Mayor Langenbeck called the meeting of the City
Council to order at 7:30 o1c.lock P.M.
Councilmen present; Talbert, LeBar d, Seabridge, Greer,

Minutes On motion by Greer seconded by Talbert the minutes
of the City Council of the City of Huntington Beach for the
month of October, 1950, were approved as mailed by the City
Clerk.
Monthly On motion by Talbert seconded by Seabridge that the
,Reports
monthly reports of the City Treasurer and City Clerk, City
Collector, City Engineer, City Judge, Chief of Police, Fire
Chief, Manager of Municipal Trailer Park and Superintendent
of Recreation, for the month of October, 1950, as read by
the City Clerk were approved.
Airport Mr. Ray Kusche, Engineer'of the Quinton Engineers,
Ltd., appeared before the City Council and with the use of
maps made a comprehensive report, as per agreement with the
City of Huntington Beach, on the preliminary survey of the
proposed municipal airport. Mr. Ftiedland of the Civil
Aeronautics Administration of the Los Angeles Office
appeared before the City Council and complimented the
Quinton Engineers, Ltd., on the splendid report that they
had presented to the City Council and pointed out to members
of the City Council that the airport would 'require long
range planning and suggested that quick action be taken to
acquire the necessary acreage to meet the requirements of
the airport site as outlined by Kusche.

Taxi cab On motion by Seabridge seconded by Greer that the.
application of Floyd H. DeLong, 704 W. Palmyra, Orange,
to conduct the business of taxi cab in the City of Hunting-
ton Beach, was granted, subject to the filing with the
City Clerk the necessary insurance in accordance with pro-
visions of the taxi cab ordinance, was granted.

Sully -Miller - On motion by Seabridge seconded by Greer that Sully-

17th Street Miller Contracting Company be given an extension of 15 days
I. in which to complete all of the work covered by the agree-
ment between the City of Huntington Beach and Sully -Miller
Contracting Company for the improvement of 17th Street, was
approved..
Impr.Hunt.Ave.., The 'Clerk read a communication from Harry A. Overmyer,
et al - Sully -
Miller Contr. City Engineer, to the City Council reporting that he had
analyzed the bids submitted for the improvement of Huntington
Avenue, California Avenue, Delaware Avenue, Indianapolis
Street and Florida Avenue, and that his analysis disclosed
the bid of Sully -Miller Contracting Company to be the lowest
and responsible bid.
On motion by Talbert seconded by Seabridge that
Sully -Miller Contracting Company be awarded the contract
for the improvement of Huntington Avenue, California Avenue,
Delaware Avenue, Indianapolis Street and Florida Avenue, in
accordance with bid submitted and that the Mayor and the City
:Clerk be authorized to execute the contract agreement between
the City of Huntington Beach, a Municipal Corporation and
and that all other bids be rejected;

Cadillac Oil Co.- The City Clerk read a communication from Cadillac
Tax Title Lots
Oil Company to the City of Huntington Beach stating that they
are desirous in securing oil and gas leases on the following
listed City Tax Title property:
Block 515, Lots 9, 119 13, & 15, 17th Street Section.
Block 615, Lots*13 & 15, 17th Street Section.
Block 617, Lot 22, 17th Street Section.
Block 418, Lot 21, 17th Street Section

Gas & OU' lease, On. motion by Greer seconded by Seabridge that the
Cadillac Oil Co.
City Attorney in conjunction with the Oil Committee be author-
ized to prepare a gas and oil lease on the properties as
requested in the communication from the Cadillac Oil Com-
pany, between the Cadillac Oil Company and the City of
Huntington Beach for presentation to the City Council, was
approved.

Airport program On motion by Seabridge seconded by Greer that the
budget
City Clerk be authorized to execute the Department of Com-

program budget form requesting federal aid for acquiring
site and building an airport, was approved, subject to
reviews of the Airport Committee and approval prior to ex-
ecution by the City Clerk.
D. K. Jones - On motion by Greer seconded by Seabridge that the
removal of tree

near the alley of his property between 6th & 7th Streets on
Olive Avenue, was approved.
C. R. Furr - The request of Charles R. Purr for the removal of a

Public hearing- The City Clerk read notice of public hearing v&iich

drilling bond was published in the Huntington Beach News, November 2, 1950,
for -the purpose of considering a request for the termination
and cancellation of drilling bond as provided for in Sections
6 and 6A, paragraph 4, Ordinance No. 569, on producing wells
located on property as follows:
Lots 16, 18 & 20, Block 615, 17th Street Section.
Lots 17 & 19, Block 419, 17th Street Section
Lots 21 & 23, Block 419, 17th Street Section
Lots 2 & 4, Block 513, 17th Street Section'
Mayor Langenbeck asked if there was anyone in the
audience who had anything to say for or against the request
for termination of drilling bond covering wells located on
property in accordance with notice of public hearing read
by the City Clerk. There being no response Mayor Langenbeck
declared the hearing closed.
On motion by Talbert seconded by Seabridge that the
termination of drilling bonds on wells located on property
as listed and included in the notice of public hearing as
read by the City Clerk be released and terminated, was
approved-.

for termination of the clean-up bond, #323824, covering the
well owned by Charles E. Black on Lots9 & 11, Block 618,
17th Street Section was referred to the Oil Committee for
study and report.

to the City Attorney for study and report.
Off-street The request of the Huntington Beach Chamber of

Commerce that the City Council consider a study to be made
to determine the feasibility of setting up off-street
parking under the parking law of 1949, was referred to
Streets and Parks Committee.
Lighting in Lake The request of the Huntington Beach Chamber of
Par k
Commerce to consider a study made of the lighting in Lake
Park, was referred to the City Engineer as he had included
the lighting in Lake Park in*the street lighting study
that he had been instructed to make at a prior meeting.
Harry Overmyer, City Engineer, outlined to the City Council
the studies he had recently made on the necessary street
lighting requirements for the portion of the City which
had received extensive housing improvements the past year
and recommended that a total -of 11 gooseneck type on steel
poles be put in on a rental basis by the Southern California
Edison Company in accordance with the Southern California
Edison Company proposal and two additional poles with
gooseneck type fixtures be placed at Lake Park and in his
opinion would bring the street lighting requirements of
the City up to an adequate standard.
Street Lights On motion by Seabridge seconded by Greer that the
City Engineer be instructed to provide for the installation
of the street lights on a rental basis as outlined in his
report to the City Council was approved.
Lake & Acacia The request of the Huntington Beach Chamber of

On motion by Greer seconded by Talbert that the re-

viduals located at the Municipal Trailer Park was referred to
the Beach and Pier Committee for study and report.
Refund of City On motion by Seabridge seconded by LeBar d that the
taxes to Four
Square Church request of Pete Nyenhius, pastor of the Four Square Church
of Huntington Beach for refund of the City taxes on the
Church property, as they had overlooked to file the required
Church property exemption -with the City Assessor and that the
exemption be allowed if in the opinion of the City Attorney
it can be done legally, was approved.
G.E..Noll - The Clerk read a communication from Gustave E. Noll
annexation
of Los Angeles calling attention to the City Council that
the annexation of the area from the old City Limits to the
Santa Ana River was unfairly handled and as a property owner
he had not received notice of the action of the Council.
The letter was ordered filed.
D.G.Higgins - On motion by LeBard seconded by Seabridge that Bud -
Disaster Council
Higgins, Fire Chief, be appointed to represent the City of
Huntington Beach Disaster Council at the Orange County Dis-
aster Council meetings was approved.
Ord. #567- The City Clerk gave Ordinance No-.567, an ordinance
1st reading
Taxes -County of the City Council of the City of Huntington Beach,.Cali-
fornia, electing to have city taxes assessed, equalized and

collected by the County of Orange, its first reading.
Resod#1132- On motion by Greer seconded by Talbert Resolution
U.S.Say.Bonds,
New Library Bldg. No. 1132, a resolution of the City Council of the City of
Huntington Beach, California, authorizing and directing the
City Treasurer to liquidate certain United States Savings
Bonds now held by the City of Huntington Beach and deposit
the funds . so derived to the General Fund of the City of
Huntington
Beach to defray the costs of a new Municipal
Library building, was
passed and adopted by the following

Complaint - The Clerk read the complaint for false imprisonment
Joe Campbell
and malicious prosecution filed by Will H. Winston, attorney
for plaintiff, Joe Campbell, in the Superior Court in and
for the County of Orange against the City of Huntington Beach,
a Municipal Corporation, Don Blossom, Herbert Wood, Vernon
Langenbeck, Harry LeBard, Jack Greer, defendants. Attorney
Bauer made a brief report to the City Council on the nature
of the complaint and outline of proposed action that he
would pursue.
On motion by LeBard seconded by Greer that the City
Attorney be instructed to pursue a course of action on the
complaint filed by Will H. Winston, Attorney for plaintiff,
Joe Campbell,as he had outlined.
Claim - The Clerk read a claim filed with the City of Hunt -
Richard -Ferris
ington Beach, The City Council of Huntington Beach, Vernon
Langenbeck, Thomas Talbert, Jack Greer, Roy Seabridge, Harry
LeBard as members of the City Council and individually Vernon
Langenbeck, Mayor of Huntington Beach, Harry A. Overmyer,
City Engineer, and John L. Henricksen, City Clerk, said
claim with respect to damages against. the City of Hunting-
ton Beach and against each of the above mentioned persons
for injuries sustained by Richard Ferris on Sunday, the loth
day of September, 1950. On motion by Greer seconded by
Seabridge that the claim against the City of Huntington
Beach and individuals named therein be referred to the
City Attorney for the necessary action, was approved.
Agreement - On motion by Talbert seconded by Seabridge that the

under the agreement between the City of Huntington Beach
and A. H. Campbell for the use of certain lots on which he
had agreed to pay the City $10.00 per month rent, was
approved.
Public Works On motion by Talbert seconded by LeBard that the
Program
City Engineer in consultation with the Streets and Parks Com-
mittee be instructed to work up a schedule outlining a public
works program that may be needed for the City of Huntington
Beach for the fiscal year 1950-51 amd projected over a period
of five (5) years covering classifications that have already
been established by the State Allocation Board and to file
the project list with the -Senate Interim Committee, was approved.
Hearing City Attorney Bauer reported to the City Council that

a hearing was held before the State Insurance Commissioner re-
garding the Arthur Henderson claim against the City and stated
that the hearing had been continued to allow further investiga-
tion by the State Compensation Board attorney.
Tax Title Lots On motion by Talbert that all the City tax title lots
be advertised for sale and that they be sold as one parcel and
that a bond be posted by the successful bidder to clear title
of lots with the exception of those lots applied for by the
Cadillac Oil Company to lease for -oil drilling, died for lack
of a second.
Cleanup by Oil On motion by Greer seconded by Seabridge that the City
Companies
Clerk be instructed to write a letter to the Standard Oil Com-
pany of California and the Huntington Beach Company and others
that cooperated in the clean-up and made it possible for the
construction of the additional nine holes to the golf course
expressing the City's appreciation for their civic cooperation,
was approved.
Demands On motion by LeBard seconded by Talbert that the demands
as approved by the Finance Committee be ordered paid, was
approved.
On motion by Greer seconded by Seabridge the regular
meeting of the City Council of the City of Huntington Beach adjourned.
