and the Municipal Pier on the beach as outlined on the sketch sub- mitted and estimated cost to be $4,830.00 was approved. Demands An motion by LeBard seconded by Seabridge the demands as approved by the Finance Committee be ordered paid, was approved. Master Plan The City Clerk presented to the City Council a certified of Sts. & Highways master plan of streets and highways as adopted by the Planning Commission of the City of Huntington Beach on January 19, 19509 following a public hearing. On motion by LeBard seconded by Sea - bridge that the City Clerk,be authorized to advertise for a public hearing on the Master Plan of Streets and Highways as adopted and certified to the City Council and said hearing to be held at 8:30 o1clock P.M. on March 20, 1950 in the Council'Chambers of the City Hall, Huntington Beach, California, was approved. General Plan The City Clerk presented to the City Council the general of Land Use plan of land use for the City of Huntington Beach as adopted and certified by the Planning Commission to the City Council after a public hearing was held. On.motion by LeBard seconded by Seabridge that the City Clerk be authorized to advertise for a public hearing on the General Plan of Land Use for the City of Huntington Beach as adopted by the Planning Commission of the City of Huntington Beach, California, and certified to the City Council and said hearing to 0 lJ 1 4 1 A 39 Page. # 7' Minutes - February 20, be held at 8:45 o'clock P.M. on March 20th, 1950 in the Council Chambers of.the City Hall, Huntington Beach, California, was approved. Statement of The City Clerk presented a statement of standards of Stand. of Population population density as a section of the Master Plan as adopted. Density and certified by the Planning Commission to the City Council of the City of Huntington Beach, California, after a public hearing was held. On motion by Seabridge seconded by LeBard that. the City Clerk be authorized to advertise for a public hearing on the Standards of Population Density Statement as adopted and certified to the City Council of the City of Hun- tington Beach, California, and said hearing to be held at 9:00 o'clock P.M. on March 20th, 1950 in the Council Chamber of the City Hall, Huntington Beach, California, was approved. Purchase On motion by LeBard seconded by Seabridge that the Fresno Administrative Officer be authorized' to purchase a twenty series Fresno,, twenty-two (22) cubic feet capacity to be used for beach cleaning purposes was approved. Stop Sign On motion by LeBard seconded by Seabridge that the 23r d & Orange City Attorney be instructed to amend the City of Huntington Beach traffic ordinance to provide for a stop sign at the northeast side of the intersection of 23rd Street at Orange Avenue, was approved. Curbs - On motion by Seabridge seconded by'LeBard that the Calif .Ave. City Engineer be authorized to proceed with the construction of curbs and gutters on California Avenue between Hartford and Knoxville Streets, was approved. City exempt On motion by LeBard seconded by Seabridge that the from taxes - fire pro- City Council of th e.City of Huntington Beach be in favor of textion being exempt from taxes on structural fire protection in the County areas, was approved. City Judge On motion by LeBard seconded by Seabridge that the salary- _ change salary of the City Judge be raised from Bracket "A" $150.00 to'Bracket "C" 0200.00 in accordance with salary range pro- vided in Ordinance No. 498, an ordinance of the City of Huntington Beach and said change to be effective April 15th, 1950, was approved. Street On motion by. Seabridge seconded by LeBard that Lem Lights at Tr .Park Berry, Manager of the Municipal Trailer Park be authorized to request the Southern California Edison Company to install six additional street lights as required in the Municipal 1950 Trailer Park, was approved.
