MINUTES
Council Chamber, City Hall
Huntington Beach, California
Monday, March 3, 1952
The City Clerk called the regular meeting of the City
Council to order at 7:30 o'clock P,M. in the absence of Mayor
Langenbeck.
On motion by Talbert seconded by LeBard that Council-
man Seabridge be appointed Mayor pro-tem, was approved.
Mayor pro-tem Seabridge appointed Councilman Talbert
to the Finance Committee in the absence of Councilman Greer.
Councilmen present: Talbert, LeBard, Seabridge
Councilmen absent: Greer, Lan genbeck
Minutes On motion by LeBard seconded by Talbert the minutes
for the month of February, 1952, of the City Council, as trans-
cribed and mailed by the City Clerk was approved.
Reports On motion by LeBard seconded by Talbert that the depart-
ment head reports for the month of February, 1952, of the City
Treasurer, City Clerk, City Engineer, Manager of Municipal
Trailer Park, City Judge, Fire Chief, Police Chief, and Super-
intendent of Recreation, as read by the City Clerk be accepted
and ordered filed, was approved.
Business On motion by Talbert seconded by LeBard the applica-

ton Beach were granted as follows:
Marcialine Brousseau, 2019 Hampshire Avenue, Huntington Beach,
the business of ceramics - manufacturing and sale.
Dick Harmer, 2875 Cherry Avenue, Long Beach, the business of
industrial engine service.
Walter Krebs, 2103 So. Orange, Santa Ana, the business of
metal refinishing located adjacent to the airport.
Portable Sandblasting Company, 6202 S. Van Ness Avenue, Los
Angeles 47, the business of sandblasting contractor.
Ord.#5$0, The City Clerk gave Ordinance No. 580, an ordinance

entitled "An Ordinance of the City Coun ci 1 of the City of
Huntington Beach creating various classes of positions and
providing for the rate of compensation of positions in each
class and repealing all ordinances or parts of ordinances
in conflict therewith", its second and final reading by title
reference.

No. 580 was passed and adopted by the following roll call

The City Clerk gave Ordinance No. 581, an ordinance
benches
of the City of Huntington Beach providing for the placing
and regulation of benches in and along public ways its second
and final reading by title reference.
On motion by LeBard seconded by Talbert Ordinance No.
581 was passed and adopted by the following roll call vote:

Municipal Trailer Park and said estimate to include 360 tons
of plant mix surfacing in place at $6.00 per ton or a. total
estimate of $2,116.00.
On motion by Talbert seconded by LeBard that the City

Impr. to bluff The City Clerk presented to the City Council a plan
on beach together with estimate of cost prepared by the City Engineer.

portion of the bluff on the beachfront lying between 6th & 9th
Streets, and that the work outlined on the plan consistsxxt
mobemixmc,of extension of water lines and storm drains, grading,
terracing and planting of the bluff and that the work is basic
in nature and in no way interferes with any future landscaping
and improvement program. Estimate of cost 18 $1,626.00.
On motion by Talbert seconded by LeBard that the plans
as prepared by the City Engineer for certain grading and beauti-
fication improvementz of that portion of the bluff on the beach
front lying between 6th & 9th Streets be accepted and which had
the verbal approval of the local manager of the ' Huntington
Beach Company and that the City Engineer be instructed to pro-
ceed with the work was approved.

Ord.#582 - The City Clerk gave Ordinance No. 582, an ordinance of
Parking
Regulations the City of Huntington Beach amending Ordinance No. 496 entitled
"An Ordinance of the City of Huntington Beach, California, regu-
lating its traffic and regulating the use of public streets in
the City of Huntington Beach, Cal iforn is , defining and estab-
lishing a parking meter zone and regulating and controlling and
providing for inspection of . the time parking of vehicles therein
by the use of parking meters, prescribing limits of time,tor
parking in parking meter zone and providing for enforcement of
this ordinance and punishment for its violation", its first
reading.
H.B. Combers The City Clerk read a communication received from Mrs.

requested the goodwill and moral support of the City Council
in cooperation with the Huntington Beach Combers who will be
on a radio station program on KVOE, Santa Ana, and further

gard to this Huntington Beach Combers 'program.
Mayor pro-tem Seabrid ge referred the request of Mrs. J.
H. Chamberlain to the Recreation Committee.
The Clerk read a letter received from the Southern
California Water Company, President C. P. Harnes, complimenting
the City on its recent article outlining the achievements of
the Fire Department. and the increased facilities of the water
system..
A.E.Shandrick , The Clerk read a letter received from A. E. Shandrick,
off street
parking stating that he was the property owner of lots located on the
corner of Main and Olive Streets and due to the present discus-
sion on parking problems in the downtown area is offering to
lease the lots to the City for off street parking or working
out some form of agreement whereby meters can be placed on
~ them by the City and a percentage be arxsmged for the use of
the"'lots from the take of the meters.
Mayor pro-tem Seabridge referred the communication of
A. E. Shandrick to the Police and Fire Committee and to discuss
the matter with the Board of Directors of the Chamber of Com-
merce.

on the Municipal Pier in order to facilitate and make it

less hazardous for lifeguards to enter the water as the
trial lowering device installed last year had been a great
success and lowered accidents to lifeguards to a minimum.
On motion by LeBard seconded by Talbert that the re-
quest of the General Safety Committee and approved by .the
Beach and Pier Committee that the City purchase two Davey
lowering devices for installation on the Municipal Pier,
was approved.
On motion by LeBard seconded by Talbert that the

Councilman LeBard reported to the City Council on

Henry Garrish appeared before the City Council and
lease to Krebs reported that his present sub -lessee in the junk business;,
had terminated his operations and at present he desires to
sub -lease the same location to Mr. Krebs, which is to lease
it for sandblasting, metal etching, etc. , which ties in with
the present contract Garrish Bros. < have with Government con-
tracts. The request of Henry Garrish was referred to the
Committee of Talbert and LeBard for study and recommendation.
City Attorney Bauer reported to the City Council on
Re -trial,
Ferris Case the present status of the motion for re -trial covering the
Ferris
case.

Attorney Bauer reported to the City Council that

City Engineer Overmyer reported to the City Council

establishment on Main Street and received bruises and injuries
and suggested that the holes be plugged or measures be taken
to cover them to avoid any further accident.
On motion by LeBard seconded by Talbert the regular
meeting of the City Council adjourned until 7:30 o'clock P.M.
March 10, 1952.
