M. • Commissioners present: Wood, Tunis, Pyles, Schryer, Kettler Commissioners absent: Kaufman, Hinshaw Others present: Consultant Parks, City Attorney Bauer, Secretary Henricksen Others absent: City Engineer Overmyer Minutes On motion by Pyles seconded by Schryer the minutes of the City Planning -Commission of the City of Huntington Beach of Tuesday, January 16, 1951 were approved as transcribed and mailed to members of the Planning Commission. John and Chairman vrood announced that this was the hour 7:30 Ovida o'clock P.M. set for the public hearing on the petition for con - Farwell - ditional exception filed by John R. Farwell and Ovida Farwell petition for owners in fee of property described as Lots 12, 14 and 16, Block cond. excep. 204, Huntington Beach Tract, for the purpose of considering a conditional exception to regulations of the districting ordi- nance to permit the use of the building located on the property for light manufacturing of parts by subcontract, used in the def- ense industry during the existence of the present emergency and requiring the installation of two small lathes. The Secretary reported that no written or verbal communications had been rec- eived for or against the petition for conditional exception in accordance with notice of public hearing published in the Huntington Beach News -on February 8,,1951 for the purpose of considering a petition for conditional exception to permit light manufacturing • in the building located on Lots 12, 11t and 16, Block 204, Huntington Beach Tract. Chairman Mood asked if there was anyone in the audience that had any statements to make for or against the petition for conditional exception of John R. Farwell and Ovida Farwell. There being no response from the audience and no written communications received for or against the petition for ccn ditional exception req- uest by John R. and Ovida Farwell, the Chairman declared the hear- ing closed. Les Oliver the lessee of the property owned by John R. and Ovida Farwell appeared before the City Council and stated that the lathes to be installed are of the turret type and there will be very little, if any, noise resulting from the manufacturing pro- cess. On motion by Schryer, seconded by Pyles, that the Planning Commission recommend to the City Council for approval the petition for conditional exception as filed by John R. Farwell and Ovida Farwell for use of the building located on Lots 12, 14 and 16, Block 284, Huntington Beach Tract, for the purpose of light manu- facturing of parts to be used in the defense industry during the existence of the present emergency and said petition for conditional exception subject to the following conditions: •_ 1. Emergency period shall end when decreed by the City Council. 2. The City of Huntington Beach will not be respon- sible for removal of manufacturing wastes, other than normal trash. • 3. That the intended use shall be limited to light machine shop cork. Set -back lines Consultant Parks read a tentative resolu- Highway #101 tion recommending set -back lines along certain portions of Coast Highway #101. On motion by Kettler, seconded by Tunis, Resolution No. 24, a resolution of the Planning Commission of the City of Huntington Beach relative to establishing set -back lines on Coast Highway ##101 be accepted as read and that the letter of trans- mittal as read by Consultant Parks to the City Council be accepted, was approved. Parks-Industr. Consultant Parks presented an industrial out - Outline line and discussed the same with the Commissioners and presented tentative suggestions. Beach Master Consultant Parks presented a tentative outline Plan for a beach master plan that could be of use to the Comnittee in developing a suggested program.
