Monday, July 3, 1950
The regular meeting of the City Council of the City
of Huntington Beach was called to order by Mayor pro -tern Sea -
bridge at 7:30 o'clock P.M.
Councilmen present: Talbert, LeBard, Greer, Seabridge
Councilmen absentt Langenbeck
Mayor pro-tem Seabridge appointed Councilman Greer to
act on the Finance Committee.
Minutes On motion by LeBard seconded by Greer that the minutes
for the month of June, 1950, as transcribed and mailed to the
members of the City Council were approved as mailed.
Monthly The City Clerk read the reports of the City Treasurer
Reports
and the City Clerk, City Engineer, City Judge, Chief of Police,
Chief Lifeguard and Manager of the Municipal Trailer Park for
the month of June, 1950. On motion by LeBard seconded by Greer
that the reports for the month of June, 1950, as filed by the
department heads and read by the City Clerk be accepted and
ordered filed, was approved.
Demands On motion by LeBard seconded by Greer that the demands
as approved by the Finance Committee be paid, was approved.
Transfer On motion by Greer seconded by LeBard that the City
of Funds
Treasurer be authorized to make the following transfers of
funds as of June 30, 1950, was approved:
Transfer from General Fund to Music and Promotion -
$3,995.26
Transfer from Traffic Safety Fund to the General
Fund - $49456.50
Transfer from Special Gas Tax for Highways Fund to
General - $2,429.62
Transfer from In Lieu Motor Vehicle License Fees
Fund to General - $20p972.18
Transfer from Parking Meter Fund to General Fund -
$9,257.90
Applications On motion by LeBard seconded by Talbert the following

licenses applications for business license to conduct business in the
City of Huntington Beach, were.granted:

of peddling oranges.
Joe T. Mead, Los Angeles, California, to conduct the business
of peddling peanuts.
Wm. A. Gray, Los Angeles, California, to conduct the business
of peddling novelties.

ness of garage at 303 Main Street.

buttons.
L. L. Demit, 235 No. Fairoaks, Pasadena, California, to conduct
the business of plumbing contractor.

Surety Bond- On motion by LeBard seconded by Greer the surety bond of

State 103 oil well permit of the Southwest Exploration Company to drill a
new well State 103, was granted.

oil well permit of Southwest Exploration Company to drill a new
well State C-8, was granted.
" State 537 On motion by Talbert seconded by Greer the application
for oil well permit of Southwest Exploration Company to drill a
new well State 531, was granted.
" State J-91 On motion by Greer seconded by Talbert bhe application
for oil well permit of Southwest Exploration Company to drill a

Atlas Fireworks On motion by LeBard seconded by Talbert that the applica-

a small fireworks display at -the Huntington Beach Speedway Stadium
on the night of July 3, 1950, was granted.
Term. of liab. The request of the J. V. A. Oil Company for termination
under drlg.
bond of liability under drilling bond on City Well #1, located on Lots
21 & 23, Block 616, Huntington Beach Tract, was referred to the
City Engineer and the Oil Committee for study and report.
Public Hearing Mayor pro-tem Seabridge announced that this was the hour
1950-51 budget
8:00 P.M. for a public hearing on the proposed City of Huntington
Beach 1950-51 budget, in accordance with legal notice, published
in the Huntington Beach News, June 29, 1950. The City Clerk passed
out dittoed copies of the 1950-51 budget to persons present at
the meeting.

Audience: Mayor pro-tem Seabridge asked if there was anyone in
the audience that wished to discuss the proposed City Budget.
Dr. Kaufman appeared before the City Council and in
behalf of the Huntington Beach Planning Commission of the City
of Huntington Beach requested that the City Council give con-
sideration to including an amount in the budget for the services
of a trained planning consultant, as the Planning Commission
felt that they needed the guidance of one trained in that
field.
Dave Wilson, Accountant, appeared before the City
Council and stated that the budget was high and that it seemed
that the City budgets were progressingly increasing in amounts
each and every year, and stated that his clients were seeking
relief and that a greater review should be made of this budget
before it was accepted, and requested that additional time be
given for a detailed study of the budget.
Richard Hildebrand, addressed the Council and stated
that he would like more information and details as to the
miscellaneous revenue of the City.
Hearing There being no further comments for or against the
closed
budget from the audience, Mayor pro-tem Seabridge declared
It the hearing closed.
Agrmt.betwn. On motion by Talbert seconded by LeBard that the Mayor

& City pro-tem and the City Clerk be authorized to execute the agree-
ment between the City of Huntington Beach and A. H. Campbell,
said agreement to permit the lessee to erect garages not to
exceed five in number on City tax title lots 1 and 3. Block
41.3, Huntington Beach Tract, and rental to be $10.00 per month
starting as of July 1, 1950, was approved.
Gas Tax Alloca. The City Clerk read project agreement for the 1950-51
for 1950-51 yr.
fiscal year entered into by and between the City of Huntington

Beach and the Department of Public Works, State of California.
On motion by Greer seconded by Talbert Resolution No. 1122, a
resolution of the City Council of the City of Huntington Beach
adopting budget and approving memorandum of agreement for
expenditure of gas tax allocation for major city streets for
the fiscal year 1950-51, was passed and adopted by the follow-
ing roll call:

Municipal The request of Chris H. King,insurance agent, requesting

the City Council to consider increasing the coverage of the
Municipal Pier Insurance which expires on August 12, 1950, was
referred to the Beach and Pier Committee and the City Engineer,
for study and report.
Re -Classify On motion by Greer seconded by Talbert that the request

Re -Classify On motion by Talbert seconded by Greer that the request

provided in Ordinance No- 535, was approved. !
Bob Lively- The Clerk read the request of Bob Lively, 220* - 9th
Pavalon
Street, Huntington Beach, for the use of the Pavalon Ballroom
for four or five weeks, with the charges waived on Friday nights
for western dancing, was referred to the Beach and Pier Committee
for study and report.
Purchase On motion by Greer seconded by Talbert that the Admihi-

strative Officer be authorized to purchase one Toro Mower as
requested by the City Engineer, was approved.

ing of the City Council of the City of Huntington Beach adjourned
