Councilmen present: Greer, Talbert, LeBard, Seabridge, Langenbeck Councilmen absent; None Minutes On motion by Talbert seconded by Seabridge that the min- utes for the month of October, 1951, be accepted and ordered filed, was approved. C. of C. Golf The Clerk read a letter from the Huntington Beach Chamber Tournament of Commerce informing the City. Council that plans are, being formu- lated to stage a Huntington Beach Pro -Amateur Golf Tournament at the; Huntington Beach Municipal Golf Course, Friday, November 30, 19519 and requests that the City budget the amount of $200.00 towards ad- vertising the tournament. Mr. Elliott appeared before the City Council and gave a resume of the Huntington Beach Pro -Amateur Golf Tournament and what it would accomplish towards publicizing the City and make the golf course better known. On motion by Greer seconded by Talbert that the advertising amount budgeted in the Music and Promotion Fund for the Chamber of Commerce be increased $200.00 and to be used exclusively for adver- tising purposes was approved. The Clerk read a letter from Douglas 0. Bray and Joe Campbell Bray, Campbell- Garrish Sub- advising the Council that .they had made tentative arrangements with lease Mrs. Garrish for a sub -lease on a portion of the airport for the conduct of a business of selling new and used aircraft, auto parts, and the repair of automobiles, and requested that the City Council give its written consent for the sub -lease for the portion of the airport as set forth in the sub -lease attached to the letter. The Clerk read the sub -lease between Georgianna Garrish, Henry Garrish, and John Garrish, sub -lessors, and Douglas 0. Bray, the sub -lessee. Douglas 0. Bray appeared before the City Council and stated that the conditions in the sub -lease were in accordance with the lease between the City and Georgianna Garrish, Henry Garrish, and John Garrish. Motion by .Talbert seconded by Seabridge that consent be given for Douglas 0. Bray to enter into a sub -lease agreement with Georgi- anna Garrish, Henry Garrish, and John Garrish, subject to amending the sub -lease to include the following clause: To Wit - it is further agreed by the parties that in the event the City of Huntington Beach desires and requests the surrender of the master lease between the City of Huntington Beach and Georgianna Garrish or should require for municipal or industrial purposes the surrender of a portion of said. master lease on which portion is situated the property herein. sub- 1 Page #2. Minutes - November 5, 1951 leased and sub -lessor is agreeable to such, surrender, then sub- lessor may upon 90 days notice in writing to sub -lessee cancel and terminate this lease, was approved. The Chair voted "no". Rohrig- Deed William Rohrig appeared before the City Council and stated to City that -his mother, Ruth A. Rohrig, has executed a deed to.the City of Huntington Beach, deeding the east thirty feet of the east half. of Block 2505 in the East Side Villa Tract for street purposes. On motion by Greer seconded by Seabridge that the. City Attorney be instructed to draw up a resolution to accept the Grant Deed of Mrs. Ruth A. Rohrig-for the east thirty feet of the east half of Block 2505, East Side Villa Tract, was approved. Gifford- Joseph Gifford appeared before the City Council and re- Sewer Ext . quested that consideration be given for sewer extensions in the area of Delaware Avenue north of Quincy. Edison Co-.- Motion by Seabridge seconded by Greer that -the City request Remove poles the Southern California Edison Company to remove certain poles in the alley between Hartford and Indianapolis Str.e.e.ts, east of Delaware for the purpose/ of grading the alley, was approved. Superintendent, and the -Chief Life Guard be accepted in order to - file, was approved. On motion by Seabridge seconded by Greer the applications for license to conduct business in the City of Huntington Beach were granted- as 'follows: Watkins Products Company, business of peddling Watkins Products house -to -house. E. E. Bernard, 5868 Lime -Avenue, Long Beach,- business of* contractor. Harry Hall, 274 East 19th, -Costa Mesa, business of painting con- tractor. O'Brien had filed a petition for amend- ment of dilstrict so as to exclude from the R-1 district, Lot 9, so Block 1704, Tract 51,/as to permit the drilling for oil and that. the Planning Commission recommend -to the City.Council that the petition of Howard F.-O'Brien for amendment of district so as to exclude from the R-1 district, Lot 9, Block 1704, Tract 51, so as to permit the drilling for oil be denied. On motion by Greer seconded by LeBard that the recommenda- tions of the Planning Commission of the City of Huntington Beach to deny the petition for amendment of district filed by Howard F. Planning Commission that at a regular adjourned meeting of the,, Planning Commission of the City of Huntington Beach, a hearing was held on. the Petition for conditional exception filed by. the Southern Counties Gas Company of California for the purpose of considering a petition for conditional exception of regulations of the district ordinance to permit the construction of a. concrete block building, nine feet by twenty-eight feet, to house a .meter and .regulator sta- tion for the distribution of gas to the City of Huntington Beach 1 -40 1 's Page A. Sani- tary sewers specifications for the construction of sanitary, sewers in Block. 1702, Tract 12., and the -estimated cost for construction $3,427.50 including engineering costs. Demands Amend.to Emplo Retire.System Owens St. - Grade & Oil install.Rental Street Lights On motion by .Greer seconded by LeBard that' the plans and specifications for the construction of sanitary sewers in Block 1702, Tract 12, as presented by the City Engineer with an esti- mated cost of $3,427.50 .including engineering costs be accepted, was approved. Motion -carried. On. motion by LeBard seconded by Talbert that the City Eng- ineer be requested to obtain informal bids and after determining the lowest responsible bid after consulting with the Streets and Parks Committee, be authorized to proceed with the construction of the sanitary sewers in Block 1702, Tract 12, was approved. On motion by LeBard- seconded by Talbert that the demands as approved by the Finance. Committee be ordered paid, was approved-._ On mot ion. by Greer seconded by Talbert that the City of Huntington Beach make application to the State Board of Administra- tion, State Employees Retirement System, to amend the City's con- tract in accordance with the 1949 Amendments described in statement :noted as F 591 and bearing the numbers B & D' and said amendments to take effect January 1, 1952, was approved. On motion by Greer seconded by Seabridge that the City Engineer be instructed to grade and oil Owens Street between Florida Avenue and Hampshire Avenue, was approved. On motion by Greer seconded by Seabridge that the City Engineer be' instructed to have installed the rental street lights as outlined' by the Streets and Parks Committee in that area of Hunt- v ingtor,e khoxville, and Joliet Streets between Delaware and Alabama,f 1 11 1 .40 1 1 was approved. i o Page #6. Minutes - No'vember 5, 1951 s - Sport's Councilman LeBard reported to the City Council on the past Fishing Boats season's operation of the Sport's Fishing Boats operated by Mr. Wantz and stated that the operator desires to expand his facil- ities for a better and larger sport fishing -service. On motion by LeBard seconded by Greer that the recommend- ation of the Beach and Pier Committee to instruct the City At- torney to draw up an agreement between the City of Huntington Beach and William C. Wantz with the cooperation of the Beach and Pier Committee for a three year extension of the Sport Fishing agreement and to provide in said lease arrangements and right to expand -his present facilities, was approved. paP ing Area On motion by LeBard seconded by Greer that the City Eng- ineer be instructed to draw up preliminary plans to provide for a 200' car parking area on the beach at the easterly side of the Municipal Trailer Park and to include in the plans the black topping of the area in front of the present bandstand, was approved. Constr. . Mayor Langenbeck informed the members of the City Council Sidewalks that due consideration be given to working out some method to construct sidewalks for the property owners in�a given block or area where the owners are in full agreement, and the City to con- struct the sidewalks from the general fund and the cost to be 16 returned to the City by the . property owners over a determined period of time. Mayor Langenbeck referred the sidewalk problem to the City Attorney and the City Engineer to work out a satis- factory method to build the sidewalks and for reimbursement by the property owners to the City. Quo Warranto City Attorney Bauer informed --the City Council that the Action re.* Annexation State of California Attorney General's Office had filed a quo Ocean Ares: Warranto action against the City's annexation of the Ocean ,area 'e'asterly of the old city limits. On motion by LeBard seconded by Greer that the City Attorney be instructed to protect the interest of the City rel- ative to the State of California quo warranto action and the City Attorney to receive additional compensation in accordance with schedule of rates previously agreed upon, was approved. Demurrer- City Attorney Bauer informed the City Council that the Sowest . Expl..Co. demurrer to be heard in Superior Court on the Southwest Explora- tion Company action was postponed until January 3, 1952.. Incr. On motion by Seabridge seconded by Greer that the City Luminaire Lighting Engineer be instructed to increase luminaire lighting on the City Engineer - Vacation Page P . Minutes - November 5, 1951 street lights in the first two blocks on Fifth Street to 4000 luminaires, was approved. On motion by Talbert seconded by LeBard that the City Engineer be grant-ed his request to take seven days of his vacation starting November 7, 1951, was -approved.
