Mayor Langenbeck called the regular meeting of the
City Council of the City of Huntington Beach to order at 7:30
o'clock P.M.
Councilmen present: Greer, Talbert, LeBard, Seabridge,
Langenbeck
Councilmen absent: None
Minutes On motion by Greer seconded by Talbert that the minutes
for the month of January, 1952, of the City Council as mAiled
by the City Clerk were approved.
Monthly On motion by Talbert seconded by Seabridge that the
Reports
Department Head reports for the month of January, 1952, of the
City Treasurer, City Clerk, City Engineer, Manager of the Munic-
ipal Trailer Park, City Judge, Chief of Police, Fire Chief, and
Superintendent of Recreation, as read by the City Clerk be ac-
cepted and ordered filed was approved.

On motion by Greer seconded by Talbert Ordinance No.

between the City of Huntington Beach and M. M. Tooker for per-
mission to conduct the business of operating paying washing
machines in the Municipal Trailer Park for the term beginning
as of the 4th day of February, 1952, and ending February 3, 1953,
was approved by the following roll call vote:

Edna Herron, The City Clerk read a communication from Edna Herron
reflector s
on Frankfort requesting that posts with reflectors be installed at the corner
where Frankfort Street joins Highway #39.
Install.of On motion by Talbert seconded by Greer that the City

Engineer be instructed to proceed with the installation of
reflectors at Indianapolis and Frankfort Streets at Highway #399
was approved.
Gasoline Mayor Langenbeck announced that this was the hour 8:00

gasoline requirements for a period of one year beginning
February 16, 1952, in accordance with notice inviting informal
bids published in the Huntington Beach News on January 10, 1952
and January 17, 1952•
Councilman LeBard reported to the City Council members
that he had examined the bids of: the firms submitting prices
for the current year and said bids were as fo llows:

Socal Oil & Councilman LeBard reported that the bid of the
Refin. bid t
accepted Socal Oil and Refining Company was the low bidder and is
also the same firm supplying the City at present and their
services have been satisfactory, and it was the recommend-
ation of the Finance Committee that the bid of the Socal
Oil and Refining Company for furnishing gasoline to the
City for one year beginning February 16, 1952, be accepted.
On motion by LeBard seconded by Talbert that the
bid of the Socal Oil and Refining Company for furnishing
the City of Huntington Beach with gasoline requirements for
a period of one year beginning February 16, 1952, be ac-
cepted and that all other bids be rejected, was approved.
Sky lights in Councilman Greer reported on a condition that has
City Hall Bldg.
developed since the last big rain affecting the City Hall
Building in that the sky light frames have deteriorated:.arid
erosion set in to the point that the sky lights will have
to be replaced but recommended that an alternate be con-
sidered in that the sky lights are not now needed for light
purposes and only for ventilation and recommended that the
sky lights be removed, covered up and the spinner type vent-
ilators be installed, and that the City Clerk had received
estimates on the work and the cost of the spinner ventilators
and the framing of the openings to receive ventilators will
cost approximately a total of $550.00.
Vents in City
On motion by Talbert seconded by LeBard that the City
Hall Bldg.
Clerk be authorized to proceed with the removal of the sky
lights in the City Hall Building and purchase the spinning
ventilators was approved.
Remove trees on
On motion by Seabridge seconded by Greer that the
13th Street
City Engineer be instructed to remove the trees on the west
side of 13th Street on Magnolia Avenue was approved.
Water drainage
Councilman Greer reported on the water drainage problem
at Golf Course
at the Golf Course and stated that it required some drainage
ditches to take care of the excessive water.
Mayor Langenbeck referred the question of water on
the Golf Course to the golf committee and the City Engineer
for study and report.
Oil sumps on Councilman LeBard reported to the City Council on a
llth Street
letter that had been received from a property owner complain-
ing about certain oil sumps in the vicinity of llth Street.

On motion by Talbert seconded by LeBard that the City
Clerk be instructed to send a copy of the letter referred t o by
Councilman LeBard to the property owners owning the property
on which the sumps are located and call to their attention the
hazardous conditions that exist, was approved.
Agrmts. conc. Councilman LeBard reported that the City Attorney had

beach completed the agreements between the City of Huntington Beach
and Gerald G. Lance, Sylvia 0. Clutter, Carl A. Christensen,.
and D. L. Wadhams, covering concession spaces on the pier and
on the beach and that the terms and conditions have been re-
viewed by the Beach and Pier Committee and it was their recom-
mendation that they be accepted.

Agrmt. Wadhams, On motion by LeBard seconded by Talbert that the

Mayor and City Clerk be authorized to execute the agreement
between the City of Huntington Beach and D. L. Wadhams to
operate a tram service on the Municipal Pier and to and
from the Municipal Trailer Park for a period of three years
from January 1, 1952, to and including December 31, 1954,
was approved by the following roll call vote:

Chief Lifeguard- On motion by Talbert seconded by Greer that the
conference
request of Chief Lifeguard Combs to attend the Recreation it
Conference to be held at Fresno between February 18th and
February 2�nd, 1952, and expenses be allowed up to the
amount of $75.00 was approved.
Parking meter Councilman Talbert reported on the parking meter
problems
problems and discussions submitted by merchants and business
people of Huntington Beach and suggested that the meter heads
be removed during the period from October lst to June 1st.
DeBritton, meters Robert DeBritton, owner of the building at the corner
on Walnut St.
of Main Street and Walnut requested that the ureter heads be
removed on Walnut Street between Third and Main Street and
enforce a one hour parking limit. 14
Amendment to On motion by Seabridge seconded by Talbert -that the
parking meter reg.
City Attorney be instructed to prepare an amendment to the
parking meter ordinance to enable the City Council to make
changes in the parking meter regulations by resolution was
approved.
New trial City Attorney Bauer reported to the City Council
Ferris Case
that the motion for new trial on the Ferris case will be
made on February 8, 1952.

Fire Chief,
Fire Chief Higgins reported to the
City Council that
new fire rating
considerable progress had been made in the
City and improve-
ments in the water system and improvements
within the Fire
Department personnel and, equipment and due to this progress
the past year a new fire rating survey will possible be
made in August and may tend to lower the fire rating class
of the City and result in lower fire insurance rates.

Engineer- City Engineer Overmyer reported to the City Council that
skilled
mechanics. at times it is advisable and economical to hire skilled mechanics
which can only be done on paying the prevailing rates in the
County and there is no provisions in the salary ordinance to cover
this condition.
Att'y to City Attorney Bauer was requested to make a study with

salary ord. the possibility of amending the salary ordinance to make the
possibility of hiring skilled craftsmen on a temporary basis.
Demands On motion by LeBard seconded by Talbert that the demands
as approved by the Finance Committee be ordered paid, was approved.
WX Complaints Councilman LeBard reported to the City Council that he
regarding
Recreation had checked into the complaints regarding rowdyism and other
Center
charges covering the inconsistent behavior and especially drink-
ing at the Recreation Center and stated that he has found that
there has been no drinking at the Center or its adjacent vicinity
and that due to the present supervision of the personnel and
police protection the condition does not exist as reported and
that the stories that have been investigated have no foundation.
On motion by Seabridge seconded by Greer the regular meet-
ing of the City Council of the City of Huntington Beach adjourned.
