Councilmen present: LeBard, Wood, Seabridge, Langenbeck, Greer Councilmen absent: None On motion by Seabridge seconded by Wood that the minutes for the month of February, 1950, subject to changing the minutes of February 20, 1950 to read that Mayor pro -tern Langenbeck appointed Councilman Seabridge to serve on the Finance Committee in lieu of Councilman Langenbeck serving as Mayor pro -tam, was approved. The City Clerk read the monthly reports for the month of February, 1950, of the City Treasurer, City Clerk Chief of Police, City Judge, City Engineer, and Manager of the Municipal Trailer Park. On motion by LeBard seconded by Wood that the monthly reports for the month of February, 1950 as read by the City Clerk be received and ordered filed, was approved. Business On motion by Wood seconded by LeBard the following Licenses applications for license to conduct business in the City of Huntington Beach were granted: Steverson Brothers Company, 508 12th Street, to conduct the business of dumping rotary mud, at southwest corner of Cannery and Hamilton. Wm. A. Bryant, 222 8th St., to conduct the business of watch and clock repair shop at 225 Main Street. Waldron Advertising Company, 1053 Lincoln Avenue, San Jose, California, to conduct the business of outdoor advertising. John Bello, 218'5th Street, to conduct the business of cleaners at 218 5th Street.. Angelo B. Mollica, 409 Alabama Avenue, to conduct the business of service station at 5th and Main Streets. Goodbar Outdoor Advertising of Los Angeles, California, to conduct the business of outdoor advertising. Southern Outdoor Advertising Company, 215 San Fernando Road, Los Angeles, California, to conduct the business of outdoor advertising. William W. Minutes - March 6, 1950 Ed Grace Co.- On motion by Langenbeck seconded by Seabridge that the bond of Bond the Maryland Casualty Company, No. 940343-C for Ed Grace Company, Inc., plumbing, heating and ventilating contractor, was approved. Atlantic Oil On motion by LeBard seconded by Seabridge that the drill - Co. -Bond ing bond of the Fidelity and Deposit Company, No. 5072586 for the Robert C. Thomas -Bond New Well - Standard Oil Co. B-134 Signal Oil Co.,. Metal Sign Alley -Block 1014 WP H.B.Co. Block 1014 Cleanup Atlantic Oil Company in lieu of H. C. Morton bond on Lots 21-23, Block 422, as required under Ordinance No.418 was approved. On motion by Seabridge seconded by LeBard that the Bond of the Pacific Indemnity Company for Robert C. Thomas, electrical contractor, required under Ordinance No. 228 was approved. On motion by Wood seconded by LeBard that the application of Standard Oil Company of California for oil well permit to drill a new well, Huntington B-134, located on the east side of Main Street, was granted. On motion by LeBard seconded by Wood that the application of Signal Oil Company for application for building permit to erect a metal sign with electric lights at 416 5th Street, Huntington Beach, was granted. On motion by Seabridge seconded by LeBard that in accord- ance with the recommendations of the Streets and Patks Committee the City Engineer be instructed to proceed with the construction of the alley for Block 1014, Wesley Park Tract, was approved. The City Clerk read a communication received from the Hun- tington Beach Company calling to the attention of the City Council that the operators of the two wells located on west half of Block 1014, facing Main Street, have allowed oil and water to practi- cally ruin the surface of the east half of Block 1014 and which necessitates the Huntington Beach Company to expend considerable money to clean up their property and recondition the land for build- ing homes and they desire assurance from the City of Huntington Beach that the alley running north and south through the block will be properly conditioned and at the same time no further approachment of oil or water from the two wells will continue, and if they can receive assurance that the oil and water from the two wells will be abated the Huntington Beach Company will proceed immediately with the reconditioning of their lots on the east half of Block 1014, Wesley Park Tract. On motion by Seabridge seconded by Langenbeck that the City Attorney be instructed to inform the operators, of the two wells located on the west half of Block 1014, Wesley Park Page #3. Minutes - March 6, 1950 tract, the requirements of City Ordinances regarding oil and waste water disposal, was approved. Entenza and Gramer City Clerk read a communication received from Entenza and Gramer that they would be.willing to accept $1500.00 cash for the interest of Myron L. McKeever and Entenza and Gramer in Lots 1, 2 and 3. Block 813, Wesley Park Tract. On motion by Langenbeck seconded by Wood that the Administrative Officer be instructed to offer Entenza and Gramer and Myron L. McKeever $750.00 cash for the 2/3 interest of Myron L. McKeever and the 1/3 interest of Entenza in lots 1, 2 and 3, Block.813, Wesley Park Tract, was approved. Roger B. On motion by Seabridge seconded by Langenbeck that the Hosmer-Cut Curb request of Roger R. Hosmer for permission to out the curbing for driveway purposes at 6th and Ocean, location Texaco Service Station, was granted subject to supervision of work by the City Engineer. Ruth Rohrig- The request of Ruth Rohrig of 410 Hartford Street re- 30' for street purposes questing the City to open England Avenue in Block 2505, in the Eastside Villa Tract, for dedication of thirty feet of the prop- erty for street purposes, was referred to the Streets and Parks Committee for study and report. Ord.#558- ✓ The City Clerk gave Ordinance No. 558, "An Ordinance Annexing Territory of the City Council of the City of Huntington Beach annexing certain uninhabited and contiguous territory to said City by reference" and on motion by Langenbeck seconded by Seabridge Ordinance No. 558 was passed and adopted by the following roll call: AYES: LeBard, Wood, Seabridge, Langenbeck, Greer NOES: None ABSENT: None Ord.#559- The City Clerk gave Ordinance No. 559, an ordinance of Traffic r the City Council of the City of Huntington Beach amending Ordi- nance No. 322 of said City, entitled "An Ordinance of the City Council of the City of Huntington Beach relating to and regula- ting traffic upon the public streets of the City of Huntington Beach and repealing all ordinances inconsistent herewith as amended" its first reading. Rental Waived- On motion by Seabridge seconded by LeBard that the rental Municipal Pier be waived for the month of April, 1950, on the lease concessions operated on the Municipal Pier to -wit: H. B. Walker, Sylvia 0. Clutter, Hazel Allen, and P. L. and Genevieve Wood, was approved. Page #4. Minutes - March 6, 1950 Grace Greer- On motion by LeBard seconded by Wood that in accordance with Perm. Ilrpl. recommendations of the City Clerk that Grace Greer, a temporary em- ployee, be employed regularly commending as of March 1, 1950 in Range 15, Bracket "A", salary $184.00 per month as per Salary Ordinance No. 535, was approved. Dwight Clapp- On motion by Langenbeck seconded by Wood that the Mayor and Extension of Orig. Agree. the City Clerk be authorized to sign the agreement between the City of Huntington Beach and Dwight K. Clapp covering the extension of the original agreement, dated April 21, 1947, until the 31st day of December, 1951, inclusive, was approved. Hazel Allen- On motion by LeBard seconded by Wood that the Mayor and the Extension of Orig. Agree. City Clerk be authorized to execute the agreement between the City of Huntington Beach and Hazel Allen extending the original agreement until December 31, 1951, inclusive, subject to changing the name of the permittee from Hazel Allen to Gus D. Allen, was approved. P.L. & G. On motion by LeBard seconded by Seabridge that the Mayor and Wood.- Ext. of the City Clerk be authorized to execute an agreement between the Orig. Agree. City of Huntington Beach and P. L. And Genevieve Wood, extending the original agreement until December 31, 1951 inclusive, was approved. Sylvia 0. On motion by Seabridge seconded by Wood that the Mayor and Clutter-Ext. of Orig. the City Clerk be authorized to execute the agreement between the Agreement City of Huntington Beach and Sylvia 0. Clutter extending the orig- anal agreement until December 31, 1951, inclusive, was approved. Calvin On motion by LeBard seconded by Seabridge that the Mayor Phillips- Ext. of and the City Clerk be authorized to execute the agreement between Orig. Agree. the City of Huntington Beach and Calvin Phillips extending the orig- anal agreement until December 31, 1951, inclusive, was approved. Brewster & On motion by Seabridge seconded by Wood that the Mayor and Irvine- Ext. of the City Clerk be authorized to execute the agreement between Virgil Original Agreement E. Brewster and Joe Irvine extending the original agreement until December 31, 1951 inclusive, subject to the includion of an addi- tional tram to the Trailer Park was approved. Melvin Jones, son-in-law of H. B. Walker, appeared before the City Council and requested in behalf of his father-in-law what the status of the renewal of lease of agreement between the City of Huntington Beach and H. B. Walker was at this time. C. Knisley- C. Knisley at 608 Joliet Street, appeared before the City Proper Drainage Council and stated that the water conjestion at that street due to the poor grading should be rectified at this time by removing the 44 Page #5 • Minutes - March 6, 1950 old drain pipe and adjusting the grade and replacing a drain pipe in order to get proper drainage on that street. The matter was referred to the Streets and Parks Committee. Recess Mayor Greer declared a recess of the City Council at 8:40 P. M- Mayor Greer called the City Council to order at 9:05 P.M. Lighthouse On motion by Langenbeck seconded by Seabridge in accord - Gospel Book Store ance with the recommendations of the Streets and Parks 'Committee the Lighthouse Gospel Book Store be granted to place bus benches made of concrete supports and wood to advertise Sunday School and Church supplies and that said locations of bus benches to be determined by the City Engineer was approved. City Owned On motion by Seabridge seconded by Langenbeck that the Tax Deeded Lots City Clerk be instructed to advertise City owned tax deeded lots in the Huntington Beach News on*March 9th and 16th, 1950, in accordance with the appraisal prices set by the committee on the lots as listed and presented by the City Attorney at the previous regular meeting of the City Council and said lots to be sold at public auction at the regular,meeting of the City Council on March 20, 1950, at 9:15 P.M. and said lots to be sold under the same provisions as the lots offered at a previous sale, was approved. Demands On motion by Langenbeck seconded by flood that the demands as approved by the Finance Committee be ordered paid was approved. Amos Anshutz- On motion by LeBard seconded by Seabridge that the City Settlement of Acet. Attorney and the City Clerk be authorized to make a compromise with Amos Anshutz to settle the amount he owes from the conces- sion agreement located on the beach at the westerly section of the Municipal Trailer Park and said compromise deal to be subject to lb Adjournment Page A.
