Chairman Kaufman called the
regular meeting of the Planning -
Commission of the
City of Huntington Beach to order at 7:30 o'clock P.M.

Kaufman, Overmyer,
Overacker, Hinshaw, Kettler, Pyle,
Tovatt, Henricksen
and 6onsultant Parks.
Members absent:
Hamann.
Minutes
Minutes
for the month of February, 1950 were approved as mailed
to members of the
Commission.
Ted Bartlett The Secretary read the application for Conditional Exception
Gond.Except. filed by Ted W. Bartlett for permissbn to erect a service station on the
Pacific Electric Land Company property located in the S 1 zone at the
southeast entrance of the Municipal Trailer Park.
Hearing On motion by Hinshaw seconded by Tovatt that the secretary'bu)
be instructed to advertise for a hearing on the application of Ted W*
Bartlett and said hearing to be held at 7:30 P.M. Thursday, March 30,
1950 and the secretary be further instructed to notify the State Highway
Department the nature and location of the proposed service station,
was approved.
V.Spaulding The Secretary read the application for Conditional Exception
Cond.Except. filed by Vern Spaulding for permission to erect a building to house a
bait and tackle store on the Pacific Electric Land Company property
located at the southeast entrance of the State Beach Park on Highway 101.
• Hearing On motion by Hinshaw seconded by Kettler that the secretary be
instructed to advertise for a hearing on the application of Vern Spaulding
and said hearing to be held at 7:45 P.M. Thursday, March 30, 1950, and the
secretary be further instructed to notify the State Highway Department
the nature and location of the proposed bhit and tackle store building,
was approved.
Procter -'
Wm. Procter, Recreation Director of the City of Huntington Beach,
Recr.Dept.
appeared before the Commissioners and introduced Arvid Pauley, State
Recr.Program.
Recreation Specialist, and Frank Rohrig, Chairman of the Recreation
Commission. Mr. Procter presented a folder to each member of the
Commission which contained a map of the City upon which"as indicated with
area numbers and a schedule was attached describing the purpose of each
area shown on the map. Mr. Procter reviewed the long range recreation
program proposed for the City.

Arvid Pauley addressed the Commissioners and stated that his
Pauley
survey of the Recreation facilities of the Cily and his recommendations
would be given to the City in about sixty days.

for further information.

Blighted City Attorney, Ray Overacker, reported to the Commissioners
Areas. on the research hg was requested to make as to the possibility of using
procedure other than the Redevelopment Act to clean up blighted areas.
He cited several cases that were decided by the courts on attractive
nuisances and said actions were unsuccessful in the abatement of said
-nuisances. Attorney Overacker stated that he is of the opinion that
the use of the Redevelopment Act is the only legal instrument to use
to clean up blighted areas.
Cons.Parks Cpnsultant Parks presented tentative plans covering Culture
and Recreqtion and Zone Study of Annexed Area.
On motion by Hinshaw seconded -by Overacker the regular meeting
of -the Planning Commission of the City of Huntington Beach was
adjourned until Thursday, 7:30 P.M. March 30, 1950.
