Councilmen Present: Talbert, LeBard, Seabridge, Langenbeck Councilmen Absent: Greer Business On motion by Seabridge seconded by LeBard the applica- Licenses tions for license to conduct business in the City of Huntington Beach were granted as follows, with the exception of applica- tion for license by Jack Long, 7141 Huntington, to conduct the business of peddling fire extinguishers from house to house on a veteran's license, said license not to be issued until Jack Long has paid up delinquent license fees for the years 1949-1950, 1950-1951 and 1951-1952: G. C. Pillow, 918 Palm Ave., to conduct the business of service station at 502 Ocean Avenue. Marvin E. Lawrence, 14692 Yorba St., Tustin, general contractor. Rosalind Thatcher, 309-Third St., business of beauty shdp. Albert Van Kirk, 6305 Gifford Ave., Bell, journeyman plumber. M. L. Morris, 18206 Hartland St., Reseda, journeyman plumber. Charles M. B1dg.Permit- On motion by Talbert seconded by LeBard the application Elec.Prod.Co. , Neon Sign for building permit of the Electrical Products Co., 1966 American Avenue, Long Beach, to erect a neon sign at 215 Main Street was granted. New Well- On motion by LeBard seconded by Talbert the application State J-107 for oil well permit of Southwest Exploration to drill a new well State J-107 was granted. New 'Nell- On motion by LeBard seconded by Seabridge that the appli- State 502 cation for oil well permit of the Southwest Exploration Company to drill a new well State 502 was granted. Bond #208407, On motion by LeBard seconded by Seabridge that the Pacific O.W.Klamm Indemnity Company Bond No. 208407, written for the principal, 0. W. Klamm, doing business as Klamm Electric be accepted, was approved. Page #2. Minutes - November 19, 1951 Reso.#1162 The City, Clerk read Resolution No. 1162, a resolution of the City Council of the City of Huntington Beach, California, accepting deed to certain property and authorizing the record- ing of said deed. On motion by Talbert seconded by LeBard Resolution No. 1162 was passed and adopted by the following roll call vote: AYES: Councilmen: Talbert, Seabridge, LeBard, Langenbeck NOES: Councilmen: None ABSENT: Councilmen: Greer Reso.#1163 The City Clerk read Resolution No. 1163, a resolution of the City Council of the City of Huntington Beach, .California, accepting Grant Deed to certain property and authorizing the recording of same. On motion by Talbert seconded by LeBard Resolution No. 1163 was passed and adopted -by the following roll _call vote: AYES: Councilmen: Talbert, Seabridge, LeBard, Langenbeck NOES: Councilmen: None ABSENT: Councilmen: Greer The Clerk read a communication from the Southwest Explor- Ltr.-So*est Expl. Co• ation Company of Huntington Beach, in whcih they expressed their appreciation for the ,excellent cooperation afforded by the City of Huntington_Beach in making the much.needed repairs and im= provements to.the roadway at the 23rd Street entrance to their lease, and in particular commended the City Engineer's Depart- ment for a job well done. The communication was ordered filed. Chlorine Contract- On motion by LeBard seconded by Talbert that the City Luippold Eng.Sales Co. Clerk be authorized to execute the contract agreement between the Luippold Engineering Sales Company of Los Angeles and the City of Huntington Beach whereby.the City of Huntington Beach agrees to purchase from the Luippold Engineering Sales Company liquid chlorine during the period of December 31, 1951 to December 31, 1952, was approved. Agreement ext.- On motion by LeBard seconded by Talbert .that the City' Sylvia 0. Clutter Attorney be instructed to draw up an agreement between the City of Huntington Beach and Sylvia 0. Clutter to extend agreement for operation of Vern's Bait and Tackle concession on the Pier from December.31, 1951, was approved. Re -appraisal of old Councilman LeBard reported ,to the City Council that the Library Building committee to consider disposition of the library building rec- ommended that a re -appraisal of the old library building be made. Committee named Mayor Langenbeck presented to the Council the following suggested committee to make the re -appraisal of the old library 1 1 00 N 1 1 • 172 Page #3. On motion by LeBard seconded by Seabridge that the com- mittee for the re -appraisal of the old public library building as presented to the Council by Mayor Langenbeck be appointed, was approved. Atlantic Oil Mayor Langenbeck requested the City Clerk to read the Co. -permit notice of hearing of petition for special permit of the Atlantic granted Oil Company, Miller & Ford, as published in the Huntington Beach News November 8, 1951, and hearing set for the hour of 8:00 o'clock P.M. of November 19, 1951, in theCouncilChamber of the - City of Huntington Beach, for permission to -drill an oil well, forty feet from the railroad tract, located on Lots 1 through 7, in Block 2101, Vista Del Mar Tract. The City Clerk read the petition of Atlantic Oil Company, Miller & Ford, for special per- mit under.Sections 5 and 5A of Ordinance #418,.as amended. The Clerk.reported that the.Atlantic_Oil.Company, Miller & Ford, had complied with the provisions -of Sections 5 and 5A of Ordinance #418 as amended. Mayor Langenbeck asked if there was anyone in the audience who wished to make a statement for or against granting the permit as requested by.the.Atlantic.0il Company, Miller & Ford, There was no response from the audience. The City Clerk reported that no verbal or written statements had been filed relative to the. - petition for a special permit requested by the Atlantic Oil Com- pany, Miller & Ford. There being no statements verbal or written, filed, -or received from the audience, Mayor Langenbeck declared the hearing.closed. On motion by LeBard seconded by Seabridge that the peti- tion for special permit under Sections 5 and 5A of ordinance #418 as amended, -as filed by Atlantic Oil Company, Miller & Ford, to drill an oil well, approximately forty feet from the railroad tract, on Lots 1 through 7, Block 2101, Vista Del Mar Tract, was granted by the following roll call vote:. AYES: Councilmen: Talbert, Seabridge, LeBard, Langenbeck NOES: Councilmen: None ABSENT: Councilmen: Greer So. On motion'by Talbert seconded by LeBard t hat a cross- walk be -marked out at Fifth Street across Main Street -as requested by the Library Board of Trustees was approved. On motion by Seabridge seconded by Talbert that the City Engineer be authorized to purchase and install a new flag pole at the -new Huntington Beach Library -was approved. On motion by Seabridge seconded by LeBard that the City Engineer be instructed to purchase and install the' -street signs as outlined by the City Engineer and in accordance with the plans on file in.the City Engineer's office,'was approved. The City Clerk read a letter received from the State of California, Division -of Real Estate, relative to the dedication of streets in sub -divisions. Mayor Langenbeck referred the re- quest of the State of 'California, Division of Real Estate, rel- ative to the dedication of streets in sub -divisions, to the City Attorney and�the'City Engineer for study and reply to the State of California, Division of Real Estate:' On motion by LeBard seconded by Talbert that the demands as approved by the Finance Committee'be paid, was approved. On motion by Talbert seconded by LeBard`the regular meeting of the City Council of -the City of, -Huntington Beach adjourned.
