Councilmen present: Talbert, LeBard, Seabridge, Langenbeck Councilmen absent: Greer Minutes On motion by LeBard seconded by Talbert, minutes of the City Council for the month of August, 1950, as recorded, transcribed and -forwarded to the Councilmen, were approved. Monthly On -motion -by Talbert seconded by Seabridge reports Reports of the City Clerk, City Treasurer, City Collector, Chief of Police, Fire Chief, City Engineer, Chief Difeguard, Manager of Trailer Park, and the Recreation Department were approved and ordered filed. Public Hearing Mayor Langenbeck announced that this was the hour, terminate drlg. bonds-0. L. 7:45 P.M. set for public hearing relative to application of Bolton Co. 0. L. Bolton Company toterminate drilling bonds filed with application for oil well permits under requirements of Ordi- nance No. 418, as amended. The requirements of Ordinance No. 560 having been met the Drilling Bonds covering the 8 wells were ordered re- leased, in accordance with the findings of the hearing, on motion by Talbert seconded by LeBard. Grannis, D. parking meters C. and a letter signed by Vernon Bushway, Ray Dolan and John Dolan requesting installation of parking meters on 5th Street from Ocean Avenue to Olive Avenue. The matter was referred to the Police and Fire Committee for investigation and report. Fire Chief- Request of Fire Chief Higgins for permission.to purchase purchase new fire hose fire hose in the amount of $1,000.00, as budgeted,. was approved by the Police and Fire Committee. On motion by LeBard seconded by Talbert, purchase was authori2ed. Gunderson- The Clerk read a letter from George and Stella Gunderson removal of trees requesting permission to remove troublesome trees Prom parkway at 108 Olive Street. The matter was referred to the Streets and Parks Committee for investigation and report. 1Notice of The Clerk notified the Council of cancellation of cancel.ins.- Reviea, taxi. insurance as carried by Thomas W.'Reviea, taxicabs, now out of business. Harpold- The written request of Mrs. E. D. Harpold, asking to survey be reimbursed in the amount of $27.00 paid for survey of Lots 21 and 22, Block 911 and.Lots 16 and 18, Block 813, Wesley Park Tract, because delivery of the lots could not be made, was referred to the Real Estate Committee. Bids - fill Mayor Langenbeck announced that this was the time, dirt 8:00 P.M., for opening sealed bids, as called for, for the furnishing and delivery of approximately 25,000 cubic yards of dirt in accordance with specifications on file. Two bids had been received -and were opened by the ,City Clerk as follows. - A. H. Famularo, Contractor, 2740 W. First Street, Santa Ana, California - for furnishing approximate- ly 25000 cubic yards of earth material for fill. purposes in the City of Huntington Beach 0 $.60 per cubic'yard. Robert R. "are, 3509 La Calede Avenue, Los Angeles, California - to furnish and place.appr oximately 25000 cubic yards of fill dirt as per request for bids @ $.78 per cubic yard. Famularo, Con- tractor, in accordance with bid and specifications. ,Adv.for,sealed On motion by Seabridge seconded by LeBard the clerk bids-17th st. was instructed to advertise for sealed bids for the improve- ment of 17th Street in the City of Huntington Beach in ac- cordance with plans and specifications on file in the office of the City Clerk and City Engineer, and the time, 8:00 o'clock P.M. on October 2, 1950, was set as the time and date for opening said bids. Deed from H.B. 'The -City Attorney reported that he was holding deed Co.-Ext.of Huntington Ave. from Huntington Beach Company of certain land for the exten- sion of Huntington Avenue until a definite description of the street could be worked out. Annexation to Mayor Langenbeck reported for Committee to Negotiate Metro.Water District for Annexation to Metropolitan Water District that tentative arrangements to annex all Test Orange County, not already in the District, under certain conditions was discussed and the City of Huntington Beach to be a party -to this. Delegate, On motion by LeBard seconded by Talbert the City Attorney was instructed to prepare a resolution instructing a delegate from the City of Huntington Beach to ask for specific terms in the matter of annexation to the Metropoli- ton Water District. 'Mayor Langenbeck at this time asked if any one in the audience had any matter to bring before the Council. M.'Higgins Minnie Higgins, 505 Lake Street, spoke of the need of a fire ordinance and of her fear of fire because of hay storage barn on property adjacent to her home. The matter was referred to the Fire and Police Committee. Discussion on Led by Wm. Houston, 2221-Main Street, several of the Airport audience spoke in favor of the City improving and further developing the Airport. Mr. R. M. Elliott of the high School spoke of the need for airport in connection with course of High School Aeronautics. Councilman Talbert gave results of investigations of Airport Committee of the Council. 'Secretary Gallienne of the Chamber of Commerce reported as to investigations of Air- port Committee of that organization. Prop.#1- Mayor Langenbeck called the Council's attention to Nov.ballot Pers.Prop.Tax Pr,opoaition #1 on the November ballot, which if approved by 00 Page #4. He asked that the Finance Committee review with the City Clerk as to its effect on city -budget for this year, and to review the' possibility of raising money from other sources to offset the loss. On motion by Talbert seconded by LeBard the City Attorney was instructed to work with the Airport Committee and with Georgianna Garrish to work out a mutual cancellation agree - went of the lease between the City and Georgianna Garrish. The Clerk gave first reading to' Ordinance No. 5 64, an ordinance amending Ordinance No. 434- The Clerk gave. first reading to Ordinance No. 565, an ordinance amending Ordinance No. 344- The Clerk read letter from City Engineer Overmyer sub- mitting for approval the plans and specifications for the con- struction of a Public Library Building in the City of Hunting- ton Beach. On motion by Seabridge seconded by Talbert said plans and specifications were approved and adopted. On motion by Seabridge seconded by LeBard Resolution No. 1128, setting wage scale for construction of Public Library Building, was passed and adopted by the following roll call: AYES: Councilmen: Talbert, LeBard, Seabridge, Langenbeck NOES: Councilmen: None ABSENT: Councilmen: Greer On motion by Talbert seconded by, Seabridge the Clerk was instructed to advertise for sealed bids for the construc- tion of the Public Library Building in accordance with plans and specifications on file in the City Clerk's and City Engineer's offices, the bids to be opened at 8430 P.M. October 2, 1950. On motion by Talbert seconded by Seabridge demands as approved by the Finance. Committee were ordered paid. On motion by Seabridge seconded by Talbert the City Engineer was instructed to proceed with construction of curbs and gutters on Knoxville Street from California Avenue to Hampshire Avenue. On motion by Seabridge seconded by LeBard the City Engineer was authorized to submit plans and specifications for the improvement of Indianapolis Street. On motion by LeBard seconded by Talbert the Streets and Parks Committee and the City Attorney were instructed to work out details for acquiring alley in Block 103, Vista Del Mar Tract. t. Page #5. Quiet title, 17-19,. 813 WP Meeting- Met.Water District It was suggested by the City Attorney that in ac- quiring property for streets and alleys that the City should get title reports. The City Attorney reported as to progress of suit with Southwest Exploration Company. On motion by LeBard seconded by Seabridge the City Attorney was instructed to proceed to quiet title on Lots 17 and 19, Block 813 Wesley Park Tract, purchased at auc- tion by .Orville Hanson. Mayor Langenbeck notified the City'Council of meet- ing in the matter of annexation to Metropolitan Water Dist- rict to be held at Council Chambers, City Hall, this City, at 7:50 P,.M., Wednesday, September 6, 1950, On motion by Seabridge seconded by LeBard the Council adjourned.
