Monday, October �2, 1951 Pursuant to adjournment of October 15, 1951, Mayor Langen- beck called the adjourned meeting of the City Council to order at 7:30 o'clock P.M. Councilmen present: LeBard, Seabridge, Talbert, Lan genbeck Councilmen absent: Greer Business On motion by LeBard seconded by Seabridge the following licenses applications for license to conduct business at City of Hunt- ington Beach were granted: Blake, Moffitt & Towne of Santa Ana, to conduct the business of wheel -tax, delivering paper goods. 404 Sam Isom, 102 Ocean Avenue, to conduct the business of service ,station and repair shop at First & Ocean. Goode Oil Company, 1016 E. 1st Street, Santa Ana, to conduct the business of gasoline and refined oil delivery. Orange County Ceramic Tile Mfg. Company, to conduct the business of ceramic tile at 201 Frankfort. Reso.1158, The City Clerk read Resolution No. 115$, a resolution of accepting easement the City Council of the City of Huntington, Beach, California, accepting easement for alley and street purposes and authorizing the recording of .said easement. ~ On motion by Talbert seconded by Seabridge Resolution No. 1158, was passed and adopted by the following roll call vote: AYES: Councilmen: Talbert, Seabridge, Langenbeck NOES: Councilmen: None ABSENT: Councilmen: Greer, LeBard Re so .1159 , The Clerk read Resolution No. 1159, a re so lut ion of the accepting quit claim City Council of the City of Huntington Beach, California, accept - ing quitclaim deed to certain property and authorizing the re- cording of same. On motion by Talbert seconded by LeBard Resolution No. D.A.V. to sell For -Get-Me-Not s i1-7-51 Notice of sale - Public Library 1160, was passed and adopted by the following roll call vote: AYES: Councilmen: Talbert, Seabridge, LeBard, Langenbeck NOES: Councilmen: None ABSENT: Councilmen: Greer On motion by Seabridge seconded by LeBard that the re- quest of the Disabled AmericanVeterans , Jack Fisher Chapter #23, Incorporated, of Santa Ana, California, for permission to sell For -Get -Me -Hots on the streets of the City of Huntington Beach far one day only, November 7, 1951, was approved. At 8:00 o'clock P.M. Mayor Langenbeck asked the Clerk to read the Notice of Sale as published in the Huntington Beach News, September 27, 1951, October 4, 1951, October 11, 1951, and October 18, 1951. The Clerk read Notice of Sale that bids will be received by the City Clerk- in the City Hall until 8:00 o'clock P.M., October 22, 1951, for the purchase of real prop- erty descrijbed as follows: Lots 20, 22, 249 26 and 28, in Block 107, Huntington Beach Tract, as shown on map recorded in Book 3, Page 36, Miscellaneous Maps, Records -of Orange County, California, subject to the covenants, conditions andrestric- tions of record and the improvements of said real property con- si,sted of two story brick building which has been used as a public library. The Mayor asked .the Clerk if any sealed bids had been received. The Clerk reported that no bids had been received up to this hour. The Mayor stated that oral bids were in order in accordance with the notice of sale and that anyone in the audience that wished to make a bid could do so at the min- imum of $15,000.00 as included in the provisions of notice of sale. Minutes - October 22, 1951 Mayor Langenbeck referred the disposition of the old pub- lic library building to the Real E state and the Finance Committee for a re -appraisal and recommendation for its disposal. Wadhams,- The Clerk read a communication from D. L:: Wadhams re- ren ewal of lease - tram questing a renewal of his lease agreement to operate the tram at the pier and to the trailer park for a period of three years or le s s . On motion by LeBard seconded by Seabridge that the recom- mendations of the Beach and Pier Committee to instruct the City Attorney to prepare a lease agreement for a .period of two years .for D. L. Wadhams to operate a tram on the pier and to the trailer park was approved. H. O'Brien- The Clerk read a communication received from Howard O'Brien conditional exception requesting the City Council to reconsider their action in denying him a conditional exception to drill an oil well on Lot9, Block 1704, Tract No. 51, and to grant said application. On motion by Seabridge seconded by LeBard that the letter of Howard O'Brien requesting reconsideration of the petition for conditional exception be ordered filed, was approved. Mrs. Rider- The Clerk read a communication from ,Mrs. A. W. Rider, hydrant 1024 - 13th 1024 -.13th Street, Huntington Beach requesting that the hydrant Street in front of her home at 1024 - 13th Street be moved down to the property line as the present. location of hydrant prevents park- ing and caring of the parkway. On. motion by Seabridge seconded by LeBard that the Southern California Water Company be requested to move the hydrant, located in front of residence at 1024 - 13th Street down to the property line at their leisure, was approved. Blanket drlg. On motion by Seabridge seconded by Talbert that the City bond -Sunset Oil Co. accept the one thousand ($1,000.00) dollars blanket drilling bond number 33-S-37221 of the Aetna Casualty & Surety Company cover- ing the eight wells, as designated in the attachment to their re- quest October 17, 1951, during the interim while the City Attorney draws up an agreement between the Sunset Oil ,Company and the City of Huntington Beach and that said blanket bond shall allow only one well to be drilled at one .time and bond to be increased when more than one well is being drilled, was approved. On motion by LeBard seconded by Seabridge that the Aetna Casualty & Surety Company blanket drilling bond No. 33-S-18141 be cancelled in lieu of the Aetna Casualty & Surety Company blanket 12 Page #5• Minutes - October 22, 1951 drilling bond 33-S-37221 filed in behalf of the Sunset oil Company, was approved. To sell 1927 The Clerk read a communication from Fire Chief Higgins, Seagrave fire truck informing the City Council that no fire equipment firms are interested in the 1927 Seagrave 400 Fire Truck and requested that the City declare it surplus and take the necessary steps to sell it. On motion by LeBard seconded by Talbert that the City Clerk be authorized to place an ad in Western Cities Magazine offering the 1927 Seagrave 400 Fire Truck for sale on an in- formal bid basis, was approved. Archery Range On motion by Talbert seconded by Seabridge that the 'City agreement of Huntington Beach request the Huntington Beach Company to re new the archery range agreement dated the 8th day of November, 1948, covering permission to use the surface of the parcel of land .situated in the City of Huntington"Beach described as fol- lows: Block 1012, Wesley Park Section of the City of Huntington_ Beach as shown on the map recorded in Book 4, Page 17, Miscel- laneous Maps, Records of Orange County, California, and said lease to be renewed for a period of three years, was approved. State of Calif.- The Clerk read a communication from the State of Cali - request for alt . fire Chief. fornia, Department of Natural Resources,, Division of Forestry, requesting the City whether or not they will authorize the City Fire Chief to serve as an alternate service fire chief for Orange County, under the Civil Defense Fire Plan for Area X. On motion by Seabridge seconded by LeBard that the City of Huntington Beach will not authorizecthe City Fire Chief to serve as an Alternate Service Fire Chief in Area X, was approved. Agrmt. - Recr. The Cleric read an agreement between the Huntington Beach Comm: & H.B. Union Hi.School, Union High School and the Recreation Commission of the City of football field Huntington Beach granting to the Commission the right to use the school's back football field for the purpose of conducting flag football on Saturdays duri ng September through December. On motion by LeBard seconded by Seabridge that the Rec- reation Commission discontinue a program using the school facil- ities for the purpose of conducting flag football on Saturdays during September through December, until such time as the City Council acts on the agreement between the Huntington Beach Union High School and the Public Recreation Commission of the City of Huntington Beach, was approved.
