Councilmen present: Talbert, Seabridge; Greer, Langenbeek Councilmen absent: LeBard Minutes On motion by Seabridge seconded by Greer the minutes of the City Council for the month of September, 1950, as recorded, transcribed and forwarded to the members of the City Council, were approved. Mayor Langenbeck appointed Councilman Greer to the Finance Committee in the absence of Councilman LeBard, Monthly On motion by Seabridge seconded by Greer the reports Reports of the City Clerk, City Treasurer, City Collector, Chief of Police, Fire Chief, City Engineer, Manager of Trailer Park, Chief Lifeguard, Director of Recreation Department, and the City Judge were approved and ordered filed. New Well-Std. On motion by Greer seconded by Talbert the applica- oil-Hunt B-135 tion for oil well permit of Standard Oil Company of California to drill a new well, Hunt B-135, located on the west side of 23rd Street was granted. Sowest Fxpl. On motion by Talbert seconded by Greer the applica- State J-110 tion for oil well permit of Southwest Exploration Company to drill a new well State J-110, was granted. Sowest Expl. On motion by Greer seconded by Talbert the applica- State J -79 tion for oil well permit of Southwest Exploration Company to drill-4--new well State J-79, was granted. Robert Eader On motion by Seabridge seconded by Greer that the laborer - monthly payroll recommendation of Harry Overmyer, City Engineer, requesting that Robert Eader be placed on the regular monthly payroll as laborer, Classification 16 "A", salary *193.00 per month, and effective October 1, 19504 was approved. L. C. Dapn - On motion by Seabridge seconded by Talbert the re- cut curb quest of Lynn C. Dunn, 101 Indianapolis Street for permission to out the curb for driveway purposes at 901 Alabama, was granted, and the removal to be subject to the supervision of the City Engineer. Fire Dept. - The Clerk read the request of the members of the Putting greens at 6th and Huntington Beach Fire Department requesting permission to Magnolia retain the putting green :located`_ on: the side; oi' the old 84, _- Page2. Minutes October 2, 1950 horseshoe court located at 6th and Magnolia, because the Recreation Center at 17th & Orange has plans to take over the putting greens as well as the little clubhouse. The City Council discussed the request of the Huntington Beach Fire Department for permission to retain the putting greens located on the side of the, old horseshoe court at Sixth and Magnolia and decided the, use of the putting greens shall be guided by the minutes of the previous action taken when the Horseshoe Club was turned over to the Recreation Department. Claim -T Arthur The Clerk read the claim for damages against the City.;of .S. Henderson Huntington Beach filed by E. A. Henderson guardian ad litem for claimant Arthur S. Henderson of 905 Delaware Avenue, Huntington Beach, California, and said claim in the amount of $50,'000.00 for injuries which resultied in 'partial loss of the right hand caused by an explosion that took place at or near Lot 5, Block 1004, Vista Del Mar Tract in the City of Huntington Beach on or about the 15th day of July, 1950. On motion by Talbert seconded by Greer that the claim of E. A. Henderson for Arthur S. Henderson be turned over to the City Attorney, was approved. Purchase )} wall On motion by Talbert seconded by Seabridge that the City maps Administrator be authorized to purchase from the Associated Map Company of Los Angeles, four (4) sets of new wall maps covering Resurfacing - '17th Street Orange County, was approved. Mayor langenbeck announced that this was the hour 8:00 o''clock P.M. set for the .opening of the sealed bids for the re - Surfacing and installation of concrete curbs on 17th Street; as published ift .the Huntington Beach News on September 7th and 14th, 195-0. and requested the Clerk to open and read the bids. On motion by Talbert seconded by Seabridge that the demands as approved by the Finance Committee be ordered paid was approved. Mayor Langenbeck presented to the Council for con- sideration, the name of Florence Tunis, to serve on the Planning Commission for a term of two (2) years, to replace Tony Tovatt, Jr., who has resigned. On motion by Talbert seconded by Seabridge the nomination by Mayor Langenbeck of Mrs. Florence Tunis to serve on the Huntington Beach Planning Commission for a period of two (2) years was approved. The Clerk reported to the City Council that the Atlantic Oil Company has presented a corporation quit claim deed to release and quit claim to the City of Hunting- ton 13each any and all rights, title and interest in and to, the property described as Lots 9, 11; 13 and 15, Block 515, Huntington Beach Tract, which was acquired by the Atlantic Oil Company by virtue of an oil and gas lease covering the above described property dated September 22, 1947, from the City of Huntington Beach. The quit claim deed of the Atlantic Oil Company was referred to the City Attorney for examination and report. The Clerk read the Orange County Fire Chief's Association fire protection mutual aid agreement by Which the City of Huntington Beach agrees to furnish certain fire equipment for mutual aid fire service. On motion by Talbert seconded by Seabridge that the Mayor and City Clerk be authorized to execute the agreement presented by the Orange County Fire Chief's Association covering fire pro- , tection mutual aid was approved. The Clerk read the bulletin received from the League of California Cities outlin'lAg the provision of the loyalty oath for public employees and civil defense workers which was approved by the State Legislature on Sept emb er 27th, 1950. �, Page #4. Minutes - October 2, 1950 Bids - Mayor Langenbeck announced that this was the hour, 8:30 Public Library o'clock P.M. for the opening of the sealed bids received for the construction of public library building in accordance with the publication in the Huntington Beach News September,7th and 14th, 1950, and requested the City Clerk to open and read the bids re- ceived. Mun.Water Dist. The City Clerk read supplemental agreement between the Supplemental Agreement City of Huntington Beach, City of LaHabra, City of Orange, City of Placentia and the City of Seal Beach to advance further funds to jointly agree to conduct the survey for the purpose of devel- oping and forming a municipal water district in Orange County. On motion by Talbert seconded by Seabridge that the Mayor and the City Clerk be authorized to execute the supplemental agreement between the City of Huntington Beach, City of LaHabra, City of Orange, City of Placentia, and the City of Seal Beach, was approved. Gunderson - On motion by Seabridge seconded by Greer that the recom- Removal of Trees mendation of the Streets and Parks Committee to permit George and Stella Gunderson to remove some trees from the parkway at 108 Olive Avenue subject to the supervision of the City'Engineer, was granted. Quinton Engrs. On motion by Seabridge seconded by Talbert that the Survey of Airport Quinton Engineers, Ltd., of Los Angeles, be employed to make a preliminary investigation of the suitability of the present site of the Huntington Beach airport for the development of a Class 1 light plane airport as outlined on the first page of their proposal dated September 29, 1950, and said Quinton Eng- ineers, Ltd., to file their preliminary report with the City Council, was approved. 1 i 4 FJ 1 Page #5. Minutes - October 2, 1950 1 t f M Berry - Vacation Clean-up by Oil Companies Public Hearing Cancellation of Bonds On motion by Greer seconded by Seabridge that the request of L. H. Berry, Manager of the Municipal Trailer Park for a three weeks vacation starting October 8, 1950, was granted. On motion by Talbert seconded by Greer that the City Clerk be Instructed to write to the oil producing companies that have participated in the clean up of properties adja- cent to Ocean Avenue and extend the appreciation of the City Council of the City of Huntington Beach for the splendid job that has been done, was approved. Mayor Langenbeck announced that this was the hour 9:00 o'clock P.M. set for the public hearing as published in the Huntington Beach News dated September 21, 1950, for the purpose of considering a requ est for termination and cancellation of drilling bonds on producing wells located on Lots 17, 192 21 and 23, Block 622, 17th Street Section and Lots 6 and 8. Block 321,17th Street Section, The City Clerk informed the Mayor that no protests had been filed at the City Hall. Mayor Langenbeck asked if there was anyone in the audience that had any objections to the termination and cancellation of the drilling bonds. There having been no protests filed, written -or verbally, Mayor Langenbeck declared the hearing, closed., On motion by Talbert seconded by Seabridge that the request of Chas. W. Camp for termination of drilling bonds on Camp Well #27 and Camp Well #28 located on the property as described in the notice of public hearing , published in the Huntington Beach News, September 21, 1950, was granted.
