HomeMy WebLinkAbout1951-08-21MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chamber, City Hall Huntington Beach, California Tuesday, August 21, 1951 Chairman Wood called the meeting of the Planning Commission of the City of Huntington Beach to order at 7=30 o'clock P.M. Commissioners Present: Wood, Kaufman, Kettler, Pyles, Tunis Commissioners Absent: Schryer, Hinshaw On motion by Kaufman seconded by Pyles that the min- utes for the meetings of June 26th and July 17th, 1951, be accepted as mailed by the Secretary, was approved. Chairman Wood asked if there was anyone in the aud- ience that wished to bring any matter before the Commissioners. Charles Black addressed the members present and re- gla� /fquested information about the conditions pertaining to the variance granted by the City Council upon which a public hearing was held, on the property described as Lots 3, 5, 7, and 9 in Block 1704, Tract #51, in the City of Huntington Beach. Mr. Black stated it was his understanding that the oil production restrictions on the lots had been lifted. The Commission informed him that the variance conditions recom- mended by the Commission and granted by the City Council was for production of oil from the present well located on the property and that no new construction to be permitted. Mr. Black was informed that the property owner would have to file a new application for a conditional exception and a public hearing held before the Planning Commission before any action could be taken and recommendations made to the City Council. Abandon. The procedure for the abandonment of Quincy Street Quincy formerly referred to as Wesley Street between Seventeenth St. Street and Twenty -Third Street was referred to the City Eng- ineer to ascertain if the street had been abandoned v►hen map covering Tract #260 was recorded. On motion by Pyles seconded by Kettler that the City Attorney be instructed to investigate and determine whether Quincy Street formerly known as Wesley Street between Seven- teenth Street and Twenty -Third Street has been abandoned, was approved. City Map Sherman Denny, local manager of the Huntington Beach re: Union Company appeared before the commissioners and requested that High Sch. steps be taken to correct the City map with respect to the area covered by the Union High School and its grounds and certain streets adjacent to the school as shown on the map but now part of the school property. On motion by Kettler seconded by Kaufman that the City Council be requested to instruct the City Engineer to correct and bring up to date the existing map of the City of Huntington Beach with respect to the area occupied by the Union High School and adjacent streets, was approved. Annex.Area Consultant Parks brought up the subject of the re- ad j . Santa quest of the City Council for the Planning Commission to Ana River proceed with the study of the annexed area adjacent to the Santa Ana River and Highway #39 and #101. Minutes - August 21, 1951 Attorney Bauer stated that recent positions taken by property owners in the annexed area would indicate that the present property owners of which there are but a limited number in the annexed area, have definite ideas as what the land use conditions should be. Such being the interest shown by the property owners it would be well to receive their suggestions and desires to help formulate the re- zoning of the annexed area. Master Win. Gallienne, Secretary Manager of the Chamber Plan- of Commerce appeared before the Commissioners and in - Beach quired about the Master Plan relative to the proposed Stage beach stage. The Commission informed Mr. Gallienne that they had gone as far as they could with their recommendations since a plat or section of the Master Plan had been submitted covering a general layout of the area adjacent to the Pier. The members suggested that there be incorporated in the planning of the stage a structure that could be built and added to as funds permitted and that whomever the designer may be should be given all pertinent facts as to the proposed uses of the stage. Chairman Wood requested Consultant Parks to proceed with the study of land use for the area bounded by Highways #39 and #101, First and Atlanta Streets. The Commissioners reviewed the section of the plat and profile map of the beach area prepared by the City Engineer's Office. On motion by Kaufman seconded by Pyles the meeting adjourned.
