Members present: Overacker, Pyles, Kettler, Hinshaw, Henricksen, Kaufman, Tovatt and • Consultant Parks Members absent: Hamann, Overmyer Public _ The Chairman announced that this was the date set Hearing - for the public hearing as advertised in the Huntington Ted W. Beach News on the conditional exception filed by Ted W. Bartlett Bartlett for permission to erect a service station on the Pacific Electrid Land Company property located at the _ southeast entrance to the Municipal Trailer Park on High- way #101. The Secretary reported that no oral or written opinions had been -filed for or against the request of Ted W. Bartlett for a conditional exception to erect a service • station. Attorney Carr of the Pacific Electric Land Company appeared before the Commission and stated their position and general plans for the development of their strip of right-of-way between the Pacific Electric Railroad Tracks and Highway #101. The conditional exception filed by Ted W. Bartlett was discussed in general by the committee and many suggested requirements for use of the parcel of property involved for this filling station was suggested. There -being no fur- ther comments for or against the request of Ted W. Bartlett • for 'variance the Chairman declared the hearing closed. C: 1 • On motion by Kettler seconded by Hinshaw that the Planning Commission of the City of Huntington Beach recom- mend to the City Council that the conditional exception filed by Ted W. Bartlett for variance to erect a service station on the Pacific Electric Land Company property located at the southeast entrance to the Municipal Trailer Park on Highway #101 be granted subject to the following conditions: 1. The.building shall be so placed on the lot that any flood or spotlight so located or constructed as not to seriously impair the view of the Coast Blvd. by motorists using said highway. 2. Curbs shall be built along all street frontages except driveways,'and such curbs and driveways shall be built in accordance with established grade and specifica- tions of the State Division of Highways. 3. All ground area not covered by building shall either be paved or landscaped at the time.of construction of building. 4. All signs and supports shall be on private property and no sign shall exceed fifty square feet in area. 5. The lease plot shall extend 25 feet further to the southeast than shown on the map attached to the appli- cation making a total of 305 feet. u Page #2. Public The Chairman announced that this was the date and Hearing - hour set for the public hearing as published in the Hunting - Verne ton Beach News for the conditional exception for variance Spaulding filed by Verne Dwight Spaulding for permission to erect a building to house a bait and tackle enterprise upon a parcel of land of the Pacific Electric Land Company located at the southeast entrance to the State Beach Park at Highway ##101. The Secretary announced that he had received no written or oral opinions for or against the request of Verne Dwight Spaulding for permission to erect a building to house a bait and tackle enterprise on the Pacific Elec- tric Land Company property at the southeast entrance to the State Beach ark ,at Highway ##101. Verne Spaulding appeared 8efor,e the Planning Com- mission and explained the general layout as per architec- tural sketch presented, of the building he intended to build and of the items to be stored in the fenced area and the nature of the products he would sel-1. The Chair- man read suggested requirements and conditions made by the Commissioners and Consultant Parks for the erection and operation of the enterprise. Wm. Gallienne of the Chamber of Commerce of 'the City of Huntington Beach' appeared before the Commissioners and spoke about the organizations that have opposed the former application of Verne Spaulding for a location of an old bait stand building that came up pre- vious before the Commission and asked that the Commissioners take into the accnuht the nature of the b si e s that should go on the Pacific Electric Land Company' KaT t the enter- prises should be -consistent and required to conform to good development. There being -no further comments for or against the request of Verne Dwight Spaulding for a bait and tackle store on the Pacific Electric Land Company property, the Chairman declared the hearing closed. On motion by Hinshaw'seconded by Tovatt that the Planning Commission of the City of Huntington Beach recom- mend to the City Council that the -conditional exception for variance as requested by Verne Dwight Spaulding to erect and operate a bait and tackle store on. the Pacific Electric Land Company property located at the southeast entrance to the State Beach Park at Highway ##101 be granted subject to the following conditions: 1. That the building shall be in conf6rmity with plans submitted with application, as to size, number of stories and design, and shall be approximately same color as the nearby State Park building. 12. Parking for at least six cars shall be pro- vided for at the time the.building is constructed and shall be continuously maintained. 3. Entire parking area and driveway shall be paved. Curbs shall be established along all street front- ages except driveways and both curbs and driveways shall be placed and built in accordance with established grade and specifications of the State Division of Highways. 4. Signs shall not extend more than 3 feet beyond the building and total exposed area of all signs shall not exceed 100 square feet and no sign shall exceed 25 square feet in area. 1 1 1 • • • • • 0 Page #3. All goods, wares and equipment excepting auto- mobiles and trucks shall be entirely within the enclosed area, and not placed higher than the fence around en- closure. . 6. The firewall shall be continuous and extend across the rear to the same height as the front. 7. Pence from State Beach Park entrance road not to exceed three feet six inches in height. Motion carried. Gene Bryant- Gene Bryant appeared before the Commissioners and wrecking stated that he had bought out Mr. Joe Campbell's wrecking yard yard located at Quincy Street adjacent to the railroad tracks and wished to find out what he could do to conform to the zoning requirements in order to continue operations at that location, and suggested that he would put in a 20 by 40 building to house the car parts, and *ould build a solid fence around the property and car bodies to be stored in the open areas of the leased property. The Commissioners informed him that the enterprise • according to the zoning ordinance would have to be con- ducted entirely in a building and pointed out to him that there had been presented at the City Council a petition protesting the manner in which the business had been con- ducted by the former owner, and as many new homes were being built within a block or two of his enterprise the commissioners requested that he try to locate property in an area of the City that is away from the general residence area.
