Monday, July 10, 1950
Mayor Langenbeck called to order the regular adjourned
meeting of the City Council at TOO o'clock P.M.
Councilmen present: Talbert, Seabridge, Greer, Langenbeck
Councilmen absent: LeBard
Mayor Langenbeck ordered a recess in -order that the
City Council can sit as a Board of Equalization.
The City Council reconvened at 7:35 P.M.
Mayor Langenbeck appointed Councilman Greer to act
on the Finance Committee in the absence of Councilman LeBard.
Applications
On motion by Greer seconded by Seabridge the follow -

ing applications for business license to conduct business in
the City of Huntington Beach were granted:
J. B. Edmondson Company, ?942 E. Slater, Huntington Beach to
conduct the business of building contractor.
Lawrence A Mollica, 311 - 5th Street, Huntington Beach to
conduct the business of shoe repair shop at 311 - 5th Street: -
Handy Spot Incorporated, 1515 N. Alvarado Street, Los Angeles
26, California, to conduct the business of wheel -tax.
Release-
On motion by Seabridge seconded by Talbert that the

release presented by the Southern Counties Gas Company of

California releasing the Southern Counties Gas Company of
California, its successors and assigns, its employees and agents
from all claims, demands and cause of action of every character
whatsoever arising from or growing out of all loss and damages
sustained by it on or about the 18th day of April, 1950, by
reason ofz'damage to lamp standard at 2nd and Walnut.Streets,
Huntington Beach, California, for and in consideration to the
City of Huntington Beach the sum of $165.12' and the Mayor and
the City Clerk be authorized to execute the release, was
approved.
Claim Schumacher On motion by Greer seconded by Talbert that the notice
vs City, settled
of the Pacific Indemnity Company advising the City that the
law suit filed in connection with the claim of Anna G.
Schumacher vs the City of Huntington Beach has been disposed
of by compromise settlement, was accepted and ordered filed.
Star Housemovers On motion by Talbert seconded by Seabridge that the
bond
housemovers bond filed by the Hartford Accident Indemnity
Company with the City of Huntington Beach for the Star House -
movers Incorporated, Los Angeles, California, be accepted was
approved.

Co. of.Orange, On motion by Seabridge seconded by Talbert that the
lifeguard
services Mayor and the City Clerk be authorized to execute the agree -
went between the County of Orange and the City of Huntington
Beach covering lifeguard service .for the Fiscal Year 1950-51,
subject to approval for form by the City. Attorney, was
approved'.
Florence The City Clerk read a communication received from
Robinson
Florence Robinson thanking the City Council for the Luncheons
served at Lake Park on July 4th, 1950, to the participants
in the parade. The City Clerk was instructed to forward a'
letter of thanks to Florence Robinson.
Demands On motion by Talbert seconded by Seabridge the demands
as approved by the Finance ,Committee be .ordered paid, was
approved.
Suits against City Attorney, C. A. Bauer, announced to the City

Signal Oil Co. Council that two suits have been filed against the City, one

by the Signal Oil Company and one by the Southwest Explora-
tion Company in conjunction with the State Attorney and said
law suits affecting the recent annexation of the City of
of the ocean area contiguous to the City of Huntington Beach
Huntington Beach/and running to -Sunset Beach, and that ho
would have more detail to report on the substance of the law
suits at the next regular meeting of the City Council. !
On motion'by Greer seconded by Talbert that the re-

quest of J.V.A. Oil Company of Huntington'Beach, California,
requesting the release of liability under drilling bond in
accordance with Section 3 of Ordinance 560 of the City of
Huntington Beach be granted as recommended by the Oil Committee,
was approved.
Bob Lively- On motion by Greer seconded by Talbert that the
request for
Pavalon denied request of Bob Lively of Huntington Beach asking for the use
of the Pavalon Ballroom for.. four or five weeks with the charges
waived, be denied as r ecommerided by the Beach and Pier Committee,
was approved.
Pier ins. On motion by Greer seconded by Talbert that the wind,
wave, collision and.allision coverage on the Municipal Pier be
renewed on August 12, 1950, at the present coverage of $104,000.00
value, and to request Chris H. King, agent, to have Lloyds of
London office review the condition of the pier in the light of
the recent major repairs, for a possible reduction in ratep was
approved.

1950-51 Mayor Langenbeck.asked if there was anyone in the
Budget
audience that wished to mak-e any comments on the proposed
1950-51 City of Huntington Beach budget.as the discussion
had been continued from the previous meeting.
Fred Hermann Fred Hermann of Huntington Beach, appeared before
the City Council and requested information. on various sec-
tions of the budget as'to certain -salaries within the Police
Department, Fire,Department,. City Engineerts Office, City
Clerk's Office, Recreation operation and questions regard-
ing the comparative amount of the budget between various
cities in Orange County and Huntington Beach. -The questions
pointed at the members of the City Council by Fred Hermann
were clearly answered.
Planning . The Council members agreed to replace in the Planning
Consultant
Commission department budget the sum of $1,200.00 to cover
Talbert

salaries for a Planning Consultant that had been previously
deducted.
On motion by Talbert that the 1950-51 proposed budget
for the City of Huntington Beach be adopted in the amount of
$656,359.00, which included a proposed deduction of $10,000.00
from the Recreation Department, died due to the lack of a
second.
On motion by Seabridge seconded by Langenbeck that
the City of Huntington Beach proposed 1950-51 budget be
passe& and adopted in the sum.of $677,559.00, exclusive of
the proposed new Library building, which will be financed
from -the City's government bonds on hand, was approved.
Councilman Talbert voting in the negative.
On motion by Greer seconded by Seabridge that the
Dodge li ton truck with Garwood low mounted hoist dual -cylin-
der, Model D-55 and rubbish body with drop frame of truck
7 inches to 9 inches depending upon truck chassis, all in
accordance with details of informal bid presented by the
Roy Bryant. Motor Company be purchased in the total sxm of
$3,595.33, was approved.
Mayor Langenbeck ordered a'recess of the City
Council at 9:15 P.M -
